Imphal: T he porous border with Myanmar continues to pose significant challenges for India's Northeastern states, particularly Manipur. Recent outbreaks of violence in Manipur have been directly linked to the open border, facilitating illegal drug trafficking and arms smuggling, thereby heightening security concerns for Indian authorities. The unrestricted border access also allows numerous militant groups from the region to infiltrate Indian territory at will, exacerbating the security situation. During the Manipur violence, hundreds of militants reportedly crossed into Indian territory through the open border, causing extensive damage. Moreover, ongoing political and military turmoil in Myanmar has led to thousands of people entering Indian territory through the open border in the past three years. Around 50,000 Myanmar nationals have sought refuge in Mizoram and Manipur, raising serious demographic and security concerns. Manipur authorities have identified over 5,000 illegal intruders from Myanmar, with reports indicating the establishment of more than 996 illegal villages by these intruders. In response to these grave issues and in consideration of national security, the central government took the decision in February 2024 to fence the Myanmar border and revoke the Free Movement Regime (FMR) with Myanmar. However, this decision has faced resistance from certain organizations in Manipur, Mizoram, and Nagaland. On May 3, 2023, a 'Tribal Solidarity March' was organised in Manipur's hill districts to protest against the Meitei community's demand for Scheduled Tribe (ST) status. The march led to ethnic clashes between the Meitei and the Kuki communities, ultimately claiming more than 200 lives. The Manipur High Court had in March last year called for recommendations to be sent to the central government to recognise the Meitei community as a scheduled tribe, an official status designed to protect minorities from marginalisation. The call was met with resistance from other local scheduled tribes, including the Kukis. Land disputes were also an underlying driver of the tensions. CHENNAI: Dots, dashes, demarcations. These arbitrary thin lines that crisscross ocean and land, arguably teach us our first idea of global boundaries, during dreary geography classes. Dots, dashes, us vs them. Boundaries leak beyond maps, and spill into the world, brewing hateful divides. Hurtling past the boundaries of a map, Thangboilal Vaiphei and Andrew, like many citizens from Manipur, cross through National Highway 102B, to reach Churachandpur. The wobbly road of 102B is the only way for the Kuki-Zomi to enter Manipur, as the ethnic conflict between two communities Meitei and Kukis-Zomi continues...this journey includes a 20 hours road journey and a few hours in a flight, writes Manisha Mondal, a journalist, whose work was among the 100-odd images exhibited in ICSA on Saturday. Visuals of the two students in a shaky Tata Sumo braving the path, Andrew checking maps on his phone, and Vaiphei slurping up noodles are scattered across the walls. Spike in Illegal Immigration: Manipur Detects Over 2,480 Entrants in 2023 Manipur Chief Minister N Biren Singh on Sunday said that a state Cabinet sub-committee had detected 2,480 illegal immigrants in 2023 but the campaign was cut short after violence broke out on May 3 last year. Addressing a press conference Singh said concerned with increasing deforestation and setting up of new villages by illegal immigrants, a Cabinet sub-committee was formed in February 2023 after a cabinet meeting attended by two Kuki ministers Letpao Haokip and Nemcha Kipgen. Haokip was made the head of the sub-committee to identify illegal immigrants. ''We are not biased against anybody but against the illegal immigrants. It was a decision taken by the state cabinet,'' Singh said. ''Biometrics were taken in ten villages of Chandel during which 1,165 illegal immigrants were found, 1,147 illegal immigrants were found in 13 villages of Tengnoupal district, 154 illegal immigrants in Churachandpur and rest were found in Kamjong district,'' Singh said. These figures are not inclusive of the additional 5,457 illegal immigrants who entered Kamjong district, Singh said, adding biometrics of 5,173 people have been taken while 329 have returned back voluntarily after situation improved in the neighbouring country. ''The detection of illegal immigrants was not limited to one community but was to cover the entire state of Manipur. They were found after visiting villages,'' Singh said. ''The campaign for identifying illegal immigrants was, however, cut short just after a month it started and had to be stopped after violence broke out on May 3,'' Singh said. More than 219 people were killed and thousands displaced from homes after ethnic clashes broke out on May 3 last year, when a 'Tribal Solidarity March' was organised in the hill districts to protest against the Meitei community's demand for Scheduled Tribe (ST) status. Meiteis account for about 53 per cent of Manipurs population and live mostly in the Imphal Valley. Tribals Nagas and Kukis constitute little over 40 per cent and reside in the hill districts.
