Paper signed, but what must happen before Wales, Scotland and Northern Ireland can leave the UK?

Scotland, Wales and Northern Ireland have threatened constitutional change, but their new pact cannot break up the United Kingdom. Scotland and Wales would still need Westminsters involvement to pursue independence, while Northern Ireland has a separate legal route to reunification through a border poll under the Good Friday Agreement.
