Opposition bats for electoral reforms in House
NEW DELHI: Backing Leader of Opposition Rahul Gandhis call for electoral reform, several Opposition MPs on Wednesday pushed for cleaner and more transparent systems. Their key demands included machine-readable voter lists, a reversal of the 45-day CCTV data wipe-out rule, greater access to EVMs, and an overhaul of what they described as laws that let election commissioners act with impunity. On the second day of the Lok Sabha debate on Electoral Reforms, Congress MP K. C. Venugopal accused the government of influencing the Election Commission and said the poll body was behaving like an election agent of the ruling BJP, buckling under its pressure. Venugopal pointed to several recent Commission decisions that, according to him, showed clear partisanship. In a digital era, he asked, why were machine-readable electoral rolls still not being created? He also reminded the House that a Supreme Court bench led by now-retired Justice K. M. Joseph had directed that, until Parliament passed a law on the appointment of the Chief Election Commissioner and Election Commissioners, the selection panel must include the PM, the CJI, and the Leader of the Opposition in the Lok Sabha. But when the government finally brought a Bill, it proposed a committee in which the Prime Minister would chair, joined by a Union minister chosen by him and the Leader of the Opposition. Parliament passed that version. Venugopal questioned why the CJI was excluded and sought an explanation from the law minister. Holding up a copy of the ECs 2004 SIR orders, he noted that the earlier guidelines gave six months for the exercise. What was the urgency that the current SIR process needs to be completed within just two months? he asked. From the Trinamool Congress, Satabdi Roy attacked the government for turning the once-respectful word sir into a Gabbar Singh-like fearful figure that amounts to torture for the voters. She declared that, however much the BJP shouts SIR, SIR, SIR, the people of Bengal would stand with madam, referring to Chief Minister Mamata Banerjee. Questioning the aim of the special revision of electoral rolls in 12 states and UTs, she said, These people know nothing about West Bengal You may have won Bihar, but you cannot win West Bengal. DMK leader T M Selvaganapathi said the government was trying to control independent institutions, claiming the current SIR exercise was illegal and unconstitutional without Parliaments approval. SP MP Dimple Yadav called for a return to ballot papers and accused the EC of following government directions.
BJP hits back, says paper ballot will bring back booth capturing
NEW DELHI: In a rebuttal to opposition parties vociferous demand on reverting to paper ballot elections, BJP MP Ravi Shankar Prasad on Wednesday said it would mean going back to the days of booth capturing. Participating in a debate in Lok Sabha on election reforms, the former Union law minister said the opposition should not talk of returning to the old ballot paper system. There are at least two dozen Supreme Court and high court judgments validating the use of electronic voting machines (EVMs), he said. Prasad recalled that the Election Commission had invited parties to hack EVMs in its presence, but none turned up. Now they are raising hue and cry against EVMs, he said. Prasad also noted that after the recent Bihar elections, not one plea was received to check the micro-controllers of EVMs. The government has repeatedly ruled out going back to the ballot paper system as EVMs have made the election process faster and safer, Prasad said . Responding to KC Venugopals charges on removing CJI from the panel of selecting election commissioners, the BJP MP said when an elected government headed by the prime minister can be trusted with the nuclear button, why cant it be the case when selecting a good CEC or EC. He wondered why the judiciary should be included in everything when the legislature in its wisdom has passed a law with a selection committee that excluded the CJI. Participating in the debate, Union Minister and Apna Dal (S) leader Anupriya Patel said the opposition parties were making an issue out of the SIR and targeting the EC out of frustration over losing successive elections. You are very creative. Every election you make different claims such as the Constitution being under attack, reservations being taken away and vote chori (vote theft). You are hurt and because you lost the elections after all this, Patel said. Congress claimed 65 lakh votes were deleted in Bihar during the SIR without any reason. It is strange, because no one complained about it. At least 65 persons should have come forward with claims of wrongful deletions. This year, Bihar rejected their politics of fear, Patel said. There is no strength in their argument that the SIR exercise is being carried out in a hurried manner because elections are still six months away in most states, she said.
Opposition walkout after BJP MP withdraws question on Indias forensic capabilities
NEW DELHI: Opposition parties led by the Congress on Wednesday staged a walkout in the Rajya Sabha after a BJP MP withdrew a question he had originally posed to Home Minister Amit Shah on strengthening the countrys forensic capabilities. BJP MP Adiya Prasad had submitted the question as a Starred Question, which normally requires the minister to answer orally and allows MPs to ask immediate follow-up questions. According to the official Question List on the Rajya Sabha website, Prasads question was listed as Question No. 2 for Wednesdays Question Hour. However, a correction note later stated that the question should be treated as withdrawn. When Chairman CP Radhakrishnan skipped the question, Congress leader Jairam Ramesh and other Opposition MPs demanded to know why the question had been withdrawn. The Chairman responded firmly, saying, You know the rules. Rule 53 permits a member to withdraw any question as he likes. He added, You can also withdraw if you want. I cannot interfere in the rights of the members.As Opposition MPs continued to press for an explanation, he told them they had no right to raise it. He also rejected their repeated request to ask the concerned MP to put the question. Why do I have to tell? I have no right to tell, he said. He then ordered that nothing said by the Opposition on the issue would go on record and asked them not to disturb the Question Hour. Frustrated with the response, the Opposition staged a walkout. Prasads withdrawn question had sought to know if the government is expanding Central Forensic Science Laboratories to collect evidence as mandated under the new criminal laws.

LUCKNOW: The Uttar Pradesh government has begun to implement an advanced tech-driven system to track infiltrators and contain infiltration. Officials say the system can eventually be used nationwide. According to the governments media cell, a biometric database of people identified as infiltrators is being created. It will include fingerprints, facial recognition data and other unique identifiers, stored in a national negative list. Senior officials said this list will be shared with all state and central agencies to prevent such individuals from re-entering Uttar Pradesh and to block any attempts to obtain official documents, including Aadhaar and other government IDs. They described the move as a major escalation in the states anti-infiltration measures, aimed at ensuring that no undocumented person can hide their identity or re-establish themselves within the system. Sources said Chief Minister Yogi Adityanath recently instructed officials during a high-level meeting to use the most advanced identity-verification tools available. These upcoming systems will detect forged or altered documents, analyse the long-term residence patterns of infiltrators living under false identities, identify networks that create fake documents, and eliminate any gaps in screening or verification. Officials working closely on the project said the technology will be able to spot irregularities across different databases, making it easier for authorities to trace how infiltrators obtained fake documents and for how long they remained under the radar. The government is also improving the infrastructure at detention centres being established across Uttar Pradesh. These facilities will have an impenetrable, state-of-the-art security system with multi-layered access controls, surveillance grids, and continuous monitoring. Police officials even called the system unbreachable.

NEW DELHI: At the meeting of the high level committee headed by Prime Minister Narendra Modi to select the new Chief Information Commissioner (CIC) and commissioners, Leader of Opposition in Lok Sabha Rahul Gandhi submitted a dissent note on the lack of representation in the list from the Scheduled Caste, Scheduled Tribe (ST), and Other Backward Classes (OBC)s. The committee met on Wednesday and is learnt to have decided on the appointment of CIC and eight Information Commissioners. Sources said the Leader of Opposition sought more details of the appointees and is learnt to have questioned the criterion adopted for the selection of Chief Information Commissioner and eight other Information Commissioners. The meeting that lasted over an hour and a half was held at the office of the Prime Minister and was attended by Gandhi and Home Minister Amit Shah. Dissatisfied with the process of selection, the Leader of Opposition presented his dissent note. Details of the appointments decided were not known. The government had earlier told the Supreme Court about this meeting to select names for these posts. Under Section 12 (3) of the Right to Information Act, the prime minister is the chairperson of the committee, which also comprises the leader of opposition and a Union minister nominated by the prime minister, that selects and recommends the names for appointment as CIC and Information Commissioners.

SC orders SIT probe of past CEOs of Noida
NEW DELHI: The Supreme Court on Wednesday directed the Special Investigation Team (SIT) probing irregularities in land compensation in NOIDA to investigate the authoritys chief executive officers and top officials over the past 10-15 years. The court granted the SIT an additional two months to complete its investigation. A three-judge bench, headed by CJI Surya Kant and comprising Justices Ujjal Bhuyan and N Kotiswar Singh, made it clear that farmers who received higher compensation, allegedly in connivance and collusion of NOIDA officials, wont face penalties or coercive action. Solicitor General Tushar Mehta, representing NOIDA, was allowed to file an affidavit to present the authoritys view. One of the farmers, who allegedly received a higher payment and had approached the SC through senior advocate Siddharth Dave, said he had been receiving notices from the SIT to record his statement. Kindly protect the farmers, as it is not their fault, he urged. The case traces back to August 13, when the SC ordered an SIT probe against NOIDA officials for allegedly colluding with builders to pay landowners beyond their entitled compensation. The court had asked recommendations of the SIT to be placed before the UP chief secretary for consideration of converting NOIDA into a metropolitan council. Following serious findings, the SC formed a fresh SIT to examine bank accounts and assets of erring officials and beneficiaries, with support from forensic auditors.
