Southwest Monsoon is very likely to advance into the South Andaman Sea, some parts of Southeast Bay of Bengal and Nicobar Islands around May 19, the IMD said. It further said that a cyclonic circulation lies over south interior Tamil Nadu and neighbourhood in low and mid-tropospheric levels. A trough runs from south Chhattisgarh to South Interior Karnataka and another trough runs from Marathwada to a cyclonic circulation over south interior Tamil Nadu in lower tropospheric levels. Imphal: T he porous border with Myanmar continues to pose significant challenges for India's Northeastern states, particularly Manipur. Recent outbreaks of violence in Manipur have been directly linked to the open border, facilitating illegal drug trafficking and arms smuggling, thereby heightening security concerns for Indian authorities. The unrestricted border access also allows numerous militant groups from the region to infiltrate Indian territory at will, exacerbating the security situation. During the Manipur violence, hundreds of militants reportedly crossed into Indian territory through the open border, causing extensive damage. Moreover, ongoing political and military turmoil in Myanmar has led to thousands of people entering Indian territory through the open border in the past three years. Around 50,000 Myanmar nationals have sought refuge in Mizoram and Manipur, raising serious demographic and security concerns. Manipur authorities have identified over 5,000 illegal intruders from Myanmar, with reports indicating the establishment of more than 996 illegal villages by these intruders. In response to these grave issues and in consideration of national security, the central government took the decision in February 2024 to fence the Myanmar border and revoke the Free Movement Regime (FMR) with Myanmar. However, this decision has faced resistance from certain organizations in Manipur, Mizoram, and Nagaland. On May 16, the Kuki Inpi Tengnoupal District (KIT) and the Kuki Students Organisation (KSO) Tengnoupal District in Manipur organized a massive rally denouncing the government's decision. Similarly, the Zo Reunification Organisation (Zoro) staged rallies in Mizoram, protesting against the dismantling of the FMR and the implementation of border fencing. The protests are rooted in concerns about the cultural and social ties among ethnic communities that would be disrupted by the policy changes. Zoro, in particular, advocates for the reunification of Chin-Kuki-Mizo-Zomi tribes and opposes the border fencing and FMR abrogation. Church bodies in Nagaland, Mizoram, and hill areas of Manipur are reportedly behind these protests, with Zoro being influenced by Christian leaders and advocating against the border policy changes. Sources suggest that Zoro is working towards establishing a greater Christian administrative region encompassing Chin-Kuki-Mizo-Zomi tribes of Manipur, Mizoram, and Myanmar. The report by the Geneva-based Internal Displacement Monitoring Centre (IDMC) termed it the highest number of displacements triggered by conflict and violence in India since 2018. On May 3, 2023, a 'Tribal Solidarity March' was organised in Manipur's hill districts to protest against the Meitei community's demand for Scheduled Tribe (ST) status. The march led to ethnic clashes between the Meitei and the Kuki communities, ultimately claiming more than 200 lives. The Manipur High Court had in March last year called for recommendations to be sent to the central government to recognise the Meitei community as a scheduled tribe, an official status designed to protect minorities from marginalisation. The call was met with resistance from other local scheduled tribes, including the Kukis. Land disputes were also an underlying driver of the tensions. Andhra Pradesh: ED files complaint against ex-TDP MLA, 16 others

VIJAYAWADA: The Enforcement Directorate, Hyderabad on Tuesday filed its Prosecution Complaint (PC) against former MLA and TDP leader JC Prabhakar Reddy and others in the BS-IV vehicle scam. The PC was filed against a total of 17 people and entities before the Special Court for PMLA cases at Visakhapatnam under the provisions of the Prevention of Money Laundering Act (PMLA), 2002. According to the ED, the Supreme Court had in March, 2017 ordered that vehicles that are not compliant with BS-IV emission norms shall not be sold or registered in India from April 1, 2017 onwards. The ED said JC Prabhakar Reddy, who runs a travel company, C Gopal Reddy and others purchased BS-III vehicles from Ashok Leyland Limited as scrap at a huge discounted rate in the name of their entitiesM/s Jatadhara Industries Private Limited and M/s C Gopal Reddy and Coand fraudulently registered them as BS-IV vehicles with the help of forged and fabricated documents. Majority of the fraudulent registrations were done in Nagaland while some were also done in Karnataka and Andhra Pradesh, the ED said. The Andhra Pradesh police investigated the case based on a complaint by the transport department and found a money laundering aspect and wrote to the central agency which began the investigation. The investigation revealed that 50 such vehicles were registered in the name of M/s Jatadhara Industries Pvt Ltd and 104 vehicles were registered in the name of M/s C Gopal Reddy and Co. Most of these vehicles were further utilised by them in their transport business by plying them as BS-IV vehicles. Some such vehicles were also sold off by projecting them as BS IV vehicles, the ED said adding the proceeds of crime generated by owning, plying and selling these vehicles have been quantified as Rs 38.36 crore. The ED had earlier attached movable properties and immovable properties worth Rs 28.62 crore belonging to Prabhakar Reddy, Gopal Reddy and their family members. Investigation is under progress.

Guwahati: In a fresh attempt to expedite the Naga peace process, the Nagaland government has constituted a political affairs committee (PAC) comprising ministers and legislature party leaders of all political parties in the state Assembly to find an inclusive solution to the Naga political issue. Disclosing this, parliamentary affairs minister K.G. Kenye in a statement said this was initiated again to create a broad consensus for an early and amicable settlement of Naga political issues. Saying the PAC was constituted during a high-level political meeting held Thursday under the chairmanship of chief minister Neiphiu Rio, the parliamentary affairs minister said the PAC comprising the council of ministers and legislature party leaders of all political parties in the Nagaland Assembly has been formed to find an inclusive solution. The committee will act as a facilitator in finding a solution to the long-drawn Naga political questions. Noting that the signing of the Framework Agreement on August 3, 2015, and the agreed position with the NNPGs on November 17, 2017, had raised hopes that the people would have a peace accord soon, he also highlighted the state governments role as an active facilitator in the peace talks but noted the lack of a conclusive outcome despite numerous resolutions and consultative meetings. He said: Our children today have high aspirations in life like their peers in other parts of the world. We owe the younger generation a secure future and to achieve that, make all possible efforts to resolve the Naga political issues so that our children can realise their full potential. He also urged all the stakeholders involved, including the Government of India and the Naga political groups, to arrive at a solution that was honourable, acceptable, and inclusive at the earliest.

Assam CM Attributes Reduced Racial Discrimination against North-Easterners to PM Modi's Efforts Campaigning for the BJP in the national capital, Assam Chief Minister Himanta Biswa Sarma on Sunday said the incidents of racial discrimination against the students and people of the north-east (NE) have ''drastically come down'' due to Prime Minister Narendra Modi's outreach in the region. Addressing a gathering of the people of north-eastern states settled in Delhi, Sarma spoke about the Modi government's investment in infrastructure of the region in the last 10 years. He said the prime minister talked to him about developing an underground tunnel through the 'chicken neck' between West Bengal and north-eastern states. 'Chicken neck' is a narrow strip of land that connects the north-eastern region with the rest of the country, and is considered highly strategic. The Assam chief minister said Modi, as Prime Minister, visited NE 70 times in the last 10 years, out of which he visited Assam 27 times. Referring to former prime minister Manmohan Singh, who was a Rajya Sabha MP from Assam, Sarma claimed he used to visit Assam only to file his nomination papers. ''He used to visit Assam three times every five years. He did not go to Nagaland, Meghalaya, Manipur or Arunachal,'' he claimed. The frequent NE visits of Prime Minister Modi has shown that the region is dear to him, Sarma said. ''Racial discrimination against the students and people of NE has drastically come down. When a PM visits NE 70 times, it registers in the minds of people of the country that NE is very much a part of India and you cannot alienate the people living there,'' he said. Racial discrimination against people from the north-eastern states is a ''thing of the past'' now, and it's ''largely due to the outreach of the prime minister'', he said. Sarma said Congress leader Sam Pitroda recently gave examples of how people in different states of the country look like. ''He said we (NE people) look like Chinese. He gave four-five examples saying some looked like Chinese, some like Arabs but did not see anyone as Indian. ''How does he see himself? May be like a South African,'' said the chief minister. He claimed that tourism in NE has increased due to ''relative peace'' and development in the region. ''If you consider Manipur as an aberration, all seven NE states are peaceful. There was no bomb blast in NE in the last 10 years,'' he said. The Assam chief minister talked about how infrastructure, including highways, bridges and the rail network, has been boosted in the region in last years, and appealed to people to vote for PM Modi. Citing Delhi Chief Minister Arvind Kejriwal's recent attack on Prime Minister Modi and the BJP, Sarma said he still has the ''impact of Tihar jail'' on his mind. Southern India grapples with severe water scarcity as reservoir levels further plunge to 15 pc: CWC

New Delhi: With the southern region most hit at just 15 per cent total live storage capacity in reservoirs, the storage capacity this year is below the average of last 10 years during the corresponding period, the Central Water Commission (CWC) data has revealed.The CWC's analysis also indicated a week-on-week decrease in storage levels, affecting not only the southern region but also the nation as a whole. As of last Thursday, the southern region's reservoir capacity stood at 16 per cent, dropping from 17 per cent the previous week. The bulletin from the CWC said the southern region has been severely impacted, with reservoirs operating at only 15 per cent of their total live storage capacity. The data from the CWC shows that storage levels this year are lower than both the corresponding period last year and the ten-year average for the same period. Nationally, out of 150 monitored reservoirs, the total live storage capacity is 178.784 billion cubic metres (BCM), approximately 69.35 per cent of the estimated 257.812 BCM created across the country. However, the live storage available in these reservoirs currently sits at 27 per cent, down from 36 per cent recorded last year and 32 per cent on average over the past decade. Compared with historical data, the bulletin highlights that the current live storage is only 79 per cent of last year's levels and 92 per cent of the 10-year average for the corresponding period. The storage during the current year is lower than that of the corresponding period last year in all of the country while it is below the average storage of the last 10 years during the corresponding period in northern, eastern southern and western. The southern region, encompassing Andhra Pradesh, Telangana, Karnataka, Kerala, and Tamil Nadu, has a total live storage capacity of 53.334 BCM. According to the reservoir storage bulletin dated May 9, the available live storage in these reservoirs is 7.921 BCM, constituting only 15 per cent of their total capacity. In comparison, last year's storage during the corresponding period was 27 per cent, and the 10-year average was 21 per cent of the live storage capacity. The northern region, which comprises Himachal Pradesh, Punjab, and Rajasthan, has 10 reservoirs under CWC monitoring with a total live storage capacity of 19.663 BCM. The bulletin reports the current live storage available in these reservoirs at 5.759 BCM, representing 29 per cent of the total live storage capacity. During the corresponding period last year, the storage was 37 per cent, and the 10-year average was 33 per cent of the live storage capacity. Similarly, the eastern region, including Assam, Jharkhand, Odisha, West Bengal, Tripura, Nagaland, and Bihar, has 23 reservoirs with a total live storage capacity of 20.430 BCM. The live storage available in these reservoirs currently stands at 6.952 BCM, which is 34 per cent of the total live storage capacity. In contrast, last year's storage during the corresponding period was 31 per cent, while the 10-year average was 34.2 per cent of the live storage capacity. The western region, covering Gujarat and Maharashtra, has a total live storage capacity of 37.130 BCM. As per the reservoir storage bulletin, the available live storage in these reservoirs is 10.339 BCM, which is 28 per cent of the total live storage capacity. Compared with last year's storage during the corresponding period (34 per cent) and the 10-year average (29 per cent), the current year's storage is notably lower. Lastly, the central region, comprising Uttar Pradesh, Uttarakhand, Madhya Pradesh, and Chhattisgarh, has 26 reservoirs under CWC monitoring with a total live storage capacity of 48.227 BCM. The live storage available in these reservoirs is reported at 16.687 BCM, representing 35 per cent of the total live storage capacity. While this is a decline from last year's 41 per cent, it is an improvement compared to the ten-year average of 33 per cent during the corresponding period.

Poll perfection: How EVMs have turned the tide

NEW DELHI : While announcing the seven-phase Lok Sabha elections schedule in March, Chief Election Commissioner (CEC) Rajiv Kumar used a verse to take a dig at the critics of electronic voting machines (EVMs), saying the poll authority is often at the receiving end of unfulfilled desires. He was referring to criticism of political parties, primarily the Opposition INDIA bloc, which often casts doubts on the functioning of EVMs. The introduction of machines in the electoral process in the country was first conceived 47 years ago as a solution to the problem and dominance of muscle power in the elections. The purpose was also to reduce the counting time, eliminate invalid voting, and get rid of bogus voting. Since then, it has been quite an eventful journey of EVMs as part of electoral reforms. Onus lies with EC to prove EVM reliability A prototype device was developed with collaboration of Electronic Corporations of India, Hyderabad. All parties were invited and a demonstration was made before their representatives in August 1980. Another PSU, Bharat Electronics Limited, was roped in for manufacturing of the polling appliances. A broad consensus led to the use of EVMs for the first time in a by-election held in Paravur assembly segment in Kerala in May 1982; about 50 machines were used. According to Leap of Faith: Journey of Indian Elections, a publication of EC, buoyed by the success of the experiment, the EVMs were brought in alongside ballot boxes in assembly polls later held in Nagaland, Andhra Pradesh, Karnataka, Tripura, Arunachal Pradesh and Bihar during 1982-83. However, a Supreme Court ruling derailed the plan of the Commission to launch EVMs nationally in all elections. In March, 1984 the SC set aside the election of Parur on the ground that use of EVM violated the provisions of Representation of the People Act, 1951 and other rules. It further stated that EVMs could not be introduced in absence of an enabling legislation. Subsequently, the Act was amended in 1989 and it took another nine years to build a general consensus and machines were employed in some constituencies in assembly elections in Madhya Pradesh, Rajasthan and Delhi. The idea of weeding out ballot boxes, conceived 22 years ago, attained finality in 2004. A history was created as the Lok Sabha elections in that year were conducted only with EVMs in all 543 parliamentary constituencies. About 10.75 lakh EVMs were used. SC rejects all petitions seeking 100% verification of EVM votes with their VVPAT slips According to the commission, an unexpected trouble erupted, which threatened to undermine the consensus on the use of EVMs in 2009 soon after the results of the 15th general elections were announced. Some parties questioned the credibility of the machines. A representation to the Commission over machine manipulation made soon after 2009 Lok Sabha elections by retired bureaucrat Omesh Saigal stirred a controversy. I was particularly shocked with the Lok Sabha results in Delhi; Congress has won all seven seats. I wrote to the Election Commission about possible manipulation and then BJP leader LK Advani also wrote about machines, said Saigal who has served as chief secretary of Delhi. Subsequent to his letter on technological vulnerability of the polling devices, the Commission had to issue a press statement saying that it was amply satisfied about the non-tamperability and the fool-proof working of the EVMs. To boost credibility of the counting process, EC commenced the arrangements of Voters Verifiable Paper Audit Trail (VVPAT) in 2013, which allow a voter to satisfy himself that the candidate of his choice has been voted. In its second edition of Leap of Faith: Journey of Indian Elections published in September 2023, the EC said, With universalisation of the VVPAT machine in the 17th general elections, the EVM has registered its final victory. So far, not a single case of difference in the tally of votes between EVM and VVPAT has emerged. Digital initiatives in the last decade In August 1997, the Election Commission decided upon a nationwide programme for computerisation as part of comprehensive electoral roll management. The database of electoral lists now can be regularly updated while maintaining the integrity and continuity of data. In the last one decade especially, the commission has introduced various digital initiatives to facilitate voters and candidates. An overview. 2015 : The National Voter Service Portal (NVSP): Offers single window services to electors for registration of new voters, corrections, checking details of polling booths, constituencies or contact details of booth-level officers and electoral registration officers 2016 : Electronically Transmitted Postal Ballot System: The facility entails one-way electronic transmission of postal ballots to the service voters. Electors could register online on a dedicated portal https://www.servicevoter.eci.nic.in 2018 : ERONET (Electoral Roll Officers Network): All the 28 states and eight Union Territories share common infrastructure at national level. In this regard our first question for the Election Commission is - Why did the Commission delay the release of voter turnout data? On earlier occasions, the Commission has published voter turnout data within 24 hours of polling. What has changed this time? Why has the Commission failed to issue any clarification to justify the delay, despite being repeatedly questioned by political parties as well as political activists? Is there an issue with the EVMs? Now for the First Phase (102 Seats), the Commission said that as on 7pm on 19.04.2024, the estimated voter turnout was around 60 per cent, while similarly for the Second Phase (88 Seats), the estimated voter turnout was around 60.96 per cent (All these figures were widely reported in the media). Why is it that on 20.04.2024, the Commission's projected voter turnout for the First Phase was increased to 65.5 per cent and on 27.04.2024, for the Second Phase the voter turnout data was to 66.7 per cent. Finally on 30.04.2024, the figures were confirmed at 66.14 per cent for the First Phase and 66.71 per cent for the Second Phase? He further said, We ask the Commission - For First Phase, why is there a near increase of 5.5% in the final voter turnout from date of conclusion of voting (at 7pm on 19.04.2024) to the delayed release of voter turnout data (On 30.04.2024)? For Second Phase, there is a near increase of more than 5.74 per cent in the final voter turnout from the date of conclusion of voting (at 7pm on 26.04.2024) to the delayed release of data (On 30.04.2024)? Apart from the delay, the voter turnout data released by the Commission does not mention crucial yet related figures, such as the votes polled in each Parliamentary Constituency and the respective assembly constituencies? If the voter turnout data was published within 24 hours of voting along with the crucial figures, then we would have known if the increase (of ~5%) had been witnessed across constituencies? Or only in constituencies where the ruling regime had not performed well in the 2019 elections?, he added in a post on X. To alleviate these doubts raised in the public domain, the Commission should have not only released the data per Parliamentary Constituency (and respective Assembly Constituencies) but it should have also released the voter turnout data in each polling station. In fact, with each polling station, Assembly Constituency and Parliamentary, should also mention/publish the complaints which may have been filed by the political party? (Specific in the context of Nagaland, Tripura etc. where issues are raised at Polling station level), he added. Meanwhile, he also appealed to people to vote, Kharge said on X, Vote to save Constitution, vote to protect democracy. Private forecaster Skymet Weather Services and the Asia-Pacific Economic Cooperation (APEC) Climate Centre have echoed similar forecasts. Last year, the southwest monsoon ended with a 6 per cent deficit of the long-period average, mainly due to El Nino, resulting in wide spatial and temporal variations in rainfall distribution. However, regions that generally receive good rainfall experienced shortages, while dry regions like West Rajasthan and Saurashtra-Kutch received bountiful rainfall. Out of the total 36 meteorological subdivisions, 7 subdivisions, including Nagaland, Manipur, Mizoram, and Tripura, experienced deficient rainfall. The forecast of normal monsoon rains this year comes as a relief at a time when agricultural output is declining, and food inflation remains high, exacerbated by dwindling water levels in reservoirs. Slow growth in agriculture is mainly attributed to declining farm output, with food grain production expected to decline by six percent in 2023-24. The deficient monsoons last year and warmer, drier weather due to El Nino have left considerable impact on water levels in reservoirs across the country. Currently, reservoir storage stands at 31 per cent of the total live storage capacity, significantly lower than the 10-year average. With the summer approaching its peak, the situation in southern India, where reservoir levels are critically low, has worsened, increasing the threat of drought. Apart from affecting standing crops and agricultural productivity, dwindling water levels could impact other sectors as well. The prediction of normal monsoons this year brings hope for boosting the production of kharif crops such as rice, soybean, sugarcane, and pulses, cooling down food inflationary pressures, and replenishing water resources. However, the arrival, distribution, intensity, and departure of the monsoon remain crucial factors that will impact agricultural production and productivity. Skymet expects good rainfall in southern, western, and northwestern parts of the country, with Maharashtra and Madhya Pradesh expected to receive adequate rainfall. However, eastern states like Bihar, Jharkhand, Odisha, and West Bengal may face the risk of deficit rainfall during peak monsoon months, impacting kharif crops heavily dependent on early rainfall. Karnataka LS polls: In Phase 2, more women than men voted in the state

BENGALURU: More number of women than men voted in the second phase of Lok Sabha elections in the state that was held for 14 constituencies on April 26. Though it is a marginal jump, psephologists and election officials say that the trend of increase in women voters has continued, showing that they are deciding for themselves and their family. As per the latest statistics shared by the Election Commission of India, the male voting percentage was 69.48, while that of females 69.65. A total of 1,00,16,921 males voted as against 1,00,20,796 females, a difference of 3,875 voters. Also, more women voted in all the four constituencies of Bangalore - North, Central, South and Rural -- and Dakshina Kannada. During the 2019 polls, the male percentage was marginally higher than females. It was 69.55% for males and 67.65% for females. In 2014, the male to female voting percentage was 68.59 and 65.79, respectively. Well-known political analyst Sandeep Shastry said the trend of inreasing women voters is an extension of their empowerment. He explained that women vote in a different way compared to men. Studies have shown that they are now not influenced by men, they have greater awareness and they are deciding for the welfare of themselves and their families. The empowerment of the girl child, improved education and increased awareness have led to a rise in women voter turnout. He also pointed out that in the last elections, the women turnout was more in seven states. As per ECI data, in Phase-1 and Phase-2 of Lok Sabha polls, the states and union territories where larger number of women turned up to vote are: Assam, Jammu and Kashmir, Lakshwadeep, Manipur, Meghalaya, Puduherry, Nagaland, Tamil Nadu, Uttarakhand, West Bengal, Bihar, Kerala and Karnataka. A senior election official said, During our interaction with people on increasing voter awareness, we learnt that women were more keen to know details and vote as compared to men. Though the enrolment of men was more than women for Phase-2, the turnout of females was more. In Phase-3, the women voters are more than males. We will wait and see if the women turnout will he higher than men here too. Phase-3: Home voting Under Phase-3 of polling for Lok Sabha elections, a total of 32,458 people voted from home, which was 95.16% of the total list of 34,110 voters. This is less than the voter turnout for Phase-2 under the Vote From Home (VFH) option, where 46,810 (96.30%) voted, of the total 48,609 voters registered. As per data from the office of the Chief Electoral Officer, Karnataka, under Phase-3, 21,892 (94.31%) voters in the age group of 85 and above cast their votes at their home out of 23,213 voters approved under the option. Similarly, 10,566 (96.96%) people with disabilities (PwD) cast their votes at their home out of 10,897 voters approved.

NEW DELHI: After an 11-day delay since the first phase of voting for the 2024 Lok Sabha elections, the Election Commission of India (ECI) finally released the official overall turnout data for the completed phases on Tuesday. According to the ECI, the voter turnout in the first phase was recorded at 66.14 percent, while in the second phase, it slightly increased to 66.71 percent. This turnout was observed across 102 parliamentary constituencies (PCs) in the first phase and 88 PCs in the second phase. In comparison, the turnout in the first phase of the 2019 polls was 69.43 percent. The official data indicates that in the first phase, the voter turnout was 66.22 percent for males, 66.07 percent for females, and 31.32 percent for third-gender voters, resulting in an overall turnout of 66.14 percent. Voting for this phase took place on April 19. In the second phase, which occurred on April 26, the turnout was 66.99 percent for males, 66.42 percent for females, and 23.86 percent for third-gender voters, with an overall turnout of 66.71 percent. Bihar recorded the lowest voter turnout of 49.26 percent in the first phase, while Uttar Pradesh recorded the lowest turnout (55.19 percent) in the second phase. The EC highlighted that out of the 21 states and union territories that went to polls in the first phase, 11 recorded a higher turnout of women voters, including Arunachal Pradesh, Assam, Jammu and Kashmir, Lakshadweep, Manipur, Meghalaya, Nagaland, Puducherry, Tamil Nadu, Uttarakhand, and West Bengal. In the second phase, where 13 states and UTs went to polls, six registered a higher women voter turnout, including Assam, Bihar, Jammu and Kashmir, Uttarakhand, Kerala, and West Bengal. Explaining the delay in announcing the official data on voters turnout, ECI officials clarified that it could only be released after counting the postal ballots and adding them to the total EVM vote count. This includes postal ballots given to service voters, absentee voters, those above 85 years of age, persons with disabilities, those on essential services, and voters on election duty, a senior ECI official said. Congress general secretary in-charge of Communications, Jairam Ramesh, questioned the delay in a post on X, stating, For the first time, even 11 days after the first phase of the polls and four days after the second phase, the final voter turnout has not been published by the ECI. In the past, the ECI used to publish the final voter turnout immediately after voting or within 24 hours. The CNCI said harassment of the business community over extortion cannot be tolerated any further. It urged the government to take immediate steps to stop the ''unabated'' extortions, intimidations and summons by the underground groups. The CNCI said that banks, educational institutions, government offices and hospitals have been kept outside the purview of the shutdown. State Home Commissioner Vikeyie Kenya said that it has ''come to the notice'' of the government that ''rampant collection of taxes'' from businesses, particularly in Dimapur, by various groups, most of which have signed ceasefire agreements with the government, has created an unbearable situation. ''Such activities reflect adversely on the law enforcing agency as well as on the state government,'' he said, directing the police to take stringent measures. He instructed the district administrations and the police to report any violation of the ceasefire ground rules to the Ceasefire Monitoring Group for appropriate action. Police should continue arresting ''underground cadres'' found extorting under the National Security Act (NSA), Kenya said. The Dimapur police commissioner was asked to increase patrolling in market areas, and also deploy IRBn personnel to instill confidence among the people, he said. The government also directed that a special cell be formed by the police commissioner to exclusively deal with incidents of extortion, he added. The Dimapur Chamber of Commerce and Industries (DCCI) said directions of such nature were issued by the state government in the past as well. ''However, considering the government's continued insincerity, it does not seem to hold any water,'' it said. The shutdown will continue as long as the government does not take any satisfactory steps, it added.

NEW DELHI: The second phase of polling for Lok Sabha elections saw nearly 61 per cent voter turnout as people avoided venturing out of homes in the summer heat and voted largely in the morning and evening. Polling in the second phase covered 88 seats across 13 states and UTs amid complaints of EVM glitches and bogus voting in some states. The Election Commission of India (ECI) said polling remained largely peaceful though incidents of intimidation were reported from Manipur in the second phase too. The ECI data showed the highest voting percentage was recorded in Tripura which registered 79.25 per cent polling, followed by Manipur 77.32 per cent, while the turnout in Uttar Pradesh was at 54.85 per cent and Maharashtra at 56.63 per cent. Rajasthan registered 64.07 per cent, West Bengal 71.84 per cent, Assam 71.11 per cent, Bihar 55.08 per cent, Chhattisgarh 73.55 per cent, Jammu and Kashmir 71.91 per cent, Karnataka 68.26 per cent, Kerala 65.78 per cent, and Madhya Pradesh 57.76 per cent. Prime Minister Narendra Modi in the morning urged people to cast their votes in record numbers and said a high voter turnout strengthens democracy. Stressing on the importance of each vote, Congress president Mallikarjun Kharge and party leader Rahul Gandhi issued impassioned appeals asking people to step out and exercise their franchise. Robust Voter Turnout Marks Second Phase of Indian Parliamentary Elections Over 63 per cent polling was reported in the second phase of Lok Sabha elections covering 88 seats across 13 states amid few complaints of EVM glitches and bogus voting in some states. Voters in some villages of Uttar Pradesh's Mathura, Rajasthan's Banswara and Maharashtra's Parbhani were boycotting the polls over various issues but were later persuaded by authorities to cast their franchise. Polling for the second stage of the seven-phase elections started at 7 am and ended at 6 pm. Several states experienced intense heat conditions. The first phase of polling was held on April 19 in 102 seats across 21 states and Union territories. The Election Commission (EC) said polling remained largely peaceful. The tentative figure at 8 pm of voter turnout was 63.50 per cent. It is likely to go upwards when reports from all polling stations are obtained, the EC said, adding voters reaching polling stations till the end of polling hour are allowed to cast their vote. The National Democratic alliance (NDA) under Prime Minister Modi is seeking a stronger majority for a third consecutive term, while the constituents of the opposition INDIA bloc are hoping for a rebound after facing reverses in the 2014 and 2019 elections. One person each reportedly died at Palakkad, Alappuzha and Malappuram after casting their vote and a polling agent died after collapsing at a booth in Kozhikode. Tripura East Lok Sabha constituency recorded a turnout of 79.46 per cent. Election officials said there were some complaints from a few booths but those were ''promptly addressed''. A jawan of the Madhya Pradesh Special Armed Force deployed on poll duty allegedly committed suicide by shooting himself with his service rifle at a government school where he was stationed in Gariaband district under the Mahasamund seat in Chhattisgarh, where a voter turnout of 73.62 per cent was recorded. A polling booth at Sivni village in Balod district (Kanker seat) was decorated like a wedding 'mandap', with a display of rituals of traditional weddings. Several brides and grooms, dressed in their wedding finery, cast their votes at several polling booths. The EC said people from 46 villages in Bastar and Kanker seats cast their votes in a polling booth set up in their own village for the first time in a Lok Sabha election. In neighbouring Madhya Pradesh, there was a turnout of 57.88 per cent. An estimated 71.11 per cent of the 77,26,668 voters exercised their franchise in the five parliamentary constituencies of Assam that went to polls in this phase. In restive Manipur, where polling is being held under high presence of security personnel, the turnout was a significantly high 77.32 per cent. There were reports of intimidation by suspected militants, altercation between Congress workers and NPF supporters and damage of EVM at a polling station in the Tangkhul Naga-dominated hill district. At KK Leishi Phanit polling station in Ukhrul, irate voters destroyed an EVM and other items after alleged disturbances by armed miscreants. The overall voting percentage in Karnataka was 68.30. A case was booked against BJP MP and Bangalore South Candidate Tejasvi Surya for allegedly posting a video on a social media platform and soliciting votes on the grounds of religion, the Election Commission said. Another BJP leader CT Ravi was booked for allegedly promoting hatred and enmity between citizens through his social media post. Various restaurants in Bangalore were offering free dosas, laddu, coffee and other food items at discounted rates to customers who cast their vote. A private hospital assisted 41 inpatients cast their vote with the help of city civic body Bruhat Bengaluru Mahanagara Palike (BBMP). Green corridors were created for the ambulances across constituencies to ensure easy, hassle-free voting. Some EVMs were destroyed at a polling station in Indiganatha village in Chamarajanagara district of Karnataka during a clash between two groups of people over whether to vote or not. Officials said an FIR is being filed the Election Commission will take a call after getting a detailed report. A voter turnout of 57.83 per cent was recorded in eight constituencies in Maharashtra, while in Rajasthan, the turnout was 64.07 per cent. Incidents of confrontation between the supporters of the Congress candidate and an independent candidate were reported at a couple of places during polling in Barmer-Jaisalmer Lok Sabha constituency of Rajasthan. Police said they were looking into the complaints besides some about fake voting from some places. The by-election for the Bagidora assembly constituency in Banswara district was also held simultaneously on Friday and 76.66 per cent voting took place. A voter turnout of 54.85 per cent was recorded in the eight parliamentary constituencies of Uttar Pradesh. Senior citizens dominated the early hours of voting in Noida in the Gautam Buddh Nagar constituency. Some residents' welfare associations made arrangements for electric vehicles to ferry voters to and from the polling booths. In Bihar, the turnout was 55.08 per cent, 71.84 per cent in in West Bengal and 71.91 per cent in Jammu and Kashmir. The Lok Sabha polls are the first major electoral battle in Jammu and Kashmir after the abrogation of Article 370 and the bifurcation of the erstwhile state into Union territories -- Jammu and Kashmir and Ladakh -- on August 5, 2019. The Election Commission registered nearly 300 complaints in West Bengal, mostly related to EVM malfunctioning. After Friday's phase, polling is over in Kerala, Rajasthan and Tripura. In the first phase on April 19, polling was completed in all seats of Tamil Nadu (39), Uttarakhand (5), Arunachal Pradesh (2), Meghalaya (2), Andaman and Nicobar Islands (1), Mizoram (1), Nagaland (1), Puducherry (1), Sikkim (1) and Lakshadweep (1). VVPATs: From SC Verdict to Electoral Transparency The Supreme Court's decision on Friday rejecting pleas seeking complete cross-verification of votes cast using EVMs with a Voter Verifiable Paper Audit Trail (VVPAT) has brought the focus back on the paper trail machines. To enhance transparency and verifiability in the poll process, the Conduct of Election Rules, 1961 were amended in 2013 to introduce the use of VVPAT machines. They were first used in the by-election to the Noksen assembly seat in Nagaland. At least one ballot unit, one control unit and one VVPAT make up for an EVM. The tentative cost of an EVM comprised Rs 7,900 per ballot unit, Rs 9,800 per control unit and Rs 16,000 per VVPAT. Since 2019, VVPAT slips from five randomly selected polling stations per assembly constituency (or segment in the case of Lok Sabha seats) are matched with the EVM count for greater transparency. According to EC, so far there has hardly been a mismatch. As an elector votes for a candidate on the ballot unit, he or she can see a slip with the candidate's party symbol on a small window on the VVPAT unit for seven seconds. The slip then drops into a basket. As India follows the principle of secret ballot, the voter cannot carry the VVPAT slip home. The top court on Friday rejected pleas seeking complete cross-verification of votes cast using EVMs with a VVPAT. A bench of Justices Sanjiv Khanna and Dipankar Datta delivered two concurring verdicts and dismissed all the pleas in the matter, including those seeking to go back to ballot papers in elections. The court issued two directives. Pronouncing his verdict, Justice Khanna directed the Election Commission to seal and store units used to load symbols for 45 days in strong rooms after the symbols have been loaded to the EVMs. The EVMs used in voting -- called polled EVMs -- and VVPAT slips are kept in strong rooms for 45 days. Since anyone can file an election petition in a high court challenging an election within 45 days of results, the EVMs and slips are stored for 45 days in case a court calls for election records while entertaining the petition. The apex court also allowed engineers of the EVM manufacturers to verify the microcontroller of the machines after the declaration of the results at the request of candidates who stood second and third. Request for the verification of the microcontroller can be made within seven days of declaration of the results after payment of fees, the court said. ''If EVM is found tampered during verification, fees paid by the candidates will be refunded,'' it said. The VVPAT, the ballot unit and the control unit are manufactured by two PSUs -- Electronics Corporation of India Ltd and the Bharat Electronics Ltd.
