SC praises Bombay High Court on demolition of illegal buildings in Thane

NEW DELHI: Lauding the Bombay High Courts courageous stand, the Supreme Court on Tuesday refused to interfere with the High Court order directing the demolition of 17 structures built illegally on green zones in Maharashtras Thane. On June 12, the Bombay High Court said any unauthorised construction would be required to be demolished. Challenging the order, Danish Zaheer Siddiqui has moved to the top court. The top court, while declining his request, asked him to appeal to the high court for review and relief. A two-judge vacation bench of the top court, headed by Justices Ujjal Bhuyan and Manohan, referred to the Bombay High Courts explicit finding that the underworld was involved in illegal constructions, happening in collusion with municipal bodies. While refusing to hear Siddiquis appeal, the top court said, Please feel for your city. Otherwise, everything will be encroached upon. Next, your Bombay will be encroached upon. Thats all that remains to be done. Please feel for your city. Otherwise, everything will be encroached upon. For once, the Bombay High Court has taken a very courageous stand, and we appreciate it. Appreciating the high courts order, the top court bench said, Kudos to the high court for taking the right decision. See, you encroached on some third partys land and built a property without obtaining any permits or sanctions. There is no rule of law, and please see, these are persons with underworld connections. The bench further observed that the construction was undertaken without any permission from the planning authority and that, too, by occupying land belonging to a third party. The apex court said the illegal construction could not have been brought to light had an innocent woman not come forward, claiming that her land was occupied and buildings had been constructed on it. Siddiqui claimed that out of the 17 buildings, eight had been demolished, rendering a minimum of 400 families homeless. He claimed to be one of the purchasers of a flat in one of the 17 buildings and argued that the high court issued a carte blanche (blank document) direction, empowering the Thane Municipal Corporation to proceed with demolition without awaiting any further orders. The top court, however, said, We express no opinion in the matter. After hearing the matter for some time, the senior counsel (for Siddiqui) seeks liberty to withdraw the application and with liberty to approach the High Court. Maharashtra reports 67 fresh COVID-19 cases, two deaths

MUMBAI: Maharashtra recorded 67 COVID-19 cases, including 17 in Mumbai, on Tuesday and two related fatalities in the last 24 hours, the health department said. With the latest additions, the overall tally of patients who tested positive since January this year rose to 2,108, while the death toll climbed to 31, out of which 30 patients had comorbidities. KMRL submits feasibility study for Mumbai Water Metro: 250-km network, 29 terminals proposed

KOCHI: In a major step towards expanding its national footprint, Kochi Metro Rail Limited (KMRL) has submitted a detailed feasibility study report for a Water Metro project in Mumbai, modelled on its successful Kochi Water Metro initiative. The proposed plan envisions a 250-kilometre waterway network, with 29 terminals and 10 routes, covering the entire Mumbai Metropolitan Region (MMR). The report was submitted to Maharashtra Ports and Fisheries Minister Nitish Rane, who officially received it and directed relevant departments to initiate steps toward its implementation. We expect the Maharashtra government to entrust us with the preparation of the Detailed Project Report (DPR) for the Mumbai Water Metro as well, a senior KMRL official said, adding that Minister Rane appreciated the quality and timeliness of the report. The proposed water metro will connect several key water bodies and creeks across MMR, including Vaitarna, Vasai, Manori, Thane, Panvel, and Karanja, offering an integrated and eco-friendly transport alternative. The feasibility report was earlier presented at a high-level meeting in Mumbai, chaired by Minister Rane. The KMRL team, led by Chief General Manager Shaji P Janardhanan, included Senior Deputy General Manager Nishanth N and Manager Arjun Krishna K. Senior officials from the Maharashtra Maritime Board, including CEO M Pradeep Prabhakar, IAS, and Chief of Ports Capt. Praveen Khare, were also present. This marks the first time KMRL has secured a consultancy assignment through a competitive bidding process, establishing its credentials as a key national player in sustainable urban transport. KMRLs Consultancy Division, which prepared the report within a record timeframe, is fast emerging as a strategic business arm. In addition to enhancing revenue, the division is instrumental in replicating the Kochi Water Metro model in other Indian cities. Currently, under the directive of the Ministry of Ports, Shipping and Waterways (MoPSW) and the Inland Waterways Authority of India (IWAI), KMRL is also conducting feasibility studies for Water Metro projects in 21 other cities across 11 states and two Union Territories. Experts suggest that if KMRL is entrusted with the DPR and subsequent implementation in Mumbai, it could solidify its position as a global leader in sustainable urban water transport mirroring the role Delhi Metro Rail Corporation (DMRC) plays in Indias metro rail landscape.

MUMBAI: In the past 24 hours, 18 people have lost their lives and 65 others were injured in various incidents across Maharashtra, including road accidents, short circuits, wall collapses, and drowning cases. MUMBAI: At least eight persons were killed, mostly due to lightning strikes, as heavy rains pummelled parts of Maharashtra, officials said on Sunday. With plane crash, family's excitement for flight attendant Roshni's wedding turns into despair

THANE: Flight attendant Roshni Songhare was about to add a new chapter in her life as she was set to tie the knot with a merchant navy officer next year, and her excited family members had started making preparations for it. But all that excitement turned into despair after the news of the London-bound Air India flight crashing in Ahmedabad on Thursday afternoon broke. Roshni, 26, was one of the crew members on board that flight. This development plunged the Songhare family living on Rajaji Path in Dombivli town of Maharashtra's Thane district into numbing silence. Roshni had left her home three days ago for duty excited, as always, to serve on international flights - this time from Ahmedabad to London. But the fatal crash of the aircraft snuffed out her dreams and left her family members - 50-year-old father Rajendra, mother Shobha and younger brother Vignesh completely shattered. She was the heartbeat of this home. We were getting her engaged in November and married in March, a close relative told reporters in a trembling voice. Time played cruelly with her, he said. A native of Mandangad in coastal Ratnagiri district, the Songhare family had moved to Mumbai for work and shifted to Dombivli two years ago. Roshni, a bright and determined girl, was the family's pride and pillar. Her father worked tirelessly to educate both his children, and Roshni, inspired by the skies, pursued and completed a flight attendant course. IIT Kharagpur student held for raping 13-year-old girl in Thane

THANE: A student from Indian Institute of Technology (IIT) Kharagpur has been arrested for allegedly raping a 13-year-old girl in Maharashtra's Thane city, police said on Friday. The police on Thursday arrested the 23-year-old accused based on a complaint lodged by the girl's mother and registered a case under relevant sections of the Bharatiya Nyaya Sanhita (BNS) and the Protection of Children from Sexual Offences (POCSO) Act against him, an official said. The accused, who lives in the Kalwa area, allegedly lured the differently abled girl with new clothes and sexually assaulted her, he said. NEW DELHI: An old and ailing father in Mumbai realises its futile to wait for his son to come home and take care of him. The son, Pilot-in-Command Sumit Sabharwal, died in Thursdays Air India plane crash. He phoned his dad before the flight to London. Ill call you once I reach London. He barely made it to the perimeter of the airport before the Dreamliner plummeted to Earth. Three days back, the younger Sabharwal had a heart-to-heart chat with his dad. The conversation must have thrilled the old man, who lived alone after his wife passed away a couple of years ago. Sumit told him that he wanted to stop flying and take care of his father. The son was a bachelor. Friends and relatives dropped in to see the father all day. Sabharwal must be 55 or 56 years, said Captain CS Randhawa, president of the Federation of Indian Pilots Association, recalling how he took care of his father. Sabharwal, a highly experienced pilot, was a Line Training Captain with more than 8,000 hours of flying experience. He was himself involved in safety checks of flights, Captain Randhawa said. The Association has around 6,000 members, and Sabharwal was one of them. We push a lot for flight safety, and he was one of us, he said. The co-pilot, Clive Kunder, had over 1,000 hours of flying experience, Captain Randhawa said. On Thursday evening, it emerged that Kunder, the first officer operating on the flight, was 12th Fail actor Vikrant Masseys cousin. His mother said that they are calling Deepak, and his phone is ringing, so they firmly believe that he is alive. We are still hopeful that Deepak is alive and he will come back. Deepak used to make the first call home before going anywhere, and he spoke with his mother before leaving for London as a co-pilot, said the co-pilot family member. Maharashtra government hikes liquor taxes to raise 14,000crore in annual revenue

MUMBAI: The Maharashtra state cabinet on Tuesday approved a significant increase in excise duty on liquor, aiming to boost revenue by approximately 14,000crore per year . The state cabinet approved the Excise Departments recommendations after a secretary-level study group reviewed best practices from other states. The group proposed measures to expand liquor production, streamline licensing, and enhance excise duty and tax collection. Key decisions approved by the cabinet Excise duty increases: Indian-Made Foreign Liquor (IMFL) up to 260 per bulk litre will now be taxed at 4.5 the declared production cost, up from the previous 3. Country liquor duty has increased from 180 to 205 per proof litre. New Maharashtra-Made Liquor (MML): A new category of grain-based foreign liquor, to be produced exclusively by Maharashtra distillers. Manufacturers must register their MML brands separately. Revised minimum retail prices for 180ml bottles: Country liquor: 80 MML: 148 IMFL: 205 Premium foreign liquor: 360 Licensing amendments: Sealed foreign liquor shops (FL-2) operating under lease agreements will incur a 15% increase in annual license fees. Hotel/restaurant licenses (FL-3) on the same basis will face a 10% fee hike Strengthening the excise department: An AI-enabled integrated control room will monitor distilleries, bottling units, wholesalers, and other operations. A new divisional office dedicated to Mumbai (city and suburbs) will be established, along with six additional superintendent offices in Mumbai suburbs, Thane, Pune, Nashik, Nagpur, and Ahilyanagar. India to face twice as many heatwave days, 43% rise in extreme rainfall by 2030 due to climate change: Study

NEW DELHI: A new study reveals that climate change is expected to cause a 43% increase in the intensity of extreme rainfall events throughout the country, along with a two-fold rise in heatwave days in major Indian cities. It recommends establishing a climate observatory to provide real-time early warnings about extreme weather events to help minimise damage. Conducted by IPE Global and Esri India, the study titled Weathering the Storm: Managing Monsoons in a Warming Climate analysed district-level spatial and temporal assessments to develop heat stress scenarios for the years 2030 and 2040. It aimed to establish a connection between climate change and the increased frequency and unpredictability of extreme rainfall and heatwave events. According to the study, major cities in India, including Mumbai, Chennai, Delhi, Hyderabad, Patna, Surat, Bhubaneswar, and Thane, are likely to experience a twofold increase in heatwave days by 2030. These rising heatwave conditions are expected to lead to more erratic and intense rainfall. Extended heat wave conditions are likely to trigger more frequent, incessant and erratic rainfall events, said Abinash Mohanty of IPE Global, a co-author of the paper. The paper underlines the grim situation of climate change's impact. It points out that 8 out of 10 districts in India are going to experience multiple instances of incessant and erratic rainfall by 2030. The frequency, intensity, and unpredictability of these extreme heat and rainfall events have risen significantly in recent decades, said Mohanty. The study shows that India has witnessed a 15-fold increase in extreme heat wave days across the March to May and June to September months in last three decades (between 1993-2024). Alarmingly, the last decade alone has witnessed a 19-fold increase in extreme heat wave days. We found that the monsoon season in India is witnessing an extended summer-like condition except on non-rainy days, said Mohanty. According to the study, more than 75% of districts in Gujarat, Rajasthan, Tamil Nadu, Odisha, Uttarakhand, Himachal Pradesh, Maharashtra, Uttar Pradesh, Meghalaya, and Manipur will witness the double whammy of heat stress-induced erratic and incessant rainfall by 2030. Districts of these states will at least witness one instance of heat wave during March, April, and May by 2030. We advocate for establishing a Climate Risk Observatory (CRO) to provide real-time risk assessments at national, devising risk financing instruments to mitigate heat risk and extreme rainfall events, said Mohanty. The study also suggests appointing heat-risk champions within district disaster management committees. This will allow these agencies to prioritise and unify the heat-risk mitigation efforts at the district level and, consequently, accelerate heat resilience.

INTERVIEW | Need to connect farms to roads for better market supply : Shivraj Singh Chouhan

Union Minister of Agriculture and Farmers Welfare Shivraj Singh Chouhan has launched a 15-day nationwide campaign, Visit Krishi Sankalp Abhiyan, to educate farmers about new techs related to seeds, chemicals, and best practices before the Kharif crop sowing season begins with the goal of enhancing production. He tells Jitendra Choubey that 2,170 expert teams, each comprising at least four scientists from Indian Council of Agricultural Research (ICAR), universities, research institutions, government departments, and farmer producer organisations, will visit over 65,000 villages across 723 districts between May 29 and June 12. Excerpts: What is your assessment and farmers response? How is this yatra different from previous campaigns? We have already engaged with millions of farmers. For the first time, a team of 2,170 scientists from the Indian Council for Agricultural Research has interacted directly with farmers, creating a valuable exchange of knowledge. Farmers learn about soil quality, nutrients, and pest control, while scientists gain insights into the challenges farmers face. During my visit to the Kisan Vigyan Kendra in Pune, I saw the initiative mobilising farmers to share their problems and seek solutions. I met growers of grapes, capsicum, tomatoes, and chilies, and Im pleased to report that horticultural farmers are earning substantial incomes, with many young people returning to farming. Why isnt the focus on crops like mustard and pulses which India doesnt produce much? Recent data show a decline in mustard production, and pulses still fall short of Indias needs. It is true that we are unable to meet our production requirements related to pulses and oilseeds and are dependent on imports. However, we have increased our production overall. This year our pulses production estimation shows that it has reached an all-time high, i.e. 252.4 LMT in 2024-25, against last years production of 242.5 LMT. However, urad production has decreased. Production estimates of rapeseed and mustard reduced to 126.06 LMT against last years production of 132.6 LMT. This yatra also focuses on how to take new technology to farmers to increase oilseeds and pulses production further. Farmers in Pune are struggling with poor road infra, affecting transportation of their grapes and tomatoes. They are also facing delays in receiving farm subsidies. Under the Pradhan Mantri Gram Sadak Yojana (PMGSY) or rural road construction programme, our government has connected all villages to the nearest towns, cities, and district headquarters. But connecting farms to the nearest roads is the duty of state governments. Different state governments have taken initiatives to connect farms to roads to improve farm produce supply. A recent report shows that farmers income didnt double by 2022-23. There is an overall shortfall of 25%. Why is the government reluctant to legalise MSP? I do not agree with such a report. If you want to know the condition of farmers, come with me in the fields. I am going to different states and finding farmers earning lakhs through vegetable and grape production. We will have to give a minimum assurance to the farmer, but that is not the solution. There is a need to focus on agricultural diversification, increasing production, reducing costs and intercropping. You can grow many things by doing intercropping. In this yatra, I am also telling the stories of many progressive farmers have reduced their input costs by diversifying their fields. I also understand their problems so that other farmers can take inspiration and make efforts to solve them. Farmers report that they didnt get timely weather update to act due to the governments discontinuation of district-level agrometeorological services. Should these services be revived to help farmers with weather extremes? Under the Digital Agriculture Mission, the government has been trying to address farmers problems related to early warning systems to protect crops. Under the DAM, we are going to create digital platforms, fostering a modernised agricultural ecosystem. We are establishing an advanced rain gauge system with an AI model in every panchayat and block. The new tech will help farmers with high precision about early warning systems. Two gene-edited rice varieties were recently launched. There is a campaign against them, saying they are the same GMO under the litigation, but disguised differently. Some people frequently create controversy surrounding new technology. We are committed to adopting innovative technologies to increase rice production in limited areas and to replace nearly 5 million hectares of paddy cultivation with pulses and oilseeds. Two rice varieties, Kamala and Pusa DST Rice 1, have the potential to transform Indias paddy fields, increasing productivity by 30% and 20%, respectively. Both varieties are drought-tolerant, early-ripening, produce less methane, and require less nitrogen. We decided to exempt it from the biosafety regulations outlined in Rules 7-11 of the 1989 Environment (Protection) Act. Current genomic tech enhances productivity by utilising living organisms from native crop species, rather than incorporating foreign microorganisms or bacteria, hence considered free from regulation. What would be the next step after end of the yatra? Each state will appoint a nodal officer who will work closely with scientists to compile reports from every province and agro-climatic zone. After gathering these insights, well collaborate with experts to develop an innovative farming strategy. This initiative truly embodies PM Narendra Modis vision for a self-sufficient India, aimed at enhancing agricultural production and increasing farmer incomes through cutting-edge scientific techniques.
