PhD applications plummet in premier research institute Institute of Life Sciences

BHUBANESWAR: One of Indias premier research organisations, Institute of Life Sciences (ILS), Bhubaneswar is not getting enough PhD scholars it requires to carry out various research and development activities. The number of applicants has drastically dropped from around 258 in 2022 to 88 this year leaving many scientists and researchers worried. Several scholars, who get selected after a rigorous process either do not join or leave their research halfway. One of the 17 national institutions run by the Department of Biotechnology, ILS is known for its studies on infectious disease biology, cancer research and plant and microbial biotechnology. The institute has been a part of the Indian SARS-CoV-2 Genomics Consortium (INSACOG), a multi-agency, pan-India network to monitor genomic variations in the novel coronavirus and carrying out genomic surveillance activities for states, including Odisha, Bihar, Jharkhand, Chhattisgarh and Maharashtra. Although PhD scholars are the main workforce who drive the R&D activities at ILS, the declining number of applicants and selected candidates have become a cause of concern. The institute had received over 250 applications each during the Covid pandemic period in 2020 and 2021. It is a concern for us as the applicants are declining, said a scientist. The phenomenon of dwindling PhD applications is not limited to one specific field and spans across core areas including infectious diseases, cancer biology, genetic and autoimmune disorders besides plant and microbial biotechnology. The situation was so precarious that the institute had received only 27 applications till the last date this session and the applicants went up to 88 only after the deadline was extended. The selection procedure has also come under scrutiny with many applicants flagging irregularities and questionable allocation of guides to prospective scholars. While only 49 applicants have been shortlisted this year, some meritorious students who have scored high and secured higher ranks have not been given the opportunity to work with the guides of their choice. They alleged that some candidates with lower ranks have been preferred.The selection and guide allocation are non-transparent and questionable. Apparently, malpractices during the PhD candidate selection has become a norm for last couple of years leading to disillusionment among hopeful scholars, alleged an aspirant. Sources said PhD candidates are at the mercy of guides and sometimes are subjected to harassment. A scholar had reportedly attempted to harm herself due to torture by a guide a few months back while another allegation is under investigation, sources added. ILS director Debasis Dash said the applicants in 2022 were high due to backlogs of previous year. The institute is one of the preferred organisations for PhD scholars. After Covid period many scholars moved out of the country and it may have impacted, he said. Dash, however, refuted allegations of irregularity in selection procedure. Students and guide selection is a matrix and students always have the first choice. Sometimes they leave if they do not get the guide of their choice, he added.

The Jharkhand Combined Entrance Competitive Examination Board (JCECEB) announced the results for the Jharkhand Polytechnic Entrance Competitive Examination (PECE) 2024. Examinees who took the test on April 7th can access their results on the JCECEB website. Applications for PECE 2024 were accepted between February 21st and March 21st. This exam determines admissions for Jharkhand's polytechnic colleges. JCECEB conducts various annual entrance exams, including those for postgraduate medical programs, nursing programs, and diploma/certificate programs.

Odisha: Two Naxals gunned down in Boudh, security beefed up

BHUBANESWAR/BERHAMPUR: Ahead of the elections, two Naxals were reportedly gunned down in an exchange of fire with the Special Operations Group (SOG) in Parhel reserve forest within Kantamal police limits in Boudh district on Thursday. The bodies of the two ultras, identified as Sunil and Santu, both from 8th company of CPI (Maoists) were recovered from the spot. Sunil and Santu are natives of Chhattisgarhs Sukma and Bijapur respectively. Arms and ammunition, grenades and other articles were recovered and combing operation is on, said ADG (Operations), Dev Datta Singh. The 8th company of the banned CPI (Maoist) comprises members of Kalahandi-Kandhamal-Boudh-Nayagarh (KKBN) division and other groups. Police had intelligence inputs that a group of around 12 to 14 red ultras were camping in deep forest following which the operation was launched. During the operation, an exchange of fire broke out between SOG personnel and the Naxals in the wee hours of Thursday. Security personnel seized a rifle, 17 ammunition, seven rocket-shaped barrels, wires and detonators, five handmade bombs and other articles from the spot. Police sources said the Naxals are using Kandhamal, Kalahandi and Boudh corridor to remain connected with the cadre from Chhattisgarh and Jharkhand. Our challenge is to check their movement in Kalahandi-Kandhamal-Boudh axis. Security has been tightened in the region ahead of elections and adequate forces deployed to ensure polling process passes off smoothly, said a senior police officer. So far this year, seven incidents of exchange of fire have taken place in Boudh which goes to polls on May 20. Since January, the security forces have neutralised three Naxals and at least two incidents of exchange of fire each have taken place in Kandhamal and Gandhamardan Hills located between Bargarh and Balangir districts.

While addressing a poll rally in central MPs Harda district on Wednesday, where he was accompanied on the stage by BJP candidate from Vidisha seat Shivraj Singh Chouhan, the PM recounted his long association with Chouhan. Weve (Modi and Chouhan) been working together since BJP organisation days, when he was the MP CM, I was the Gujarat CM and we worked together. When he was a Lok Sabha member, I was the partys national general secretary. Now I want to take him again with me (to Delhi), said Modi, while dropping enough hints about something big in the making for Chouhan in Delhi after the LS polls. Modis clear-cut indication of something big being in store for Chouhan in Delhi, has triggered a strong buzz among the ruling party circles in MP, about the former MP CM being given some prime assignment in the union cabinet, if the NDA led by Modi returns to power at the centre. The ongoing buzz is also about agriculture or panchayati raj-rural development being among the two key portfolios any of which could be assigned to Chouhan in case of Modi 3.0 regime at the centre. Another section in the party believes that though the prime possibility is of Chouhan getting key portfolio, if Modi returns to power for the third consecutive power, possibility of the ex-MP CM and former state BJP chief even getting a major responsibility in the national BJP organization too cannot be ruled out. Importantly, another senior BJP leader from Madhya Pradesh Narendra Singh Tomar was the agriculture minister in the Modi 2.0 regime for over four years. But after getting elected to the MP Vidhan Sabha in December 2023 and then becoming the State Assembly Speaker in Bhopal, the union agriculture ministry is being headed by ex Jharkhand CM Arjun Munda. With MP being among the leading agrarian states, Chouhan could be a frontrunner for agriculture ministers job, if he wins from Vidisha seat for the sixth time and the Modi regime gets another chance at the centre. Importantly, Chouhan (the longest serving BJP CM anywhere in the country till date) is known to be possessing a pro-farmer image and is popular as farmers son among farmers across the state, despite the killing of five farmers in police firing during chief ministerial tenure in western MPs Mandsaur district during 2017. After being the MP CM for 16 years, Chouhan made way for Yadav as the new MP CM in December 2023. Since then, he has been waiting for some big assignment from the party.

AAP plans to send Sunita Kejriwal to Delhi poll front

NEW DELHI: With nearly a month left for the Lok Sabha elections in the national capital, the Aam Aadmi Party (AAP) plans to ramp up its campaign by sending Sunita Kejriwal, wife of incarcerated Chief Minister Arvind Kejriwal, to the poll front. The former IRS officer came to the limelight after she relayed messages of Kejriwal, who is in judicial custody, in connection with the alleged liquor policy scam. On March 31, she addressed the joint rally of INDIA bloc over the arrest of her by the Enforcement Directorate (ED). According to party leaders, Sunita will attend a roadshow in East Delhis Kondli assembly next week. The party has fielded MLA Kuldeep Kumar as the INDIA bloc candidate from East Delhi. She will be among the citys main campaigners and will campaign in all four Lok Sabha constituencies in the coming days, said a senior party leader. The AAP earlier released a list of 40-star Gujarat campaigners, including Kejriwal, his wife, former Deputy CM Manish Sisodia, and former Delhi Minister Satyendar Jain. During a rally named Ulgulan Nyay Maharally in Jharkhands Ranchi last Sunday. She alleged that a conspiracy was being hatched to kill her husband in jail by withholding the insulin. Delhi AAP convener Gopal Rai said the next phase of the partys Lok Sabha campaign, Jail Ka Jawab Vote Se (response to imprisonment (of Kejriwal) with vote), will begin from April 27. He added that Punjab Chief Minister Bhagwant Mann will also campaign in Delhi. Singh said the AAPs main slogan is Jail Ka Jawab Vote Se. Kejriwal, who is like a son of Delhi people and who arranged free education, health, water, electricity facilities, has been put in jail by the BJP government and he must be released from there, Singh said. The AAP is contesting the Lok Sabha polls in an alliance with the Congress in Delhi and has fielded its candidates in East Delhi, West Delhi, South Delhi and New Delhi seats. Upgrade needed to bring back trust in Election Commission

The Election Commission (EC) is technologically challenged. And no, this is not about the Electronic Voting Machines (EVMs) that have been in the eye of the storm that blew itself all the way up to the Supreme Court. The system of level playing field and free and fair elections, intrinsic to how governments are elected in a democracy, requires an EC with updated rules and procedures, and capabilities to handle fast-paced changes in technology, especially communication networks. The 73-year-old rules impose a 48-hour silence in public campaigning. There are injunctions on the news media about opinion and exit polls. There is, however, a gaping hole when it comes to telecasts and webcasts. Television and internet are unregulated and free to deliver campaign content to voters homes, mobiles, laptops, tablets and desktops, even as voting is in progress in the extraordinarily extended multi-phase polling schedule. On April 19, when voting was in progress in all 39 constituencies of Tamil Nadu, all five constituencies in Uttarakhand and in 58 of the total 102 constituencies where polls were held, TV and internet were actively engaged in beaming live speeches by political leaders, including PM Narenda Modi. In the states where voting was in progress, political leaders, including supremos of regional parties, were canvassing votes, which was available on local TV channels and, of course, the internet. A 48-hour period of pre-poll silence has, therefore, become notional. The EC, on the contrary, has no notion of what it should do to prevent voters from being influenced even as they queue up to vote. Since it imposed restrictions on opinion and exit polls, it should not have been difficult for it to work out how to prevent noisy campaigning from being beamed into voters lives. The failure to prevent violation of its rules ought to be a priority for the EC, which every so often iterates its commitment to making sure there is a level playing field. The violation of the silence rule works to the disadvantage of smaller and regional parties in a Lok Sabha election, because national TV networks tend to focus on the ruling regime and offer up disproportionate slices of time to other national parties and leaders. Regional parties do not have the same advantage. Given that the BJP has included the One Nation, One Election promise in its election manifesto and maintains that it has engaged in a consultative process by forming a committee headed by former president Ram Nath Kovind, the in-built discrimination in favour of the biggest and loudest increases disproportionately. If the election system is artificially reconstructed, regional and national parties would be locked in campaigning for both state and national elections at the same time. In other words, parties like the AAP, TMC, the DMK, the CPI(M), RJD or even the BJD, the YSR Congress or the JD(S) would have to compete against parties like the BJP for time on national TV. Each regional and smaller party would get squeezed out or be relegated to competing against national parties even on local TV networks. Instead of being political equals, the smaller and regional parties would be reduced to second class citizen status. Since there is already a hierarchy in the categorisation of political parties by the EC, any additional disadvantage would skew the principle of fairness in favour of the ruling establishment at the Centre. An incensed Mamata Banerjee, TMCs boss and West Bengals CM, recently lashed out at the EC, branding it the BJP Commission. An independent EC capable of dealing with change, both structural and infrastructuralsuch as technologyis expected of an institution that has almost limitless resources and ample money to do its job without being attacked as biased by its stakeholders. She clearly believed the institution had been influenced to the extent that it had lost its independence. Mamatas attack was directed against the mobilisation of central security forces and the effective ouster of state police by the EC on the one hand and the removals and appointments of senior police and administrative personnel on the other. This sent out a signal that the institution did not trust the professionalism of public officials in West Bengal. This clash of opinions during elections in the state is not new. It was very evident during the assembly elections of 2021, when the DGP was removed. This time, too, a slew of officials have been removed, including the current DGP. The ECs lack of trust, or rather outright suspicion, that public servants working in states are biased is evident from the removal of six home secretaries from as many states, including UP, Bihar, Gujarat, Jharkhand, Himachal Pradesh and Uttarakhand. The lack of trust in the independence of the EC is equally problematic. While it has become routine for the EC to remove senior government servants before and during elections, there is very little political parties or voters can do to remove people heading the institution. The deep distrust on all sides has grown with every election. From EVMs, to voter-verifiable paper audit trail (VVPAT) verification by voters of votes cast, counting of VVPAT slips, to how the EC handles the deployment of security forces, state police and government officials, there is no part of the system that is not controversial. For elections to be seen to be free and fair, there is a lot that the EC needs to do to end speculation and distrust about its functioning. Figuring out how to prevent violation of the pre-poll silence period is probably the easiest challenge it currently faces to its credibility. RANCHI: Kalpana Soren, wife of former Chief Minister Hemant Soren, will be the Jharkhand Mukti Morcha (JMM) candidate for Gandey Assembly by-poll, to be heldon May 20. The (JMM) announced the candidates for Gandey Assembly seat and Jamshedpur Lok Sabha seat, declaring Kalpana and Samir Mohanty as its candidates respectively. Gandey seat fell vacant in January this year after sitting MLA Sarfaraz Ahmad of the ruling party resigned from the seat. According to JMM sources, Kalpana Soren is likely to file her nomination papers on April 29. Party sources also claimed that Kalpana, who has already taken charge of the party in the absence of her husband, may replace Champai Soren as the Chief Minister of Jharkhand if she gets elected. Kalpana Soren, who projected herself as the JMM leader before the nation during the concluding ceremony of Bharat Jodo Nyay Yatra for the fist time on March 17 and gave the slogan Jharkhand Jhukega Nahin India Rukega Nahi (Jharkhand will not bow down India will not stop), is said to have been taking almost all key decisions in the party. He said that she was standing ''rock solid'' against the ''authoritarian regime'' in the country and inspired the AAP volunteers. AAP Rajya Sabha MP Sanjay Singh said in a press conference that Sunita Kejriwal will campaign in different areas of Delhi. Punjab Chief Minister Bhagwant Mann will also campaign in Delhi, he added. Singh said the AAP's main slogan is 'Jail Ka Jawab Vote Se'. Kejriwal, who is like a son of Delhi people and who arranged free education, health, water, electricity facilities, has been put in jail by the BJP government and he must be released from there, Singh said. Since the chief minister's arrest on March 21, Sunita Kejriwal has been acting as a channel of communication between her husband and the AAP and its MLAs. She has so far held three digital media briefings mainly focusing on communicating the chief minister's messages to the people and his ministers. However, in March and earlier this month, she addressed rallies of the Indian National Developmental Inclusive Alliance (INDIA) bloc parties in Delhi and Jharkhand. Jharkhand: Administration forms Rapid Response team after Avian flu outbreak in state-run poultry farm The Animal Husbandry Directorate, Ranchi, has formed a Rapid Response Team (RRT) for the culling of poultry and cleaning and disinfection of infected areas after H5N1 Avian Influenza (Bird Flu) was detected in the poultry area, Hotwa. Assistant Manager Regional Poultry Farm, Dr Ganesh Ram Mahali, said, We have been asked to dispose of all the birds and eggs in the poultry farm, and also in the 1 km radius. We have formed a team for the task. Since the bird flu has been confirmed, we have to create awareness among people not to eat chicken, since it will increase the risk of infection. 1697 eggs and 1800 birds have been disposed of so far. The whole farm is being sanitised and we will not bring any birds for the next three months. We collected the sample and sent it to Kolkata, which they confirmed on April 20, after which the confirmation was sent to the Jharkhand government and also to the Central Government. The RRT team will work to disinfect the area within 1 km of Epic Centre in the poultry area, Hotwa. Meat technologist at the Regional Poultry Farm, Dr Santosh Kumar, told ANI, In the 1 km radius, all chickens and eggs will be disposed of. We will tell all farmers and shopkeepers not to bring any outside poultry. Until we do not receive a negative report, we will ask them not to farm chicken. On the orders of the District Collector, about 1745 chickens, 450 ducks and 1697 eggs living here have been disposed of. During this time, the doctor and other employees of the poultry farm have been ordered to spread awareness in the surrounding area. H5N1 stands for Highly Pathogenic Asian Avian Influenza (H5N1) Virus. Avian influenza is a strain of the influenza virus that primarily infects birds, but can also infect humans. This type of flu is most often contracted by contact with sick birds. It can also be passed from person to person. Yashaswini Sahay who practises law in Mumbai did not attach much importance to the BJPs criticism of nepotism, claiming that it was propaganda of the saffron camp for diverting people's attention from key issues like unemployment. The India Meteorological Department has forecast that heat wave to severe heat wave conditions are expected to persist over East and south Peninsular India for the next five days. On Tuesday, maximum temperatures ranged between 42-44C across many parts of Rayalaseema and isolated pockets over south Coastal Andhra Pradesh & Yanam and north Tamil Nadu. Temperatures were in the range of 40-42C across many parts of Telangana, Tamil Nadu, Gangetic West Bengal, Bihar, some parts of Coastal Andhra Pradesh, south Coastal Andhra Pradesh & Yanam, Odisha, East Madhya Pradesh, Jharkhand, and East Uttar Pradesh.Isolated pockets experienced temperatures above normal by 3-5C over many parts of Gangetic West Bengal and Sikkim, and at isolated pockets over coastal Odisha, Coastal Andhra Pradesh & Yanam, Tamil Nadu, Puducherry & Karaikal, northeast Jharkhand, and east Bihar.Over the next 24 hours, no significant change in maximum temperatures is expected over Maharashtra, with a gradual rise by 3-4C thereafter. Similarly, a rise by 2-3C in maximum temperatures is likely over central and East India during the next 4-5 days. Each day, they endure the unforgiving elements, from scorching heat to relentless downpours and blinding dust. Yet, during the daily struggles for survival, they have aspirations, hopes and dreams, even in the realm of politics. As the upcoming elections loom on the horizon, the homeless seek representation and recognition from those in power. Their expectations are simple yet profound assurance of the bare minimum like shelter and sustenance and policies that address their plight. TNIE delves into the narratives of those sidelined from society about their expectations, their choices, and whether they plan to participate in the voting process. Ravindran Nair, 76, TPuram I was a headload worker. Now, old, hence jobless and homeless. We get food delivered here every afternoon by some charities. When I get sick, I go to the local dispensary for medicines and come back to the street again. I still do not get my pension. I have asked several times and knockedon manydoors, but I was shooed away. My family member is a party worker, yet there is no help. No one has come to help, and no candidate has come asking about us. I have never defaultedon voting so far. But this time, I will not vote. Because no good is going to come to us no matter who gets power. Kunjumon, 51, Kochi Im originally from Kochi, I have a home there. Butsince my siblings and I dont get along, I am forced to live on the streets. Its hard to be here, the city is full of sound and dust. Its too hot. But what else can I do? There are several homeless people in Kochi city. Have the MPs and MLAs taken any steps to help them? We are seeing zero efforts from their side. Yes, we have a home and land back in our village, but it is difficult to make money there. We are too old to work on our land. In Kerala, even if we get Rs 10, we can live with it. Im planning to vote and the election in my constituency is next month. Since there are many in our place who do not even own a piece of land, my vote will go to those who can assure land to the poor people. I wasnt planning to vote since I dont even remember if I have an ID card or not. I sleep under the metro pillar every night. My main concerns are finding a shelter and the rising prices. Everything, including basic grocery items, is unaffordable. Many MPs have come and gone, but none has ever tried to bring out a plan to construct a shelter or housing plan to accommodate people like us. Though the authorities are inconsiderate towards people like us, I would still vote in the coming elections. Ranchi Poultry Farm Avian Flu Outbreak: 2,196 Birds Culled to Contain Spread The Jharkhand government sounded an alert after bird flu cases were reported in a state-run poultry farm in Ranchi, an official said on Wednesday. As many as 2,196 birds including 1,745 chickens were culled at the Regional Poultry Farm, Hotwar, an official told PTI. A total of 1697 eggs were also destroyed. The presence of H5N1, a type of avian influenza A virus that causes disease in birds, was confirmed in the samples sent to the ICAR-National Institute of High-Security Animal Diseases (NIHSAD) in Bhopal, the official said. The Union Ministry of Fisheries, Animal Husbandry and Dairying has asked the state to take all measures to contain its spread. The state government has been asked to take immediate measures including declaration of infected and surveillance areas, restricting access to infected premises, destruction of birds and disposal of dead birds and infected material. The officials have been asked to notify areas within one km radius of the affected zone. Areas within a 10 km radius will be declared as surveillance zones. The official said that the farm that was closed for renovation was opened barely three months back and got poultry from Bhubaneswar. The Animal Husbandry Department has issued an advisory, urging people to inform it if they see dead birds.

BJP brings out chargesheet against Odishas ruling BJD, portrays CM Naveen Patnaik as Mum

Bhubaneswar: The Bharatiya Janata Party (BJP) on Wednesday brought a chargesheet against Odishas ruling Biju Janata Dal (BJD). The 60-page pictorial document is replete with allegations of corruption and nepotism by the Naveen Patnaik government. Odisha state BJP unit president Manmohan Samal and other senior leaders of the party, including partys national vice-president Baijayant Panda, were present during the release of the chargesheet. The chargesheet titled Pachis Barsar Papapedi (Storehouse of 25 years of BJD sins) also carries a tagline Kete Dina Au Sahiba, Parivartan Aniba (How long do we tolerate, it's time to bring a change). Most of the pages carry photographs of Odisha Chief Minister Naveen Patnaik, his controversial close aide V Karthikeyan Pandian, BJD organising secretary Pranab Prakash Das and few top leaders of the party. These leaders have been portrayed as bad guys and accused of large-scale corruption, loot of resources, murderer and dacoit. The chargesheet describes CM Naveen Patnaik as Maun which translates into English as mum. This epithet, according to political analysts, is a dig at CM Patnaik not taking actions against the ministers and bureaucrats indulging in corruption or unlawful activities. There was no reaction for the BJD on the charges made by the BJP in the chargesheet. While releasing the chargesheet, Union minister Bhupender Yadav said BJP is committed and fighting the elections to come to power and provide good governance. But here in Odisha, there have been a lot of irregularities in the 25 years of BJD rule. We have witnessed a declining graph of BJD as far as the upliftment of farmers, infrastructure, and other aspects are concerned. The Odisha government had promised to provide irrigation facilities to 35 per cent cultivable lands and set up cold storages in all the 314 blocks, but it has failed to achieve the target, said Yadav. The Union minister also said the BJD claimed that the KALIA (Krushak Assistance of Agriculture and Income Augmentation) scheme would bring a massive change in the lives of farmers, but the government later admitted that the number of beneficiaries under the scheme dropped. It shows that the BJD is working with an anti-farmer mindset. The government has failed in the last 25 years to increase irrigation, farmers' income, and setting up cold storage. Similarly, National Crime Record Bureau (NCRB) data shows that Odisha is a place where the crime against women has increased. Here, the BJD government has failed miserably to give protection to women in the last 25 years. The rise in the number of missing children is also another area of concern along with the suicide of women here, Yadav said. The Union minister further said that there is a jobless situation for the youths in Odisha. The labourers from Odisha are migrating to other parts of the country. In the last one year, over 40,000 labourers have moved out of Odisha which has been highlighted by the media, he added. The BJD government has failed to meet the aspirations of the youths. Apart from this, 4300 lecturer posts are vacant in the state. It shows that the Higher Education system has made a mockery of Odishas culture when its literature is so rich. The total teachers in colleges and universities dropped to 40000 in 2019 from 43000 in 2015-16 while the tally is much better in West Bengal, Jharkhand and other states, Yadav said. The Union minister also targeted the Odisha government over high electricity tariff paid by state consumers. The Tamil Nadu Generation Distribution Corporation is buying power at 2.53 paisa per unit from Odisha while the consumers of the state are being charged 2.83 paisa per unit. The top leaders and those running the government in Odisha need to answer this to the people of the state, said Yadav.

Ex-Punjab DSP and Dera Head Sentenced to 12 Years in Drug Smuggling Case

A Mohali court sentenced former Punjab police Deputy Superintendent of Police Hakikat Rai, Dera head Bikram Nath, and their accomplice Swaran Singh to 12 years of rigorous imprisonment for drug smuggling. The judge also fined each convict 1.5 lakh. The Special Task Force arrested the trio in March 2018 for smuggling 15 kilograms of opium and seized a .32 bore revolver and 18 rounds of live ammunition. Acting on a tip-off, the STF stopped a car near Tanna village and found the opium and weapon. During questioning, Bikram Nath revealed he was instructed to obtain opium for a habitual user at a dera and later worked with Rai and Singh.The three individuals devised a plan to smuggle opium from Jharkhand, where it was available at a lower cost. They would then sell the opium at inflated prices to addicts within the dera, capitalizing on the demand. The case highlights the persistent challenges faced by law enforcement agencies in combating drug smuggling, particularly when individuals in positions of influence and authority are implicated in such illicit activities. The convictions serve as a reminder of the importance of vigilance and strict enforcement to curb the trafficking of narcotics.
