SIR: Deletions go up in Phase 3 with more marked as Shifted or Absent

The 17 States and UTs that have released draft SIR rolls so far in Phase 3 have seen a total of 17.1% deletions, a 4.8 percentage points jump from Phase 2. More deletions are marked as Shifted or Absent in Phase 3 than in Phase 2.
