Uttarakhand: Chief secy orders action against illegally parked vehicles for convenience of Chardham pilgrims Chief Secretary Radha Raturi on Friday instructed to take strict action against vehicles parked illegally on the roadside by running a campaign from Saturday to improve the traffic system in Rishikesh, Lakshmanjhula, Muni ki Reti, Tapovan and Srinagar before the start of Chardham Yatra. This campaign will also be run in Dehradun from Saturday. Taking a meeting on traffic management with Director General of Police, Commissioner Garhwal, DM Dehradun, Tehri and Pauri and Senior Superintendent of Police Dehradun, Tehri and Pauri at the Secretariat on Friday, CS Radha Raturi has directed the District Magistrates to send long-term proposals to the secretariate soon for traffic management and to take short-term corrective steps immediately. Regarding the problem of illegal parking of vehicles parked on the roadside in Rishikesh and the traffic jam caused by it, the Chief Secretary has directed to make arrangements for parking for tourist vehicles near rafting sites and camping in Rishikesh. She has also given instructions to make parking arrangements on private land. Chief Secretary Raturi has instructed the officials that the tendency of parking vehicles on the roads should not be tolerated under any circumstances and strict and immediate action should be taken against it. Along with this, action will also be taken against such hotel and restaurant owners who are not making proper parking arrangements for their employees and customers and are promoting illegal parking on the roads. CS has also given instructions to run a campaign against encroachment on the roads. To deal with the problem of traffic jams at various places, Radha Raturi has instructed to immediately send proposals for the widening of various narrow roads including Neelkanth to the secretariat. The Chief Secretary said that given the convenience of Chardham pilgrims, it is very important to improve traffic management before the Yatra. She has also instructed the District Magistrates to work on the proposals for alternative routes of Chardham Yatra routes. (ANI)

Dehradun: A tragic incident occurred on Thursday when a 20-year-old student lost her life after being run over by a train while filming an Instagram reel near a railway track in Uttarakhand's Roorkee. According to the police, the unfortunate incident took place in the Shivpuram area of Roorkee. The victim, identified as Vaishali, was shooting the reel with her friend when the train approached, resulting in the fatal accident. While Vaishali lost her life, her friend managed to escape and immediately informed Vaishali's family members about the tragedy. Vaishali, a student at the College of Engineering Roorkee, hailed from Haripur Tongia village in Haridwar and was residing with her maternal uncle in Roorkee. The incident occurred on May 2 when Vaishali was filming the reel near the railway track and was struck by the Barmer Express. Tragically, she died on the spot, as confirmed by the police. The girl and her friend were filming a reel near the railway track when the unfortunate incident occurred. The family members of the girls were notified, and the body was sent for postmortem examination, stated Govind Ram, the Station House Officer (SHO) of Gangnahar police station. Following this tragic event, the Haridwar Police issued a statement urging people not to engage in dangerous activities while filming social media content. Gandhi filed his papers from Uttar Pradesh's Rae Bareli constituency in the afternoon, barely an hour before nominations closed for the Lok Sabha seat on Friday. He was accompanied by Congress leaders Mallikarjun Kharge, Sonia Gandhi and Priyanka Gandhi Vadra as he filed his papers around 2 pm. Gandhi had made his poll debut from Amethi in 2004 and saw relative smooth sailing in the first 10 years with the UPA being in power, while the last 10 years have been challenging. He won the 2014 polls against the BJP's Smriti Irani by over a lakh votes but she had run a spirited campaign and made inroads into the Congress citadel of Amethi. She finally breached the fortress in 2019, beating the Gandhi family scion by over 55,000 votes. However, Gandhi's 'Plan B' seemed to have worked as he contested the polls from two constituencies and won from Kerala's Wayanad, ensuring that his stint in Parliament continued. Some of the earlier electoral gambles of Gandhi such as pitching the 2019 polls campaign of the Congress on the Rafale issue have not paid off but Gandhi has always stuck to his convictions and maintained his attack on Prime Minister Narendra Modi, including on the Adani issue. He has been at the receiving end of criticism from various quarters and often been dubbed a ''reluctant politician'' or ''part-time politician'', but he has remained unfazed by such criticism. At a press briefing in Ghaziabad a couple of weeks ago, Gandhi had taken a swipe at the media for dubbing him a ''non-serious'' politician. He had cited his involvement with the MGNREGA scheme, the Land Acquisition Bill, the Bhatta Parsaul movement, Niyamgiri Hills matter, and had said for the media all this was ''non-serious while talking about Amitabh Bachchan, Aishwarya Rai and Virat Kohli was serious''. In 2004, Gandhi announced his entry into Indian politics, contesting his first election from Amethi, the same seat that was represented by his mother Sonia Gandhi (1999-2004) and his late father Rajiv Gandhi between 1981-91. Rahul Gandhi won by an overwhelming margin of almost three lakh votes. He again won in 2009 but his margin was reduced in 2014 and was defeated by Irani in 2019. He had been criticised for not spending enough time in the constituency, allowing the BJP to make inroads into the Congress fortress. Upon learning of the current situation regarding hotels in Nainital and Bhawali, approximately 250 tourists from various states across the country have decided to cancel their pre-booked accommodations for the upcoming summer holidays. For the past several days, wildfires have been burning in the forests surrounding Nainital city. The armys helicopters have been called in to help extinguish the fires. In light of this, upon receiving news through social media and other channels, tourists are cancelling their advance bookings. Based on the data collected by this newspaper, over 250 reservations have been voided within a mere two-day span as a consequence of the wildfires. A substantial 70 percent of these bookings were previously secured for the upcoming month of May. Meanwhile, within the Nainital division, a total of 300 forest workers and 300 fire watchers are diligently overseeing the ongoing fire incidents. With the help of the team, efforts are being made to control the fire. Speaking to this newspaper, Digvijay Singh Bisht, the President of the Nainital Hotel and Restaurant Association, expressed concerns regarding the impact of the forest fires in Nainital on tourism. The tourists from various regions of the country have been inquiring about the situation and some are hastily cancelling their advance bookings, said Bisht. Around 250 bookings of hotels in Nainital and nearby Bhauwali and Bhimtal areas have been cancelled. The government and local administration should provide accurate information through a bulletin to ensure that tourists can make informed decisions about visiting the area during the upcoming tourist season, and these steps will prove effective and sustain the influx of tourists, elaborated Bisht, president of the hotel association. Failure to do so could severely impact the tourism industry in Nainital. Speaking to this newspaper, Divisional Forest Officer Chandrashekhar Joshi said, Multiple forest fires occurred in the Nainital division, all of which have now been contained. Presently, there is only one fire in the Maheshkhan area, and efforts are underway to control it. Joshi reassured, The overall situation in Nainital is stable. A total of 300 forest personnel and 300 fire watchers are vigilantly monitoring any potential fire incidents within the division. A team of fire brigade personnel, led by in-charge Narendra Prasad, reached Nasul hamlet in Siloni village. CM Pushkar Singh Dhami Reviews Preparations for Char Dham Yatra 2024

Dehradun: The National Disaster Management Authority (NDMA) conducted a tabletop exercise at the Secretariat auditorium in Dehradun on Tuesday to review the ongoing preparations for the upcoming Char-Dham Yatra in Uttarakhand, scheduled to commence on May 10. Earlier, Uttarakhand Chief Minister Pushkar Singh Dhami chaired a meeting on Friday to assess preparations for the Char Dham Yatra 2024. During the meeting, CM Dhami directed officials to ensure proper arrangements for electricity, drinking water, and roads along the travel routes during the Yatra. He emphasized that security personnel deployed on Yatra duty should remain on high alert and receive rest every six hours. Arrangements for the accommodation of drivers participating in the Yatra were also discussed. Additionally, the Chief Minister highlighted the importance of utilizing social media to provide updates related to the Char Dham Yatra to passengers coming from outside the state. He directed that directories related to the Yatra be made available in different languages in hotels, guest houses, and homestays. The Char Dham Yatra is a significant pilgrimage to four holy sitesYamunotri, Gangotri, Kedarnath, and Badrinath. The pilgrimage begins from Yamunotri, proceeds to Gangotri, then to Kedarnath, and finally concludes at Badrinath, following a clockwise direction. The high-altitude shrines remain closed for around six months every year, opening in summer (April or May) and closing with the onset of winter (October or November). Pilgrims have the option to complete the journey by road or by air, with helicopter services available. Some devotees also undertake a Do Dham Yatra, visiting two shrinesKedarnath and Badrinathas per the Uttarakhand tourism official website. Earlier, CM Dhami assured pilgrims on Friday that all necessary preparations had been made for the Char Dham Yatra, with around 16 lakh people registered to participate. Senior Superintendent of Police Ajay Singh told TNIE, The suspects initially met at a social gathering and quickly developed a close friendship. Subsequently, they established connections with the Cobra Gang and began trafficking LSD and heroin to college students and various educational institutions' social events in Dehradun. DEHRADUN: The Uttarakhand forest department in coordination with various departments on Sunday managed to partially control the intense fire engulfing the forests of the Nanda range near Nainital to a significant extent. The forest department has resorted to employing traditional fire-fighting techniques to combat the blaze, officials said. Considering the limited efficacy of the Bambi bucket water dispersal technique employed by the Air Forces MI-17 chopper, the administration opted to resort to manual fire control measures. Additionally, National Disaster Response Force (NDRF) personnel have been deployed by the state government to combat the wildfires at multiple locations. A contingent of 41 NDRF personnel was swiftly dispatched to Nainital on Sunday to provide support to the forest officials in containing the wildfires in the region, sub-divisional magistrate Pramod Kumar told this newspaper. Nishant Verma, additional principal chief conservator of forests and state nodal officer for forest fire, said, The forest fire situation in the state is largely under control, and there is no need to panic. Miscreants involved in forest fire incidents are being dealt with strictly. So far, 29 people have been booked in 23 cases, officials said. On Sunday, the primary objective was to control the fire in the Mahesh Khan beat located in Bhouwali area, divisional forest officer Chandrashekar Joshi told this newspaper. New Delhi: The Enforcement Directorate (ED) has summoned AAP MLA Amanatullah Khan again next week in connection with a money laundering case linked to alleged irregularities in the Delhi Waqf Board during his chairmanship, official sources reported on Saturday. Khan has been asked to appear on April 29 to continue the recording of his statement under the provisions of the Prevention of Money Laundering Act (PMLA). The 50-year-old Aam Aadmi Party (AAP) legislator from the Okhla assembly seat was questioned by the central agency for about 13 hours last week.In a related development, a Delhi court on Saturday granted bail to Khan in this money laundering case for allegedly evading its earlier summons. Additional Chief Metropolitan Magistrate (ACMM) Divya Malhotra granted bail to Khan on a personal bond of Rs 15,000 and one surety of the like amount after he appeared before the court.AAP leader and Delhi Cabinet Minister Atishi had earlier stated that the Enforcement Directorate case against Khan was fake and reiterated the party's support for its legislator.Khan's first deposition on April 18 came after the Supreme Court refused to entertain his anticipatory bail application in this case, directing him to join the investigation. Bangalore: Karnataka's Deputy Chief Minister, DK Shivakumar, expressed disappointment over the fact that the Supreme Court had to intervene to ensure the release of drought relief funds from the Centre to the state. Following the Supreme Court's intervention, the Union Finance Ministry agreed to release Rs 3,498.82 crore as drought relief funds to Karnataka. However, Shivakumar criticized the amount, labeling it as inadequate. He stated that the state government had initially demanded Rs 18,000 crore as relief funds but was only sanctioned Rs 3,454 crore. In response, he announced plans for a protest near the Gandhi statue of the Vidhana Soudha on April 28, denouncing what he called injustice. Shivakumar highlighted the severity of the drought situation in Karnataka, stating that 223 taluks were currently affected. He pointed out that despite resolving the crisis in Bengaluru, farmers had suffered significant losses, estimating a total loss of Rs 35,161 crore due to the drought. Out of the total damaged land, 234.45 hectares was in Garhwal region, 370.45 hectares in Kumaon region and 51.65 hectares in administrative wildlife area.

Four killed as car falls into river in Uttarakhand's Bageshwar

DEHRADUN: Four people, including two brothers, were killed when their car fell into a river in Uttarakhand's Bageshwar district in the early hours of Sunday. The accident occurred on the Rima-Gharamghar motor road, near Chidag, at around 4 am, Bageshwar Kotwali Station House Officer (SHO) Kailash Negi said. The car fell about 250 metres down the road into the river, he said. All occupants of the car were seriously injured in the accident. Police and State Disaster Response Force (SDRF) personnel, with the help of locals, pulled them out of the river and rushed them to a hospital where they were declared dead, the officer said. The victims were identified as Kamal Prasad, Niraj Kumar, Dipak Arya and Kailash Ram, who were aged between 25 and 30 years, Negi said. Niraj and Dipak were brothers, the SHO added. The families of the victims have been informed. The victims were residents of Vadyuda Rima and Junyal Dofad, the officer said.

Deserted lands: No polling booth in 24 Uttarakhand villages

DEHRADUN : Despite the Election Commission of Indias diligent efforts to enhance voter participation in the Lok Sabha elections, for the first time since independence, 24 villages in Uttarakhand will not have a single polling booth on April 19, the election-day. Referred to as deserted villages in official terms, these are known to locals as ghost villages. As per the data provided by the State Election Commission, the 24 villages which have been active participants in the past 16 Lok Sabha elections since independence, will not be able to exercise their franchise this time around. The surprising factor leading to their exclusion from the electoral process is the recent designation of these villages as uninhabited villages, as reported by the State Migration Commission. According to the commissions findings, These villages are now deemed uninhabited, located in the districts of Almora, Tehri, Champawat, Pauri Garhwal, Pithoragarh, and Chamoli. The second report released in February 2023 brought forth a significant trend of temporary migration from 6,436 gram panchayats in the state between 2018 and 2022. The report explicitly states that Over three lakh individuals departed their villages in pursuit of employment. Nevertheless, these individuals sporadically returned. Concurrently, permanent migration occurred in 2067 gram panchayats within the state. Residents departed their villages in quest of employment, education, healthcare, and did not return. The migration commissions study, as referenced in the report, revealed that numerous individuals sold their ancestral lands, leaving many plots barren. Notably, a staggering 80 gram panchayats in the Almora district were abandoned due to permanent migration. A significant finding highlighted in the commissions report is that between 2018 and 2022, as many as 24 villages in the state became entirely uninhabited. In this scenario, the deserted villages will not witness the vibrancy of the general elections this time. Since no polling booth will be established in the areas, hence there is no rationale for candidates to campaign there. Speaking to this newspaper, Uttarakhands Chief Electoral Officer, BVRC Purushottam pointed out, While this issue is linked to migration, the Election Commission has established polling booths even in extremely remote regions of the state inhabited by as less as 50 voters. The Commissions aim is to facilitate inclusive voting in hard-to-reach areas. As per the information gathered, Between 2018 and 2022, a total of 28,531 individuals residing in 2,067 gram panchayats in the state underwent permanent migration, relocating to district headquarters or other districts. The highest proportion, at 35.47 per cent, opted for nearby towns. 23.61 per cent of individuals moved to other districts while 21.08 per cent went beyond state boundaries.

In remote hilly terrain, palanquins for pregnant women to polling booths

DEHRADUN : As part of an initiative to maximise voter turnout in the April 19 Lok Sabha elections in Uttarakhand, the health department will offer palanquin services to pregnant women and elderly people above 85 years, to the polling booths of the difficult terrain. The initiative was based on the directions of chief electoral officer BVRC Purushottam. According to State Election Commission sources, In the hilly and inaccessible areas, people aged 85 years and above besides those with disabilities who choose to visit polling stations voluntarily will receive full assistance from the Commission. Speaking to this newspaper, Purushottam pointed out, The health department has been directed to collect information about the people eligible to avail the service. Instructions have been issued to the health department to ensure smooth functioning of the palanquin service in the remote hilly areas of the state so that the voting percentage is not affected in any way. This ensures that elderly citizens and pregnant women are not deprived of their democratic right to vote, he added. Director General of Health Dr Vinita Shah said, Chief Medical Officers of eleven districts barring Haridwar and Udham Singh Nagar districts, have been asked to arrange for a sufficient number of palanquins. Besides, he said, provisions are also being made to extend the service to the disabled and elderly voters aged over 85 years. The Director General of Health has instructed all Chief Medical Officers to coordinate with the respective District Election Officers to facilitate the provision of palanquins for eligible voters. Expressing enthusiasm over the innovative palanquin service, 87-year-old Omar Hussain, a resident of Niazganj in Almora district, said, I am delighted that I will be able to exercise my democratic right to vote with ease, even at this age. There are more than 83.21 lakh voters in the state, including 43.08 lakh males, 40.12 lakh females, and 1.45 lakh young voters. In addition, there are 79,900 physically disabled voters, and over 6,500 voters aged 85 and above, as per state Chief Electoral Officer BVRC Purushottam. A total of 11,729 polling centers have been set up for the voting process.

DEHRADUN : In the hills of Uttarakhand, migration of people is the biggest obstacle in its development. Since hundreds of people have shifted to the plains in the last few years, politicians too are gone, leaving their constituencies in the remote hills. At least six former chief ministers left their parliamentary and assembly constituencies along with other leaders and migrated to the states plains. Formed more than 23 years ago as the 27th state of the country, Uttarakhand was supposed to amplify the demand for the representation from the hilly regions in the assembly and Parliament. After the Almora parliamentary seat was reserved in 2009 and the Haridwar seat was generalized, veteran leaders of Almora seat and Garhwal region had moved to Haridwar. Bharat Ratna recipient Govind Ballabh Pant, Hemwati Nandan Bahuguna and Narayan Dutt Tiwari were the first to start this tradition. BJP veteran Murli Manohar Joshi, Harish Rawat, Bachi Singh Rawat, Bhagat Singh Koshyari, Ramesh Pokhriyal Nishank and Minister of State for Defence Ajay Bhatt are also on the list of migrants from the hills. One of the prominent leaders in the hilly regions, Govind Ballabh Pant originally hailed from Almora district. He practised law in Ranikhet. After independence, in the first Uttar Pradesh Assembly elections in 1951, he contested from Bareilly. Despite being able to contest from Almora or Ranikhet, he became the first UP CM. Speaking to this newspaper, analyst Anoop Nautiyal said: Whether we view the migration as a challenging problem or an undeniable reality, the fact is that both leaders and residents have chosen to leave these areas. He said the trend is due to leaders predilection to stay in the plains. It is difficult to garner peoples support in remote hilly areas. In the plains, it is easier to chart out ones political career, said Nautiyal. Historian Jai Singh Rawat said the exodus from the hills has become common, with leaders also descending to the plains out of necessity. It is a harsh reality. As flies are drawn to honey, individuals too shift to areas of perceived benefits.

NEW DELHI: Climate change impacts the constitutional guarantee of the right to equality, the Supreme court has said while constituting a committee to find a balance between conservation of critically-endangered Great Indian Bustard and renewable energy infrastructure in the states of Rajasthan and Gujarat. The top court recalled an earlier order of April 2021 that required undergrounding of overhead transmission lines across an area of over 80,000 sq km in the two states. A bench of Chief Justice D Y Chandrachud and Justices J B Pardiwala and Manoj Misra said a blanket direction for undergrounding high voltage and low voltage power lines needs recalibration. Climate change may impact the constitutional guarantee of the right to equality. Without a clean environment which is stable and unimpacted by the vagaries of climate change, the right to life is not fully realised. The right to health (which is a part of the right to life under Article 21) is impacted due to factors such as air pollution, shifts in vector-borne diseases, rising temperatures, droughts, shortages in food supplies due to crop failure, storms, and flooding, the bench said. Great Indian Bustards (GIBs) are especially found in Rajasthan and Gujarat, and the alarming decrease in their numbers is attributed to frequent collisions with overhead power transmission lines, including those of solar plants, near their habitats. GIBs have lateral vision as their eyes are on the sides of their head and they find it difficult to change their course of flight when confronted with a live wire. The apex court said lack of reliable electricity supply for many citizens not only hinders economic development but also disproportionately affects communities, including women and low-income households, further perpetuating inequalities. The bench in an order, passed on March 21, formed an expert committee comprising Director, Wildlife Institute of India, Dehradun, Dr Hari Shankar Singh, member, National Board for Wildlife, Dr Niranjan Kumar Vasu, former Principal Chief Conservator of Forest, B Majumdar, former Chief Wildlife Warden and Principal Chief Conservator of Forest, Maharashtra, Dr Devesh Gadhavi, Deputy Director, The Corbett Foundation, Lalit Bohra, Joint Secretary (Green Energy Corridor), Ministry of New and Renewable Energy; and Joint Secretary, Ministry of Environment, Forests and Climate Change. The work of the committee would also traverse the area of the setting up of transmission lines to facilitate solar power generation. The right to a healthy environment encapsulates the principle that every individual has the entitlement to live in an environment that is clean, safe, and conducive to their well-being. By recognising the right to a healthy environment and the right to be free from the adverse effects of climate change, states are compelled to prioritise environmental protection and sustainable development, thereby addressing the root causes of climate change and safeguarding the wellbeing of present and future generations. It is imperative for states like India, to uphold their obligations under international law, including their responsibilities to mitigate greenhouse gas emissions, adapt to climate impacts, and protect the fundamental rights of all individuals to live in a healthy and sustainable environment, the bench said. The judgment came on a petition by wildlife activist MK Ranjitsinh and others to protect the GIB. The top court, in its 2021 judgement on the PIL, had passed a slew of directions to save the GIB. It had earlier directed the governments of Gujarat and Rajasthan to replace overhead electric cables with underground cables, wherever feasible, and install bird diverters in priority areas where GIBs live.

DEHRADUN: The National Investigation Agency (NIA) has conducted extensive questioning of Haris Farooqui, the chief of ISIS in India, at multiple locations in Dehradun. Accompanied by the investigative team, Haris Farooqui alias Harish Ajmal Farukhi, a resident of Chakrata in Dehradun, was also taken to his residence in Dehradun for further inquiries. Additionally, the NIA also questioned Haris at the Lakhibagh police post. The National Investigation Agency (NIA) arrested Haris and his associate Anurag Singh alias Rehan from Muslim-dominated Dhubri district in Assam on March 21. Following the extensive rounds of questioning, Haris was subsequently taken from Dehradun to Delhi on Tuesday by the NIA. ISIS India head, associate arrested in Assam after crossing over from Bangladesh According to police sources, based on credible information, it was found that Haris had identified several targets for blasts across the country. Dehradun: Police in Uttarakhand's Udham Singh Nagar district have filed a case against five individuals, including a retired IAS officer, in relation to the murder of the dera kar seva chief at the Nanakmatta Sahib Gurdwara. Baba Tarsem Singh was fatally shot on the shrine's premises by two assailants on Thursday. The FIR, lodged on Friday, names the two attackers - Sarabjit Singh and Amarjeet Singh - along with IAS officer Harbans Singh Chugh, who heads the Nanakmatta Gurudwara Prabandhak Committee, Baba Anup Singh, and Pritam Singh Sandhu, the vice-president of a regional Sikh outfit, according to Senior Superintendent of Police (SSP) Manjunath TC.
