Tamil Nadu: Tusker electrocuted to death in Nilgiris forest

NILGIRIS/COIMBATORE: A 15-year -old male elephant died of electric shock at a patta land in Kunjappanai in the Kothagiri forest range in Nilgiris on Saturday morning. Forest officials said that the animal had allegedly come in contact with the live overhead power line after it pushed a tree onto it while eating and got electrocuted. Kotagiri forest range officer S Selvaraj said, This is an accident. During field inspection, we found that the killing was not intentional. As the animal was attracted to the smell of jackfruit, it went to the neighbouring area and found a Senthooram tree that it uprooted and as it fell over a Low-tension power cable (which is 13 to 15 feet in height), it got electrocuted at 2 am on Saturday since the area is sloppy and slippery due to rain. Selvaraj added that the forest department along with TANGEDCO officials will conduct a joint inspection across Kotagiri to strengthen the low-lying overhead cable for free movement of the wild elephants. Theppakadu assistant veterinary surgeon K Rajesh Kumar and Kakkuchi assistant veterinary surgeon Revathy conducted the postmortem. Meanwhile, a herd of five wild elephants damaged a one-acre tomato field at Kardimadai near Madhampatti on Friday night. Speaking to TNIE, N Saravanakumar, a farmer who owned the land said that he faced a loss of `50,000 as the elephants not only damaged the tomato crops but also damaged the drip irrigation pipeline and fences which covered along the crop. Kathirvel, another farmer said that it is not just elephants but wild boars and peacocks are also damaging their crops frequently. He also demanded a subsidy from the government to set up a solar fence to prevent elephants from entering.

Telangana: Reviving sparrow songs in rural Nirmal

ADILABAD: While the chirps and chatter of birds used to provide a background score to the lives of people, especially in rural areas, across the erstwhile Adilabad district, the distinct drop in the number of sparrows has alarmed nature lovers. An once ubiquitous presence in the porches of households and on branches of trees, sparrows have now become a rare sight, bemoan locals. However, the Nirmal Mandal Samikya has launched the Back to Roots initiative to bring the olden days back apart from adding a stream of income for local tillers. Earlier, farmers would hang a small bundle of paddy from the balconies, windows and cattle sheds so that sparrows could feed on it, especially during the summer. It is also believed that waking up to the chirps of sparrows in the morning helps bring wealth into the household. Speaking to TNIE , District Rural Development Agency (DRDA) project officer P Vijaya Laxmi says they greenlit the initiative in April to ensure that the birds do not die from want of food and water, especially during the summer season. Birds can even use other parts of the crop to build nests, she explains. I watched a few YouTube videos where farmers in states such as Kerala, Tamil Nadu and even some parts of Andhra Pradesh are using this system to feed the birds, especially sparrows, the project officer adds. Residents place paddy bundles around the windows in Nirmal district Vijaya Laxmi explains that farmers growing different crops are told to grow paddy in a small patch of land. After the harvest, I offer training at the Samikya office on how to pack the paddy. It is then placed near the balconies or on the exterior of houses in sheds, she says, adding that the bundles are in good demand and have been selling for `500 each. New market sensation Meanwhile, locals have started using these bundles as thoranam (traditional decorations) at the entrance of houses. Some have even placed special orders for housewarming events. Residents of Nirmal have welcomed the initiative and supporting it with their wallets. They feel that this would help the Samikya generate some revenue and in turn, help the local populace apart from adding to the fauna of the area. It must be noted that sparrows also serve as a marker for lead pollution in soil and other contaminants. Such is the craze of the paddy bundles that many were used to decorate themed polling stations in Mudhole and Lokeshwaram mandals. Several of these polling stations saw 100% voter turnout, says Vijaya Laxmi. In the near future, the DRDA plans to sell the bundles to other markets and consumers online.

Tourist numbers have fallen after e-pass system implemented in Kodaikanal, say local traders

Tourist numbers have fallen after e-pass system implemented in Kodaikanal, say local traders The e-pass system, introduced in the Nilgiris and Kodaikanal, following a Madras High Court order, has led to a dip in the number of tourists to the hill stations, local traders said, adding that businesses that depend on tourism have also been impacted by this decline. Popular tourist spots like Bryant Park and Lake in Kodaikanal, which are usually crowded, now appear deserted. Local traders have reported a negative impact on business due to the decrease in tourist arrivals. This year, 73,000 tourists visited Kodaikanal in April and 27,000 in May till now. Last year, Kodaikanal received 72,000 tourists in April and 1.85 lakh tourists in May. Madras High Court earlier this month asked the Tamil Nadu government to introduce a mandatory e-pass from May 7 to June 30 for all vehicles entering the Nilgiris and Kodaikanal hill stations to safeguard the ecosystem of the place and manage the tourist influx during the peak season. According to the Madras High Court's order, tourists are only allowed entry after checking of e-pass at the checkposts. For those arriving without an e-pass, a check post has been set up near Velli Aruvi in Kodaikanal. The e-pass requirements are simple and need details such as phone number, e-mail, address, vehicle details and stay details on the software created by the district administration. Kodaikanal, popularly known as the Queen of Hill Resorts, is located in the Dindigul District. The summer season here falls in April and May, and it becomes vibrant in May. During this period, thousands of visitors arrive to enjoy this season. To add to the attraction, flower shows, summer festivals, sports festivals, and other entertainment events are also organized. Kodaikanal enjoys a pleasant climate throughout the year, making it an ideal tourist destination in any season. (ANI)

Modi stoking clash among states, says CM Stalin

CHENNAI: Chief Minister M K Stalin on Saturday accused Prime Minister Narendra Modi of picking up a cheap strategy of stoking confrontation between states through hate speeches and lies as his propaganda of communal hatred has not helped him win votes. In a statement, the DMK president voiced concern over the alleged inaction by the Election Commission of India (ECI), stating that the country watched with shock and anguish as the PM delivered irresponsible speeches without intervention from the ECI. Stalin said the PMs allegations about leaders of southern states including Tamil Nadu (INDIA bloc constituents) speaking in a derogatory manner about the people of Uttar Pradesh are his imaginary tales and bags of lies. The PM had alleged in a recent poll rally in Uttar Pradesh that Samajwadi Party and the Congresss southern allies insulted Uttar Pradesh and Sanatana Dharma but the two parties remained mute spectators. The DMK chief alleged that it was the BJP that supported and encouraged fake news such as false claims by YouTubers like Manish Kashyap about assault of guest workers in Tamil Nadu. Such fake claims were hate propaganda aimed at creating divisions in the society, Stalin said. Modis remarks reveal his anti-poor mindset: Stalin Pointing to Modis silence on the INDIA blocs promise to remove the 50% cap on reservations for OBC, SC, and ST communities, Stalin questioned whether Modi has ever supported this move which could benefit the people of Uttar Pradesh. Instead, the PM is promoting hate propaganda, the CM said. Criticising Modis comments about free bus travel for women affecting the patronage of metro train services, Stalin said the remarks revealed the PMs anti-poor mindset. The number of people using Chennai Metro, which was 3.28 crore in 2019 before the free bus scheme was implemented, has increased to 9.11 crore in 2023, the CM pointed out. Stalin also accused Modi of stalling the Chennai Metro Phase II expansion project by not providing the agreed union government funding for the project. Stalin said he was doubtful if the PM was afraid of womens empowerment since he traced his roots to the regressive, right-wing ideology of the RSS. Stalin said the INDIA bloc was racing towards victory and people were witnessing the Election Commissions silence on the PMs propaganda of lies and hatred with shock and grief. Modi Has anti-poor mindset Stalin said the PMs claim about free bus ride scheme for women affecting patronage of metro train services reveals his anti-poor mindset. The CM also accused the PM of scuttling the metro train work in Chennai by not releasing funds to TN

Tamil Nadu: Woman, parents among 7 arrested in husband's murder

COIMBATORE: Seven people, including a woman and her parents, were arrested on Saturday for the murder of her 30-year-old husband who went missing in August last year. The probe revealed the murder was hatched as the man tortured his wife. The arrested have been identified as V Divya (24), her mother D Mariyaal (48), father R Devaraj (50), M Balaji (48), P Muthu (32), R Pounraj (53), A Deivandran (31). The arrest followed a police complaint filed by Divya herself, the wife of the murdered man, S Vadivel, on August 31, 2023. Vadivel, who was a goods autorickshaw driver, had married V Divya eight years ago. The couple had frequent quarrels as Divya questioned Vadivel for consuming liquor. However, Divya lodged a complaint in Avinashipalayam police station seeking to trace his missing husband, said police sources. As there was no progress in the probe, Vadivel's relatives approached the office of the District Superintendent Of Police, Tiruppur, seeking to find him. Still, there was no clue about the fate of Vadivel. Thereafter, his kin filed a habeas corpus petition at the Madras High Court seeking to present him before the court. However, a breakthrough in the probe came as the police found that Divya's mother Mariyaal had an illicit affair with one Balaji, a financier based in Usilampatti. Balaji used to visit Mariyaal. She told him her son-in-law was torturing her daughter Divya. Thereafter, the duo planned to murder Vadivel. Subsequently, with the help of Divya, her father Devaraj and Balaji's friends Muthu, Pounraj and Deivandran gave pesticide tablets to Vadivel and murdered him on August 25, 2023 by assaulting him with wooden logs. He was thrown into a well at Kovilpalayam on the Tirupur-Dharampuram road after wrapping his body in a tarpaulin. Vadivel's decomposed body was taken out from the well by the fire and rescue service personnel on Friday, nearly nine months after the murder. The body was sent for postmortem at the Tirupur Government Hospital. Avinashi Palayam Inspector Vijaya told TNIE that Balaji and Mariyaal confessed that they decided to murder Vadivel since he tortured Divya. The seven suspects have been remanded in judicial custody.

Wild growth engulfs popular park near Varattar in Tamil Nadu

DHARMAPURI: Residents in Harur urged the Dharmapuri district administration to take steps to renovate the park located near the Varattar (Vallmadurai Dam). The park has been shrouded with overgrowth due to poor maintenance and improving the park could improve tourism, stated residents. The Varattar Dam located in Harur taluk has a capacity of 110 million cubic feet (mcft). Its waters irrigate over 1,000 hectares of agricultural land in Harur. Located along the foothills of the Shevaroy hills, the area is often visited by local tourists. A park was constructed nearby so that tourists can enjoy the scenic beauty. However, poor maintenance has led to the wild growth of weeds and shrubs. Speaking to TNIE, R Shanmugam from Harur said, In the summer season families often come here to take a break and visit local sites. In Harur, the Varattar Dam is one such budget-friendly location. The park provides ample space for families for a picnic and many people visit here daily. People have been urging the administration to improve tourism here. Tamil Nadu government chips in as colleges deny seat to PwD students citing trivial reasons

CHENNAI: The state government has sent a list of pointers to all public and private higher education institutions to ensure disabled students dont miss out on admissions because of incorrect reading of the Rights of Persons With Disabilities (RPWD) Act. The May 10 letter by S Nagarajan, secretary for Welfare of Differently Abled Persons, was drafted after a detailed study of prospectus of some universities revealed arbitrary reasons for denying admissions to disabled students under the 5% reservation, which was against the letter and spirit of the Act. The letter noted four major issues: Age relaxation of five years as per the Act not extended, reservation given in case of certain disabilities and blanket restriction for some others, vagueness in assessing suitability of candidates and the method of implementation of the 5% reservation. For example, the letter cited that Dr J Jayalalithaa Fisheries University gave reservation only to candidates with 40%-70% locomotor disability even in BBA and management-oriented degrees and excluded others. Same issue was found in the Tamil Nadu Agriculture University prospectus too. Similarly, the directorate of medical education had completely excluded those with Autism Spectrum Disorder (ASD) and Specific Learning Disability for all para medical courses, though mild ASD (

Exhume body, do re-postmortem in custodial torture case, says Madras HC

CHENNAI: The Madras High Court has ordered the re-postmortem of a Dalit worker by exhuming his buried body in an alleged custodial torture case. R Anju, wife of the deceased K Raja, had filed a petition in the HC saying that her husband had allegedly died after being subjected to torture at the Villupuram Taluk Police Station. Justice R Sakthivel passed the order in a special sitting on Friday. The judge directed that authorities, including Villupuram collector, exhume Rajas body and a team of two doctors with masters degree in forensic medicine, one each from Madras Medical College and Tiruchy KAP Viswanatham Government Medical College, conduct the re-postmortem. The judge said X-ray examination shall be done to find out antemortem injuries, if any, on the body of the deceased. He also directed the authorities to preserve the CCTV footage of the Villupuram Taluk Police Station recorded between 6am on April 4 and 6pm on April 10. Petitioners suspicion of custodial torture is reasonable, says judge The petitioner had said that her husband, employed in a canteen, was forcibly taken to the police station on April 10 and subjected to custodial torture leading to the death. Human rights activist and advocate Henri Tiphane, appearing for the petitioner, submitted that the prisoners search register showed that Raja was released on station bail as he was feeling unwell and dizzy. If he was feeling unwell when he was under police custody, they themselves should have taken him to the hospital, but it was not done. This created serious suspicion around the death, he argued. Referring to the arguments, the judge observed that suspicion of the petitioner that her husband died of custodial torture is reasonable and cannot be brushed aside easily. Hence, an inquiry under Section 176 of CRPC is essential to unearth the truth, the judge said. Government advocate S Udayakumar, representing the police, submitted that the deceased was picked up by a police team during vehicle check as he was holding liquor bottles intended for illegal sale. After registering a case, he was allowed to go on station bail in the presence of his employer and a co-worker. The cause of death, as per postmortem report, was combined effects of aspiration and pre-existing coronary atherosclerosis, Udayakumar said.

Tiruchy residents demand corporation to clear obstructions before installing walkways

TIRUCHY: In the last two years, the Tiruchy city corporations maintenance works on several stormwater drains, especially the laying of tiles over them to ensure pedestrian paths have elicited positive responses among residents. However, they expressed concern that the work was conducted without much supervision, particularly at Thennur High Road, pointing out particularly the condition of footpaths laid last year at Puthur. According to sources, the corporation commenced renovation work on the drains at Thennur High Road last month and completed work in most areas. Yet, residents alleged that obstacles were not removed properly before installing the walkways. The pedestrian path nearby is blocked by a standing bar from an advertisement board. There is also an old stone bench in the same location. All these block access to the pedestrian path. However, the workers ignored it and conducted tiling work without removing these obstructions. If senior officials had visited the area, this would not have happened. Most senior corporation officials, including the commissioner, have their official residence near this location and commute through this road every day. But still, the field officials failed to notice the issue, said Anjali Rajiv, a resident of Thennur. With the corporation planning to ensure footpaths on more roads, residents stressed that officials must ensure works are conducted after removing obstructions on the track. Meanwhile, the residents of Puthur demand the corporation to pay attention to the condition of the footpath constructed last year. It seems that the corporation is not paying any attention to the maintenance of these footpaths. If they are conducting regular inspections, why did they fail to fix the damage at the portion in front of Canara Bank and the CSI complex on Puthur Road? Therefore, along with providing footpaths at new locations, we request the corporation conduct regular inspections on existing footpaths, said E Prakash, a resident of Puthur. When contacted, senior corporation officials told TNIE that necessary steps were being taken to sort out the issue. We will direct the engineering team to visit the locations and take the necessary action to clear the blockage on the footpath and conduct the maintenance. We will also check why the contractor ignored it, a senior official said.

Eatery smoke, toilet stench suffocate kids in Tiruchy anganwadi

TIRUCHY: Parents sending their children to the anganwadi centre at Pookkollai Street in Varaganeri bemoan the risks the latter are exposed to from the eateries and the public toilet that teem for space in front of it. Another child care centre located nearby also suffers a similar plight as parents point to the construction material piled up right before its entrance for proof. While around 20 children from localities such as Alanganathapuram and Palpannai are cared for at the anganwadi centre in Pookkollai Street which was established in 2017, several food joints have come up since then to now eat into the space leading to its entrance. As a result, the children at the anganwadi are exposed to the heat and the smell from its kitchens, say parents. They also point out the public toilet for women behind the centre and complain of their children having to bear the stench from there. The garbage strewn nearby also attracts insects and even snakes, they add. A 35-year-old mother of a child who is enrolled at the centre said, Children are at risk the most from the kitchen heat and insect movement around the centre. Even after we drop our children off at the centre and return home, we are not at peace. The centre always appears smoky as cooking takes place in the outside kitchens for more than eight hours. Children at the centre cry daily over eye irritation. Another parent said, Out of the two public toilets outside the centre, one is completely damaged, posing a threat to the anganwadi children. Every day children have to inhale the stench, exposing them to various health risks. Similarly, another centre at Jinnathidal Muslim Street caring for an equal number of children struggles for space, say parents. Besides construction material like bricks stacked in front of it, vehicles like autorickshaws park precariously close, they add. When contacted, ICDS Project Officer M Nithya told TNIE, I will inspect both the centres on Monday and take necessary action.

The catastrophic canine crisis

Cases of strays or pet dogs, routinely attacking citizens and claiming lives, including those of children, regularly makes it to headlines. Recently, a five-year-old girl was mauled by two Rottweilers at a Nungambakkam park leading to a widespread public outcry. This prompted a typical knee-jerk response with the Tamil Nadu government declaring a ban against the import, sale and breeding of 23 dangerous dog breeds including Rottweilers, Pit Bulls, Terriers and Rhodesian Ridgebacks, similar to the one issued by the central government in March only to withdraw it within a matter of hours because the Madras high court and a few others had stayed the directive in response to protests by pet owners and breeders. This non-resolution to the canine crisis in India is typical and has re-ignited the debate on how to deal with the problem with animal lovers and activists arrayed against concerned citizens demanding stronger guidelines to deal with the strays and aggressive pets. The statistics are chilling. India accounts for about 36 per cent of the worlds rabies deaths. Deaths related to attacks by mans best friends and dog bite cases are staggeringly high. Worse, many such instances go unreported, especially in rural areas. Packs of strays running wild on the streets and roads, are ticking time bombs, endangering themselves as well as the citizenry. A suitable solution is possible provided committed action is taken by the Animal Welfare Board, state administration and the general populace working in tandem. Strays need to be gathered, vaccinated, neutered, and rehabilitated in dog shelters and sanctuaries to curb the burgeoning population and prevent attacks. Concerned citizens need to chip in with their time, money, and a willingness to adopt in order to supplement the efforts of the government. Pet control laws must be strictly enforced with owners ensuring that the four-legged members of the family are responsibly cared for and when taken out in public are suitably collared, leashed, and muzzled if necessary. A common complaint is that many people arbitrarily feed strays without taking overall responsibility for the dogs welfare which leads to these animals becoming territorial and more prone to attacking the unwary, when they are not fed. Which is why raising public awareness and educating people about how best to protect themselves while dealing with strays, treatment options for rabies, etc. are key to making it possible for humans and animals to coexist without harming each other. Ending the canine crisis entirely is going to be a challenge simply because heavy funds are required to sterilise and shelter these animals. Municipal bodies that arent corrupt or committed to enriching themselves at the expense of others, tend to divert the limited resources towards more pressing concerns prioritising human over animal welfare thereby endangering both and allowing a bad situation to worsen. There is also the question of euthanasia or culling unwanted strays demanded by practical necessities, but which raises questions about promoting cruelty to animals and failure to safeguard their rights. A sustainable, lasting, and humane solution to the canine crisis is not impossible to achieve, but it remains improbable. Anuja Chandramouli Author and new age classicist anujamouli@gmail.com
