What happened in the UKs infected blood scandal? Inquiry report will be revealed on Monday

LONDON: The final report of the UK's infected blood inquiry will be published Monday, nearly six years after it began looking into how tens of thousands of people contracted HIV or hepatitis from transfusions of tainted blood and blood products in the 1970s and 1980s. The scandal is widely seen as the deadliest to afflict Britains state-run National Health Service since its inception in 1948, with around 3,000 people believed to have died as a result of being infected with the HIV virus and hepatitis, an inflammation of the liver. The report is expected to criticize pharmaceutical firms and medical practitioners, civil servants and politicians, though many have already died given the passage of time. Its also set to pave the way to a huge compensation bill that the British government will be under pressure to rapidly pay out. Had it not been for the tireless campaigners, many of whom saw loved ones die decades too soon, the scale of the scandal may have remained hidden forever. This whole scandal has blanketed my entire life, said Jason Evans, who was four when his father died at the age of 31 in 1993 after contracting HIV and hepatitis from an infected blood plasma product. My dad knew he was dying and he took many home videos, which Ive got and replayed over and over again growing up because thats really all I had, he added. Evans was instrumental in the decision by then Prime Minister Theresa May to establish the inquiry in 2017. He said he just couldnt let it go. His hope is that on Monday, he and countless others, can. Here is a look at what the scandal was about and what the reports impact may be. WHAT IS THE INFECTED BLOOD SCANDAL? In the 1970s and 1980s, thousands of people who needed blood transfusions, for example after childbirth or surgery, became exposed to blood tainted with hepatitis, including an as yet unknown kind that was later termed Hepatitis C, and the HIV virus. Those with haemophilia, a condition affecting the bloods ability to clot, became exposed to what was sold as a revolutionary new treatment derived from blood plasma. In the UK, the NHS, which treats the vast majority of people, started using the new treatment in the early 1970s. It was called Factor VIII. It was more convenient when compared with an alternative treatment and was dubbed a wonder drug. Demand soon outstripped domestic sources of supply, so health officials began importing Factor VIII from the US, where a high proportion of plasma donations came from prisoners and drug users who were paid to donate blood. That dramatically raised the risk of the plasma being contaminated. Factor VIII was made by mixing plasma from thousands of donations. In this pooling, one infected donor would compromise the whole batch. The inquiry heard estimates that more than 30,000 people were infected from compromised blood or blood products via transfusions or Factor VIII. MISSED CHANCES By the mid 1970s, there was evidence haemophiliacs being treated with Factor VIII were more prone to hepatitis. The World Health Organization, which had warned in 1953 of the hepatitis risks associated with the mass pooling of plasma products, urged countries not to import plasma. AIDS, the biggest public health crisis since World War II, turned up in the early 1980s. Originally thought to be isolated to the gay community, it soon started appearing among haemophiliacs and those who had received blood transfusions. Though the cause of AIDS HIV was not identified until 1983, warnings had been relayed to the UK government the year before that the causative agent could be transmitted by blood products. The government argued there was no conclusive proof. Patients were not informed of the risk, and persisted with a treatment that put them in mortal danger. MISTAKES The inquiry is expected to conclude that lessons from as early as the 1940s had been ignored. Campaigners argue that since the 1940s it had been clear that heat killed hepatitis in another plasma product, Albumin. They say authorities could have made Factor VIII safe before it was sold. Evidence given to the inquiry suggested that authorities main objection was financial. Non-heated Factor VIII was prescribed by the NHS until late 1985. Campaigners hope the inquirys core finding is that Factor VIII concentrates should never have been licensed for use unless heated. WHY NOW? In the late 1980s, victims and their families called for compensation on the grounds of medical negligence. Though the government set up a charity to make one-off support payments to those infected with HIV in the early 1990s, it did not admit liability or responsibility and victims were pressured to sign a waiver undertaking not to sue the Department of Health to get the money. Crucially, the waiver also prevented victims from suing for hepatitis, even though at that stage they only knew about their HIV infection. Years after signing, victims were told they had also been infected with hepatitis, mainly Hepatitis C. There was no further group litigation until Evans, whose mother crumbled after his fathers death and who was called AIDS boy at school, brought a case claiming misfeasance in public office against the Department of Health. Combined with political and media pressure, May announced the independent inquiry. It was, she said, an appalling tragedy which should simply never have happened. COMPENSATION The government has accepted the case for compensation, with most estimates putting the final bill in the region of 10 billion pounds ($12.7 billion). In October 2022, authorities made interim payments of 100,000 pounds to each survivor and bereaved partners. The government is expected to announce different payments for different infections and also address how and when bereaved families can apply for interim payments on behalf of the estates of people who have died.

The exquisite plant that grew from Delanys work looked so exactly like a watercolour people mistook it for a painting. She had discovered a new way, she wrote to her niece, of imitating flowers . Delanys collages are startlingly beautiful nearly transparent apparitions materialising on inky black paper. They have the translucence of both watercolour and actual pressed flowers. Two appear in this exhibition: a flowering raspberry glowing crimson against the blackness and a fragile white lily unfurling its petals, as it seems, by night. WikiLeaks founder Julian Assange facing pivotal moment in long fight to stay out of US court

LONDON: The host of a news conference about WikiLeaks founder Julian Assange's extradition fight wryly welcomed journalists last week to the millionth press briefing on his court case. Deborah Bonetti, director of the Foreign Press Association, was only half joking. Assanges legal saga has dragged on for well over a decade but it could come to an end in the U.K. as soon as Monday. Assange faces a hearing in London's High Court that could end with him being sent to the U.S. to face espionage charges, or provide him another chance to appeal his extradition. The outcome will depend on how much weight judges give to reassurances U.S. officials have provided that Assange's rights won't be trampled if he goes on trial. Here's a look at the case: WHAT ASSANGE IS CHARGED WITH Assange, 52, an Australian computer expert, has been indicted in the U.S. on 18 charges over Wikileaks publication of hundreds of thousands of classified documents in 2010. Prosecutors say he conspired with U.S. army intelligence analyst Chelsea Manning to hack into a Pentagon computer and release secret diplomatic cables and military files on the wars in Iraq and Afghanistan. He faces 17 counts of espionage and one charge of computer misuse. If convicted, his lawyers say he could receive a prison term of up to 175 years, though American authorities have said any sentence is likely to be much lower. Assange and his supporters argue he acted as a journalist to expose U.S. military wrongdoing and is protected under press freedoms guaranteed by the First Amendment to the U.S. Constitution. Among the files published by WikiLeaks was video of a 2007 Apache helicopter attack by American forces in Baghdad that killed 11 people, including two Reuters journalists. Julian has been indicted for receiving, possessing and communicating information to the public of evidence of war crimes committed by the U.S. government, his wife, Stella Assange, said. Reporting a crime is never a crime. U.S. lawyers say Assange is guilty of trying to hack the Pentagon computer and that WikiLeaks publications created a grave and imminent risk to U.S. intelligence sources in Afghanistan and Iraq. WHY THE CASE HAS DRAGGED ON SO LONG While the U.S. criminal case against Assange was only unsealed in 2019, his freedom has been restricted for a dozen years. Assange took refuge in the Ecuadorian Embassy in London in 2012 and was granted political asylum after courts in England ruled he should be extradited to Sweden as part of a rape investigation in the Scandinavian country. He was arrested by British police after Ecuadors government withdrew his asylum status in 2019 and then jailed for skipping bail when he first took shelter inside the embassy. Although Sweden eventually dropped its sex crimes investigation because so much time had elapsed, Assange has remained in Londons high-security Belmarsh Prison while the extradition battle with the U.S. continues. Biden says hes considering Australias request to drop prosecution of Wikileaks founder Assange His wife said his mental and physical health have deteriorated behind bars. Hes fighting to survive and thats a daily battle, she said. A judge in London initially blocked Assanges transfer to the U.S. in 2021 on the grounds he was likely to kill himself if held in harsh American prison conditions. But subsequent courts cleared the way for the move after U.S. authorities provided assurances he wouldnt experience the severe treatment that his lawyers said would put his physical and mental health at risk. The British government authorized Assange's extradition in 2022. WHAT THE LATEST HEARING IS ABOUT Assange's lawyers raised nine grounds for appeal at a hearing in February, including the allegation that his prosecution is political. The court accepted three of his arguments, issuing a provisional ruling in March that said Assange could take his case to the Court of Appeal unless the U.S. guaranteed he would not face the death penalty if extradited and would have the same free speech protections as a U.S. citizen. The U.S. provided those reassurances three weeks later, though his supporters are skeptical. Stella Assange said the so-called assurances were made up of weasel words. WikiLeaks Editor-in-Chief Kristinn Hrafnsson said the judges had asked if Assange could rely on First Amendment protections. It should be an easy yes or no question, Hrafnsson said. The answer was, He can seek to rely on First Amendment protections. That is a no. So the only rational decision on Monday is for the judges to come out and say, This is not good enough. Anything else is a judicial scandal. THE POSSIBLE OUTCOMES If Assange prevails, it would set the stage for an appeal process likely to further drag out the case. If an appeal is rejected, his legal team plans to ask the European Court of Human Rights to intervene. But his supporters fear Assange could possibly be transferred before the court in Strasbourg, France, could halt his removal. Julian is just one decision away from being extradited, his wife said. Assange, who hopes to be in court Monday, has been encouraged by the work others have done in the political fight to free him, his wife said. If he loses in court, he still may have another shot at freedom. President Joe Biden said last month that he was considering a request from Australia to drop the case and let Assange return to his home country. Officials have no other details but Stella Assange said it was a good sign and Australian Prime Minister Anthony Albanese said the comment was encouraging. Can we rid artificial intelligence of bias?

SAN FRANCISCO: Artificial intelligence built on mountains of potentially biased information has created a real risk of automating discrimination, but is there any way to re-educate the machines? The question for some is extremely urgent. In this ChatGPT era, AI will generate more and more decisions for health care providers, bank lenders or lawyers, using whatever was scoured from the internet as source material. AI's underlying intelligence, therefore, is only as good as the world it came from, as likely to be filled with wit, wisdom, and usefulness, as well as hatred, prejudice and rants. It's dangerous because people are embracing and adopting AI software and really depending on it, said Joshua Weaver, Director of Texas Opportunity & Justice Incubator, a legal consultancy. We can get into this feedback loop where the bias in our own selves and culture informs bias in the AI and becomes a sort of reinforcing loop, he said. Making sure technology more accurately reflects human diversity is not just a political choice. Other uses of AI, like facial recognition, have seen companies thrown into hot water with authorities for discrimination. This was the case against Rite-Aid, a US pharmacy chain, where in-store cameras falsely tagged consumers, particularly women and people of color, as shoplifters, according to the Federal Trade Commission. 'Got it wrong' ChatGPT-style generative AI, which can create a semblance of human-level reasoning in just seconds, opens up new opportunities to get things wrong, experts worry. The AI giants are well aware of the problem, afraid that their models can descend into bad behavior, or overly reflect a western society when their user base is global. We have people asking queries from Indonesia or the US, said Google CEO Sundar Pichai, explaining why requests for images of doctors or lawyers will strive to reflect racial diversity. But these considerations can reach absurd levels and lead to angry accusations of excessive political correctness. This is what happened when Google's Gemini image generator spat out an image of German soldiers from World War Two that absurdly included a black man and Asian woman. Obviously, the mistake was that we over-applied... where it should have never applied. That was a bug and we got it wrong, Pichai said. But Sasha Luccioni, a research scientist at Hugging Face, a leading platform for AI models cautioned that hinking that there's a technological solution to bias is kind of already going down the wrong path. Generative AI is essentially about whether the output corresponds to what the user expects it to and that is largely subjective, she said. The huge models on which ChatGPT is built can't reason about what is biased or what isn't so they can't do anything about it, cautioned Jayden Ziegler, head of product at Alembic Technologies. For now at least, it is up to humans to ensure that the AI generates whatever is appropriate or meets their expectations. 'Baked in' bias But given the frenzy around AI, that is no easy task. Hugging Face has about 600,000 AI or machine learning models available on its platform. Every couple of weeks a new model comes out and we're kind of scrambling in order to try to just evaluate and document biases or undesirable behaviors, said Luccioni. One method under development is something called algorithmic disgorgement that would allow engineers to excise content, without ruining the whole model. But there are serious doubts this can actually work. Another method would encourage a model to go in the right direction, fine tune it, ewarding for right and wrong, said Ram Sriharsha, chief technology officer at Pinecone. Pinecone is a specialist of retrieval augmented generation (or RAG), a technique where the model fetches information from a fixed trusted source. For Weaver of the Texas Opportunity & Justice Incubator, these oble attempts to fix bias are projections of our hopes and dreams for what a better version of the future can look like. But bias is also inherent into what it means to be human and because of that, it's also baked into the AI as well, he said.
