Savour the quiet shade of a tree

On a Siris tree full of flowers, I watched a Yellow-footed green pigeon snap off a twig. Holding it carefully, it flew off to a Saptaparni tree. It returned to the Siris in a few minutes, looking for another twig to take. This could only mean one thing: I was close to a construction site. The bird was painstakingly building a nest, in which it would rear a family. Unlike their better-known cousins, the city-dwelling Blue-rock pigeons, Yellow-footed green pigeons are secretive birds that spend most of their life on trees. They hardly ever come down, roosting at the top of tree canopies at the end of the day. They are shy, and keep their distance from people. A sunbird will nest right in your garden. A Blue-rock pigeon will nest right inside your AC. Getting an insight into the lives of more cryptic birds through nest-building thus feels something like sighting ones favourite author at an airport. Every year, we clean out our ACs, and on most years we find a Blue-rock pigeons nest in it. It reminds me of the nests I found in the house and garden as a child. Red-vented bulbuls, with their bright calls, would nest in the pomegranate tree. There was an annual House sparrow nest behind a painting made by my grandfather in the drawing room. The birds entered through an open window (it was left ajar for them). In other years, the sparrows would nest inside the cups above ceiling fans. In the 90s, there werent any years without sparrow nests. Several generations fledged from the house. It was expected, in a ritual-like manner, that the house would nurture both birds and children. With the collapse of insects, House sparrows have reduced in many cities; they no longer come to us to nest. What remains is the ubiquitous, noisy Blue-rock pigeon, which has also displaced many other birds. The Blue-rock is so successful, there are theories that it may be behaving something like an invasive speciesthe kind that oust native species. They manage to nest everywhereespecially in the places we want to remove them from (including in between the spikes placed as a deterrent). So it becomes additionally special to find a bird like the Yellow-footed green pigeona bird which is seen a little less, a bird that needs some distance from us. It proves that we might have some spaces left which are still sheltered, a little undisturbed from the heat and dust of the city. When the pre-monsoon storms come, I wonder if the Saptaparni will fall. And where the green pigeon might go then. The tree explodes in fragrant blossoms in October, but till then it harbours the nests of the quieter birds. In observing the tree while looking for the bird, I realise: its not just the green pigeon which needs places to duck in, to hide a little. We need the deep, inviting shade of a native Indian tree too, perhaps more than we give it credit for. The catastrophic canine crisis

Cases of strays or pet dogs, routinely attacking citizens and claiming lives, including those of children, regularly makes it to headlines. Recently, a five-year-old girl was mauled by two Rottweilers at a Nungambakkam park leading to a widespread public outcry. This prompted a typical knee-jerk response with the Tamil Nadu government declaring a ban against the import, sale and breeding of 23 dangerous dog breeds including Rottweilers, Pit Bulls, Terriers and Rhodesian Ridgebacks, similar to the one issued by the central government in March only to withdraw it within a matter of hours because the Madras high court and a few others had stayed the directive in response to protests by pet owners and breeders. This non-resolution to the canine crisis in India is typical and has re-ignited the debate on how to deal with the problem with animal lovers and activists arrayed against concerned citizens demanding stronger guidelines to deal with the strays and aggressive pets. The statistics are chilling. India accounts for about 36 per cent of the worlds rabies deaths. Deaths related to attacks by mans best friends and dog bite cases are staggeringly high. Worse, many such instances go unreported, especially in rural areas. Packs of strays running wild on the streets and roads, are ticking time bombs, endangering themselves as well as the citizenry. A suitable solution is possible provided committed action is taken by the Animal Welfare Board, state administration and the general populace working in tandem. Strays need to be gathered, vaccinated, neutered, and rehabilitated in dog shelters and sanctuaries to curb the burgeoning population and prevent attacks. Concerned citizens need to chip in with their time, money, and a willingness to adopt in order to supplement the efforts of the government. Pet control laws must be strictly enforced with owners ensuring that the four-legged members of the family are responsibly cared for and when taken out in public are suitably collared, leashed, and muzzled if necessary. A common complaint is that many people arbitrarily feed strays without taking overall responsibility for the dogs welfare which leads to these animals becoming territorial and more prone to attacking the unwary, when they are not fed. Which is why raising public awareness and educating people about how best to protect themselves while dealing with strays, treatment options for rabies, etc. are key to making it possible for humans and animals to coexist without harming each other. Ending the canine crisis entirely is going to be a challenge simply because heavy funds are required to sterilise and shelter these animals. Municipal bodies that arent corrupt or committed to enriching themselves at the expense of others, tend to divert the limited resources towards more pressing concerns prioritising human over animal welfare thereby endangering both and allowing a bad situation to worsen. There is also the question of euthanasia or culling unwanted strays demanded by practical necessities, but which raises questions about promoting cruelty to animals and failure to safeguard their rights. Only a reformed Judiciary can deliver timely justice

In the dynamic and rapidly evolving landscape of modern governance, characterised by a relentless pursuit of efficiency and effectiveness, the judiciary emerges as a cornerstone of the nations functioning. Charged with upholding the rule of law, safeguarding individual rights, and ensuring justice for all, it plays an indispensable role in the fabric of society. Yet, despite its fundamental importance, the credibility of the judiciary is increasingly under scrutiny, primarily due to the prolonged delays in dispensing justice. With each passing day, the backlog of cases swells, suffocating the legal system and impeding access to justice for countless individuals. Cases languish in judicial limbo for years, if not decades, leaving litigants disillusioned and disheartened. The human toll of this inertia is most poignantly felt in cases where justice delayed tragically equates to justice denied. There are instances where the wheels of justice turn so agonizingly slow that the aggrieved party, whether victim or plaintiff, does not live to witness the resolution. Moreover, the endemic pending of cases undermines the foundational principles of democracy and the rule of law. Till February 2024, a staggering 5.1 crore cases are pending before the judiciary. The judiciarys credibility is inexorably linked to its ability to dispense justice in a timely and efficient manner, and yet, by all accounts, this vital function is in question. The urgent need for judicial reform through a parliamentary legislation has never been more apparent or pressing. It is imperative that we address the systemic deficiencies that impede the expeditious resolution of cases and erode public confidence in the legal system. Comprehensive reforms aimed at streamlining judicial procedures, bolstering institutional capacity, and leveraging technology like AI, e-courts, etc. to enhance efficiency are essential steps toward realising this vision. I can recall the case of a civil dispute within my own family that lingered unresolved for a staggering nearly 70 years. Such egregious delays not only defy the principles of justice but also perpetuate a culture of impunity. One of the primary reasons for this delay is the manipulation of legal procedures by certain advocates, who prolong arbitration processes to inflate compensation amounts. Parliamentary intervention is imperative to set stringent timelines for case disposal. Additionally, expanding the judiciary by appointing more judges from the existing talent pool is crucial to alleviate the burden on the system. An All-India Judicial Services Exam can be taken into consideration to bridge the gap pertaining to the shortage of judges. Another pressing issue, is the working days of judiciary. While the Supreme Court of India will operate for only 190 working days, with 176 holidays in 2024, other governmental bodies toil tirelessly, often under the most demanding of circumstances. This stark dissonance in commitment to service underscores a fundamental imbalance, one that demands urgent rectification. To address this systemic imbalance, it is imperative that judicial service rules be aligned with those governing other branches of government. Recent judicial decisions, particularly those concerning the granting of bail to political figures like Arvind Kejriwal, have ignited a firestorm of controversy. While bail is undeniably a legal right afforded to all individuals, its grant under politically charged circumstances has the potential to cast a shadow of doubt over the judiciarys independence. It underscores the delicate balance between judicial discretion and public perception, highlighting the need for greater transparency and accountability. To address these concerns and reaffirm public faith in the judiciary, reforms aimed at enhancing transparency and accountability are urgently needed. Additionally, mechanisms for judicial oversight and review should be strengthened to ensure that decisions are made in accordance with established legal principles and precedents. While it is imperative to address flaws in governance mechanisms and uphold transparency in political financing, the judiciary must exercise prudence to prevent unintended consequences that could erode public trust. For instance, in the case of the electoral bond scheme, the judiciarys intervention inadvertently led to the revelation of donors identities, undermining the confidentiality provisions that were intended to protect their anonymity. In crafting a reform agenda, it is imperative to strike a balance between expediency and due process, preserving the integrity of the judicial system while addressing its shortcomings. Ultimately, the effectiveness of any democracy hinges on the strength of its institutions, particularly its judiciary. By undertaking comprehensive reforms to expedite case disposal, enhance judicial transparency, and bolster institutional capacity, we can reaffirm the judiciarys pivotal role in upholding the rule of law and ensuring equal access to justice for all. We have come a long way since. Nothing shocks us. Every convict can plead political vendetta, and its easy to make anyone an accused. The apprehended unfortunate individual faces extended terms in police or judicial custody. The CBI is no longer the caged parrot, but well-trained fierce hawks that can prey on whoever the masters command. The ED specialises in striking silently like a pack of ferocious blood hounds whose bite comes without a bark. Fear understandably has cast a dark shadow in the elections that are underway. There is an alarming rise in cowed down heavyweights who used to strut the stage as they reinvent themselves as turncoats. Cases against them are withdrawn with alacrity as soon as they join the BJP. Splitting small parties is accepted in impromptu animal trade fairs that precede and follow elections. We have already moved dangerously close to an absolute monarchs regime where slightest criticism of the Supreme Leader can invoke serious charges of lese majeste. Equally serious has been the slide in past five years towards the precipice of blasphemy laws. India isnt yet a Hindu Rashtra and the Constitution upholds the concept of secularism in public life. No amount of sophistry can hide the dark reality on the ground. Hurting the religious sentiments of a community is a charge that can be levelled on specious grounds and its up to the state government to entangle the poor accused in a mesh of harassing litigation in different states. It isnt even necessary to utter the word Hinduism. Sanatan even when not prefixed to dharma is enough to ignite public ire and trigger lynching by vigilantes. Forget the religious minorities, even the diversity of sects within Hinduism is threatened with obliteration. The courts most unfortunately have failed to protect them. The Prime Ministers Economic Advisory Council is a handpicked toothless assembly of best and the brightest who have little credibility as objective scholars. They are welcome like every one else to their opinions, but when it comes out with a report pronouncing that the number of Hindus in the population has declined by almost 8 per cent in the past 65 years and Muslims have increased by over 40 per cent in the same period, one starts getting worried. Purportedly the report shows how the lot of religious minorities has improved in India since independence and this should silence western criticism about their mistreatment. There has been no census in India since 2011, then what is the source of these statistics? The timing of the release of this report cant be dismissed casually. Even the dim-witted can see that this can only reinforce the communally polarising rhetoric of the BJP seeking to influence the voters in the forthcoming rounds of voting. The ECI stands totally discredited and has disgraced itself by its supine and shameless supervision of the present elections. It appears petrified enough by the aura of the PM to send him or his Home Minister notices about blatant violations of the code of conduct. The impotence of the ECI has encouraged the hate-mongers in all parties to play with fire. The Supreme Court has started cracking the whip (symbolically) much too late. Judiciary bending backwards to appear even-handed hasnt saved it from reckless criticism and accusations of partisanship. A senior leader of the BJP has lost no time in alleging that their lordships that be have become parties in the campaign by granting interim bail to the Delhi CM. He grandly overlooks the partisan conduct not only of constitutional functionaries like governors or institution like the ECI. Ill-informed arguments submitted by the learned Solicitor General regarding interim bail to Arvind Kejriwal illustrate how even the constitutional law officers have lost objectivity. Words like narrative, discourse, perceptions, have lost their power to distract. The battle lines are sharply drawn between outrageously bold criminals and those with courage of their convictions. There are two simultaneous election campaigns underway: Modi Mystique and Whisper Wave. Number One is happening everywhere with pomp and promises. Number Two is a stealthy tinnitus spread by a vast web of organisations, individuals, political parties, social media activists and alternate media. The Whisper Wave, or WV, is an insidious net of labrish which cannot be attributed to a person, party or movement. Hence it could make any conspicuous figure of authority a sitting duck. In 2014, Modis formula was novelty, innovation and Hindu symbolism. If BJP then benefited from its aggressive social media blitz by lampooning Pappu and glorifying Modi, currently a well-planned counter social media fightback and contrarian YouTube channels are aggressively creating an alternate narrative and gaining traction. 2024 looks like samizdat time: in Communist Russia, where officially unsanctioned news and publications were banned, people got their news from underground publications, often handwritten, which they passed from reader to reader. Here is an example of todays Indian samizdata Facebook post, which has now mysteriously vanished: the staggering rise in viewership and subscription of independent news channels in the last few months (perhaps even weeks), curiously all Hindi, is a historic moment that would not have happened quite like this in 2019 even if the Opposition had come together then. In the halcyon days of 2014, Modi stood for technology and development with a spicy soupcon of Hindutva: long before AI, Indian voters were treated to Modi holograms, crowdsourcing, Facebook dialogues and NaMo cellphones. A fawning medias adoration and a political combo of futurism and nationalism created Brand Modi. Its mystique won him two elections and innumerable state polls. However, mystique must be only invisibly omnipresent: why God is God. This time Modi Overkill is rampant. Slavering zombies are broadcasting Modi stories, Modi interviews and Modi statements, largely ignoring his adversaries. A raucous democracy like India admires an independent media; the honeymoon with high-decibel anchors seems to be getting over. It would be a pity if Indias most nationalist prime ministers mystique is diluted by media sycophancy. Narendra Modi is the only Indian PM who holds an independent foreign policy stand, has struck back against terrorism in its own nest, cancelled Article 370; and is also ironically the countrys most successful liberal (he would be horrified to hear it) for banning triple talaq and promising UCC if he wins. 'Ind can become 3rd largest economy by 2027'

India could become the third largest economy globally by 2027-28 if the country continues the growth momentum witnessed in the last two decades, 16th Finance Commission Chairman Arvind Panagariya said on Friday. He also said that during the last two decades, beginning 2003-4, India has ended extreme poverty. The extreme poverty, currently, is not more than 3 per cent of the total population.Growth has been across the board because poverty does concentrate in rural areas. With overall poverty falling to low levels, extreme poverty has been conquered largely, Panagariya said.Speaking at the CII's Annual Business Summit 2024, Panagariya said there is a problem of under-employment in the agriculture sector as a large portion of the workforce is engaged in the segment, and there is a need to move them out of the vertical to industry for faster urbanisation. A large part of the workforce in agriculture has to move to industrial or services economy, and that is the pathway to transformation, Panagariya said. Currently, 45 per cent of India's workforce is employed in agriculture and the sector contributes 15 per cent of GDP. This means the average productivity in agriculture is one-third the average productivity in the economy.Talking about growth, Panagariya said in the last two decades, starting 2003-04, India has grown at about 8 per cent in real GDP in US dollar terms. In nominal terms, the GDP growth has been 10.2 per cent in the past 20 years. A lot of what we have today has transpired in the last two decades. During this period, we dealt with the global financial crisis and COVID shocks. It is that growth, which has put us in the fifth spot in international GDP ranking in dollar terms. This rate, if we continue to grow in the forthcoming years, we could become the third largest by 2026-27, but more likely 2027-28 is when it is likely to happen, Panagariya said. India, with a GDP of roughly USD 3.4 trillion, is currently the fifth largest economy in the world, after the US, China, Germany and Japan.
