Cold case turns into quest for justice as Delhi Police arrest killer after 17 long years

NEW DELHI: In the shadowy depths of Delhis criminal underbelly, it was sheer determination, iron-clad conviction, and relentless patience that drove ASI Ramesh of the Delhi Police to bring down a ghost from the past. 17 years had passed since a heinous crime rattled the core of justice. Today, that ghost has a name: Virender Singh. Virender, hailing from Vaishali district, Bihar, had cloaked himself in anonymity in Delhis bustling streets back in June 2007. He rented a nondescript apartment and within days, a 22-year-old woman was brutally slain and her body callously stuffed into a trunk. The gruesome discovery of her semi-decomposed remains by the police sent shockwaves through the community. Back then, stationed at Kalkaji police station as a beat officer, ASI Ramesh spearheaded the initial hunt. While Virender slipped through the nets of justice, a co-accused was captured, and Virender was declared a proclaimed offender by the courts. Yet he vanished like a wisp of smoke. The trail went cold as years ticked by, and Ramesh moved on, transferred to other posts. However, fate had a twist in 2017, when Ramesh had been reassigned to Kalkaji. The ghost of the case still haunted the alleys of Delhi, and Virender Singh was still out there. Rekindling old contacts and scouring through the murky lanes of the flesh tradea sinister business Virender had delved intoRamesh picked up the scent again. Intelligence led him to Panipat, Haryana, where Virender was believed to be hiding. Despite numerous raids and close calls, the slippery suspect evaded capture, always one step ahead. The breakthrough finally came in 2024. Now a seasoned officer in the Crime Branchs Anti-Gangs Squad, ASI Ramesh took up the gauntlet once more. His relentless pursuit brought him to Govindpuri and Kalkaji, where whispers in the dark corners of the city revealed Virenders new haunt in Vijay Vihar, Rohini. Technical surveillance and old-fashioned police work paid off. We caught him after 17 relentless years, declared DCP Amit Goel. Arriving in Delhi in 1991, Virender initially eked out a living as a taxi driver in CR Park. Even after returning to Delhi in 2019 and settling in Rohini, Virender continued his vile trade under the guise of a commission agent, exploiting vulnerable young girls from across the country. Victim trafficked Virendras descent into the flesh trade saw him trafficking young girls from West Bengal into a life of despair. The victim was bought for a mere Rs 10,000, the DCP said. When she resisted due to illness, he murdered her in cold blood, locked her body in an iron box, and stashed the evidence under the very roof he lived under before fleeing to Kolkata, he added.

The man was arrested from the city's Rohini area. Police said accused Virender Singh, a resident of Bihar's Vaishali district, killed the 22-year-old woman in his rented apartment here in 2007 and kept the body locked in a trunk. The body was found the next day. ''After killing her, the accused fled the city. However, during investigation, co-accused Shankar Ghosh was arrested by the local police,'' Deputy Commissioner of Police (Crime) Amit Goel said, adding that the accused was declared a proclaimed offender by a court in 2008. The officer further said an assistant sub-inspector of the crime branch was posted at the Kalkaji police station. He was the beat officer of the area where the women was killed. ''He continued to probe the case despite being transferred. He again started gathering information about the accused through people who were directly or indirectly involved in the flesh trade. He got to know that Singh is hiding in Haryana's Panipat. Raids were conducted but the accused could not be traced as he was changing his rented accommodation frequently,'' the DCP said. In February, ASI Ramesh was transferred to the crime branch and he started investigating the case again. ''This time he was able to find the mobile number of the accused and he was identified from the database of tenants. He was apprehended from the Vijay Vihar area in Rohini,'' the DCP said. During interrogation, it was revealed that the accused came to Delhi in 1991 and started living in the Chittaranjan Park area. He was working as a taxi driver. During that period, he came in contact with different people and also got to know about the flesh trade. In 2001, he joined the flesh trade for earning easy money, the DCP said, adding that he used to bring young girls from West Bengal and use them in the flesh trade. ''The victim was purchased by him for Rs 10,000,'' the officer said. On June 4, 2007, as the victim refused to go to work due to illness, the accused allegedly killed her, kept the body locked in a trunk, hid the trunk in his rented accommodation and fled to West Bengal, the DCP said, adding that he stayed in a woman's house in Siliguri. The body was found the next day. ''In 2009, he came to Ambala and joined his friend Labhoo in the flesh trade. In 2013, he shifted to Panipat and continue to carry out the same business. He came back to Delhi in 2019 and started living in Vijay Vihar,'' the DCP said.

Delhi Police upon receiving intelligence from sources, detected location of Mohit who was hiding in Kolkata. In the initial phase of the investigation, the Delhi Police team found out that the suspect might flee the country from Kolkata. To halt his escape, the team of Delhi Police Crime Branch shared all the information with the Kolkata Police leading to his arrest. Personnel of Delhi Police Crime Branch have reached Kolkata and the accused will be brought to Delhi today on transit remand, officials said. The term transit remand refers to the judicial magistrate's order remanding an arrested person to police custody for their transit to another state. It is the remand of the accused, sought by police, for taking the accused from one place to another in their own custody. The Delhi Police Special Cell had earlier arrested one accused identified as Ketan one of the three people who were involved in opening fire at a car showroom in Tilak Nagar area. Ketan was arrested from Panipat and produced him before the Patiala House Court, which sent him to police custody for four days. He had informed police that gangster Himanshu Bhau, who is sitting abroad, had ordered him to open fire at the showroom, not to kill anyone, but to scare the showroom owner. Himanshu Bhau is close to gangster Neeraj Bawana and gangster Naveen Bali. (ANI)

Meanwhile, the Congress submitted a memorandum to Governor Bandaru Dattatreya demanding that the minority BJP government in Haryana be dismissed. Chautala demanded a floor test. In a twist to the political events in the state, three JJP MLAs Devender Singh Babli, Jogi Ram Sihag and Ramniwas Surjakhera met former CM Manohar Lal Khattar in Panipat on Thursday evening, sources said. After the meeting Dhanda claimed that the meeting was not related to politics. Khattar said many MLAs are in touch with the BJP and there is nothing to worry about. Their arithmetic is not like they are thinking, he said, adding that the BJP has personal relations with many JJP and Congress MLAs. It would be a big deal even if the opposition can manage all its MLAs, Khattar said. Chief Minister Nayab Singh Saini said the Opposition was misleading people. He said the Congress should inform the governor about the number of MLAs supporting the opposition. He also recalled the floor test he won in March. You ask Dushyant Chautala how many MLAs he has got, Saini said. BJP candidate from Hisar Ranjeet Singh Chautala said, People leave when they realise they wont be getting ticket for polls. Many will come with us as well, he said. Haryana Congress Seeks Governor's Time Amid BJP Government Turmoil

Chandigarh: The Congress sought time to meet Haryana Governor Bandaru Dattatreya in the wake of three Independents withdrawing support to the BJP government. Earlier, JJP leader Dushyant Chautala wrote to Dattatreya saying that the Nayab Singh Saini government no longer commanded a majority and sought an immediate floor test. Since the Saini government secured its trust vote in March, and no vote of no-confidence motion can be brought in for six months. Former chief minister and Leader of Opposition Bhupinder Singh Hooda has been demanding the imposition of Presidents Rule in the state as, according to him, the Saini government had lost its majority. This claim was strongly denied by both Mr Saini and the BJP. Hooda said the Congress has 30 MLAs, but in a reference to some JJP MLAs indicating their support in recent days to the BJP, he raised doubts whether all 10 JJP MLAs were supporting with their party. We are 30 MLAs regarding the JJP, it would have been better had they paraded 10 MLAs before the Governor. There is no dispute about our MLAs. Some of their (JJP) MLAs are supporting someone else let them go to the governor with their 10 MLAs, he said. After withdrawal of support by the three Independents, Hooda said the Saini government was in a minority. On moral grounds, it should resign. Presidents Rule should be imposed we are demanding fresh elections in the state, he said. JJP leader Dushyant Chautala on Wednesday said that the Congress has to think whether they will take a step to bring down the minority BJP government. Reacting to this, Hooda had said Wednesday: They should write to the Governor (that the government is in a minority). Insiders say that three MLAs belonging to the Dushyant Chautala-led JJP met former chief minister and BJP leader Manohar Lal Khattar in Panipat. Speaking to the media in Sirsa, Khattar said: The Opposition is doing vague calculations. During the floor test, if they can retain even 23 of their MLAs, it will be a big deal I don't see any no-confidence motion being moved anytime soon, but if any such situation arises, we will have a floor test Many JJP MLAs have given support to the BJP. This is what I'm saying, they need to think beyond what meets the eye... Insiders claim that any forward movement in Haryana will only take place after the results of the Lok Sabha elections are out on June 4. The 90-member Haryana Assembly at present has an effective strength of 88, with Karnal and Rania Assembly seats being vacant. The BJP has 40 MLAs, the Congress 30 and the JJP 10 in the House. The INLD and Haryana Lokhit Party have one member each. There are a total of six Independent MLAs.

Delhi police further said, The accused who has been arrested had reached the showroom in Tilak Nagar area with two shooters on his bike. The shooters opened fire on the showroom and after that, Ketan along with the shooters fled the place in the bike. After travelling some distance both the shooters fled separately and Ketan left towards Panipat on his bike from where the police caught him, a pistol was also recovered from Ketan. According to Special Cell sources, during interrogation, Ketan revealed that gangster Himanshu Bhau, sitting abroad, had ordered him to open fire at the showroom. Himanshu Bhau is close to gangster Neeraj Bawana and gangster Naveen Bali. Delhi police further said, Accused Ketan on the instructions of gangster Himanshu Bhau, had fired at the showroom. He fired about 20 rounds. His intention was not to kill anyone, but only to scare. He had no idea about the showroom owner but on the advice of Himanshu Bhau, he opened fire. According to sources, the Special Cell team can soon take custody of gangster Naveen Bali. The Special Cell team is interrogating Ketan about the whereabouts of the two shooters. (ANI)

The speed of development projects and implementation of schemes has gained momentum in the state, the BJP candidate said. Rattan Lal Kataria, who was the BJP's Dalit face in Haryana, represented Ambala in the Lok Sabha three times. After he passed away last year, the BJP fielded his wife as its candidate from the Ambala (reserved) constituency. In the 2019 Lok Sabha polls, Rattan Lal Kataria defeated Congress veteran Kumari Selja by a margin of 3.42 lakh votes. Banto Kataria also targeted the Congress, dubbing it a ''divided house''. The party has not even announced its Ambala candidate yet, she said. Haryana Agriculture Minister and BJP MLA from Jagadhri in Yamunanagar Kanwar Pal, Transport Minister and Ambala City MLA Aseem Goel, and Ambala Cantt MLA Anil Vij have campaigned for Banto Kataria. Chief Electoral Officer of Haryana, Anurag Agarwal, said elderly and young voters, as well as those who have achieved milestones in various fields, have been selected as icons for district elections, with the aim of increasing voter turnout, a trend initiated during the last Lok Sabha elections. Apart from Dharamveer, who is the oldest voter, Balbir Kaur (Sirsa) 117, Bhagwani (Sonipat) 116, Lakkhishek (Panipat) 115, Chandro Kaur (Rohtak) and Rani (Fatehabad) both 112, and Antidevi (Kurukshetra), Sarjit Kaur, and Chobi Devi all 111. Punjab: SUV tries to intentionally hit car of SDM who was out patrolling to check illegal mining A suspicious SUV car allegedly attempted to intentionally hit the car of Naraingarh sub-divisional magistrate here while he was patrolling to check for any illegal mining activities in the area, officials said on Sunday. The SUV allegedly chased the SDM's car and attempted to hit the vehicle twice at a high speed but the official narrowly escaped, they said. The occupants of the SUV, suspected to be connected to the mining mafia, fled from the spot. The incident took place at 1 am on the intervening night of March 27-28, and an FIR was lodged in the matter on Saturday, police added. Notably, two such inspections and raids have been carried out recently to check illegal mining in the rivers of Naraingarh area. On the complaint of the SDM's security guard, Naraingarh Police registered a case on April 6 against the owner and driver of the SUV under various IPC sections, including obstruction in government work and attempt to murder. According to the FIR, SDM Yash Jaluka, his security guard and three others, including the driver, were patrolling in their private car when an SUV started following them. They tried to stop the SUV near the bridge of Toka Sahib Gurudwara village, but the occupants of the SUV tried to intentionally hit their car at a high speed and later fled from the spot, it said. Nearly two years ago, a deputy superintendent of police-rank officer Surender Singh was allegedly run over by a dumper truck during a raid against illegal stone mining in Nuh district. A little over a year ago, some members of suspected mining mafia allegedly attacked a police team in the Bapoli area of Panipat.

IIT Guwahati student held for pledging allegiance to ISIS in social media posts

Guwahati: After apprehending the ISIS India head, the Assam police here on Sunday said that they have arrested an IIT-Guwahati student who allegedly pledged allegiance to ISIS. Informing that Tauseef Ali Farooqui a fourth-year Biotechnology student of IIT Guwahati was arrested from Hajo area, security sources said that he recently claimed on a social media platform and emails that he intended to join the terror outfit and went missing from the IIT-Guwahati campus. Additional Superintendent of Police (STF) Kalyan Kumar Pathak told reporters, After receiving an email, we verified the authenticity of the contents and started an investigation. He said that the IIT-Guwahati authorities were immediately contacted, who informed them that the said student had been missing since noon and his mobile phone was also switched off. He is a fourth-year student and hailed from Okhla in Delhi, he added. Accordingly, a lookout alert was issued for the student. He was found in Hajo, around 30 km from Guwahati, in Kamrup district and detained. An email was also sent by the student, in which he claimed that he was on the way to join ISIS. Pointing out that police picked him up from the Hajo area, the security sources said that he was taken to his hostel room where cops recovered a black flag similar to the ISIS flag and an Islamic manuscript. He was a loner and didn't have friends on the campus, police said. This has come close on the heels of the arrest of the ISIS India head Haris Farooqi in Dhubri district after he allegedly crossed over from Bangladesh. Haris Farooqi, who has been active since 2019, was arrested along with his associates on Wednesday by the Assam police. His associate Anurag Singh alias Rehan belonged to Panipat and converted to Islam. His wife is a Bangladeshi national. Farooqi was hiding in Bangladesh and carrying out radicalisation of Indians. He has been instrumental in setting up modules in Jharkhand, Delhi, Uttar Pradesh, Madhya Pradesh, Goa, Punjab, Maharashtra and Karnataka. Farooqui, who is from Aligarh in Uttar Pradesh, was wanted by the National Investigation Agency (NIA). Meanwhile, Assam police has moved the court for custody of the IIT student.

GUWAHATI: The head of ISIS in India, Haris Farooqi, and his associate Anurag Singh were arrested in lower Assam's Dhubri soon after they had crossed over from Bangladesh on Wednesday. Earlier, a police team was deployed following intelligence inputs that the duo would cross over into Assam. In a statement, the police said, Information was received from sister agencies that two top rung leaders of ISIS in India who were camping in a neighbouring country would cross over to India at the Dhubri Sector to carry out sabotage activities. Based on the inputs, a special task force team, led by IGP Parthasarathi Mahanta, was deputed to locate and apprehend the accused who were wanted by the National Investigation Agency. Thereafter, since the input was credible in nature, a manhunt was launched on the international border area to nab the culprits. At around 4.15 am of 20/03/24, the accused persons were detected at Dharmasala area of Dhubri after they had crossed the international border, the statement said. Following their arrest, the two were brought to Guwahati. The identity of both of them was ascertained and it is found that accused Haris Farooqi alias Harish Ajmal of Dehradun is the head of ISIS in India. His associate Anurag Singh alias Rehan of Diwana, Panipat got converted to Islam and his wife is a Bangladeshi national. Both of them are highly indoctrinated and motivated leaders/members of ISIS in India, the statement further said. The police said the two furthered the cause of ISIS in India through conspiracies to carry out recruitment, terror funding and terror acts y means of IEDs at several places across India. Several cases are pending against them at NIA, Delhi; ATS, Lucknow etc. STF, Assam will hand over the accused to NIA for taking up further legal actions against them, the statement added.

Senior BJP leader and former home minister Anil Vij did not find a place in the Saini cabinet, though his name was said to have figured in the initial list of ministers. Saini and five ministers took oath last week. Haryana can have a maximum of 14 ministers, including the CM. The strength of the Assembly is 90. In a surprise move last week, the BJP replaced Manohar Lal Khattar with OBC leader Saini as Haryana's chief minister in a swift switch in the state, just weeks ahead of the Lok Sabha polls. Saini, who is the party's state unit president, was sworn in as chief minister a week ago along with five ministers hours after the resignation of Khattar. The Saini government won the trust vote in a special session of the state assembly last Wednesday. On the day of swearing-in of Saini, Khattar, when asked whether Vijs name was there in the race for the post of a deputy chief minister, had said, ''Ministers had to take oath today and his (Vij's) name was on that (list). But he could not come. Asked whether Vij was upset, he said, Anil Vij is our senior colleague... He sometimes gets upset easily, but he becomes normal later. In the past too, there have been many incidents when Vij got upset over something but later on things were normal, said Khattar. I spoke with him. He said he did not feel like coming (for the oath-taking event). We will speak to him. Nayab Saini ji will also speak to him, he added. Earlier on Tuesday, when asked about the cabinet expansion, former minister Vij said, ''I have no information.'' He, however, asserted that he was not upset. Vij has apparently been upset with the party not keeping him in the loop when they decided to make Saini the chief minister by removing Khattar. He said he came to know about it only in the BJP MLAs' meeting here last week in which Saini's name was announced. ''It was not in my knowledge that the chief minister of our state was being changed. This came as a bombshell to me that the chief minister was being changed,'' Vij told reporters here earlier. Six-time MLA Vij had walked out of the legislature party meeting where Saini was unanimously named the chief minister-designate. Vij, who held the home portfolio in the Manohar Lal Khattar government, was often at loggerheads with the chief minister. He was earlier said to be ''upset'' over being ''ignored'' by the BJP. Replying to questions from reporters here, he said, ''I have said earlier too that I am a dedicated worker of the Bharatiya Janata Party. I am never upset with anything. Whatever I have to say, I say it clearly.'' To a question about whether he wanted to be included in the Saini Cabinet, he replied, ''This is a hypothetical question''. When asked about Khattar's earlier comment that Vij gets upset easily but later becomes okay too, the former Haryana minister said, ''I don't know on what basis he said so.'' IndianOil set to join high table of F1 fuel producers After delivering back-to-back innovations in fuel grades, Indian Oil Corporation (IOC) has now set sight on the Grand Prix and will in next three months start producing fuel used in adrenaline-pumping Formula One or F1, motor racing. The firm's refinery at Paradip in Odisha will in three months produce the petrol used in F1 car racing, its chairman Shrikant Madhav Vaidya said. IOC, the country's largest oil firm controlling roughly 40 per cent of fuel market share, will be the first Indian company and only a handful globally that will produce fuel used in F1 racing. Vaidya said the company expects to get its Formula 1 fuel certified in around three months, after which it will start competing with other global majors like Shell to supply it to the F1 teams. F1 fuel is essentially high-octane petrol and the standards are heavily regulated by global motor sport governing body Federation Internationale de lAutomobile (FIA) on various counts, including permissible additives and blending agents. IOC had in October last year helped India join a select league of nations when it began producing highly specialised 'reference' petrol and diesel that are used for testing automobiles. There are only three suppliers of reference fuels globally including US giant Chevron. IOC's Paradip refinery in Odisha is producing 'reference' grade petrol and its Panipat unit in Haryana produces similar quality diesel. Prior to this, Indian automobile manufacturers had to use imported reference fuel for testing cars and motorcycles. Now, IOC is supplying them the same grade fuel at much cheaper cost. Fuel retailers like IOC sell petrol and diesel of primarily two kinds - regular and premium, through their fuel station network. The biggest difference between the normal and premium fuel lies in the octane number. The regular fuel has an octane number of 87, but premium fuel has an octane number of 91. Reference grade fuel comes with a 97 octane number. The octane number is nothing but a unit to measure the ignition quality of petrol or diesel. Vaidya said his company has three premium fuels - 95-Octane XP95 petrol and 100-Octane XP100 petrol used in high-end luxury cars and bikes. It also has high performance XtraGreen diesel that offers higher fuel economy, reduced noise and emits lesser particulate matter, carbon monoxide and nitrogen oxides. ''XtraGreen diesel is a real game changer fuel. It is catching up fast and now makes up for about 8 per cent of all diesel that IOC sells,'' he said. He said IOC has entered the racing fuels segment with its high-octane 'Storm' petrol for motorcycle racing. The company will be the official fuel partner for the Federation Internationale De Motocyclisme (FIM) Asia Road Racing Championship (ARRC) for three years -- 2024 to 2026, supplying 'Storm' petrol across all ARRC race rounds. IOC will supply fuel for all the motorcyclists from 15 countries that will participate in the FIM Asia Road Racing Championship. ''Our R&D (research and development) in two months will be able to produce Category-1 fuel and in three months Formula 1 fuel,'' he said. ''Unless we go to F1, the journey is not complete.'' He said the 'Storm' fuel is being manufactured at the company's Koyali refinery in Gujarat. IOC makes XP100 at its Mathura refinery in Uttar Pradesh. F1 currently uses E10 fuel containing 10 per cent renewable ethanol. The percentage fuel coming from non-fossil sources, such as alcohol, algae or waste keeping, is to go up to 40 per cent this year and 100 per cent sustainable fuel from 2026. IOC would also start manufacturing similar grade fuel and thereafter pitch to automobile makers racing in F1, he said. Unlike FIM Asia Road Racing Championship where there is one single fuel supplier for all the motorcycles racing, F1 allows teams to select their own fuel supplier. For instance, Shell is the fuel supplier to Ferrari. ''This is just the beginning,'' Vaidya said. 'Storm - Ultimate Racing Fuel' provides faster acceleration, more power, smoother drivability, lower engine deposits and lower exhaust emissions. It is suitable for use in all racing championships (enduro, trial, circuit racing, motocross and supermoto, cross-country, e-bike, and track racing) in all classes of motorbikes requiring FIM Category 2 race fuels. F1 fuel will be a notch higher. It would fall under high octane premium road fuel with octane thresholds of 95 to 102.

Haryana Anti-Corruption Bureau arrests doctor for accepting bribe of Rs 2 lakh in Panipat The Haryana Anti-Corruption Bureau (ACB) team arrested a private hospital doctor in Panipat, for allegedly taking a bribe of Rs 2 lakh. In this case, the bribe was being demanded by two other accused working in the Civil Hospital, Panipat, through the arrested medical practitioner, Vishal Malik. The individuals through whom the bribe was demanded were identified as Dr Pawan Kumar and clerk Naveen Kumar. The ACB team has registered a case against the accused at the police station of ACB, Karnal and has taken action. Giving information about this, a government spokesperson said that these accused had inspected the Imaging and Diagnostic Center being run by the complainant. During the inspection, the accused had demanded a bribe of Rs 200,000 from the complainant in exchange for not registering an FIR and filing the issued notice. Confirming the matter, the ACB team made a plan to catch the accused, out of which Dr Vikas Malik of the private hospital was caught red-handed taking a bribe of Rs 200,000. This bribe amount was to be delivered to the other two accused, Dr Pawan Kumar and Clerk Naveen Kumar, through Dr Vikas Malik. The bureau will soon arrest these two accused as well in this case. This entire action was carried out with complete transparency in the presence of witnesses. The spokesperson of the bureau appealed to the general public that if any officer or employee demands a bribe in lieu of doing government work, then immediately inform the Haryana Anti-Corruption Bureau on its toll-free number.
