NEW DELHI: The second phase of polling for Lok Sabha elections saw nearly 61 per cent voter turnout as people avoided venturing out of homes in the summer heat and voted largely in the morning and evening. The Election Commission of India (ECI) said polling remained largely peaceful though incidents of intimidation were reported from Manipur in the second phase too. At KK Leishi Phanit polling station in Ukhrul, irate voters destroyed an EVM and other items after alleged disturbances by armed miscreants. The overall voting percentage in Karnataka was 68.30. A case was booked against BJP MP and Bangalore South Candidate Tejasvi Surya for allegedly posting a video on a social media platform and soliciting votes on the grounds of religion, the Election Commission said. Another BJP leader CT Ravi was booked for allegedly promoting hatred and enmity between citizens through his social media post. Various restaurants in Bangalore were offering free dosas, laddu, coffee and other food items at discounted rates to customers who cast their vote. A private hospital assisted 41 inpatients cast their vote with the help of city civic body Bruhat Bengaluru Mahanagara Palike (BBMP). Green corridors were created for the ambulances across constituencies to ensure easy, hassle-free voting. Some EVMs were destroyed at a polling station in Indiganatha village in Chamarajanagara district of Karnataka during a clash between two groups of people over whether to vote or not. Officials said an FIR is being filed the Election Commission will take a call after getting a detailed report. A voter turnout of 57.83 per cent was recorded in eight constituencies in Maharashtra, while in Rajasthan, the turnout was 64.07 per cent. A voter turnout of 54.85 per cent was recorded in the eight parliamentary constituencies of Uttar Pradesh. Senior citizens dominated the early hours of voting in Noida in the Gautam Buddh Nagar constituency. Some residents' welfare associations made arrangements for electric vehicles to ferry voters to and from the polling booths. In Bihar, the turnout was 55.08 per cent, 71.84 per cent in in West Bengal and 71.91 per cent in Jammu and Kashmir. The Lok Sabha polls are the first major electoral battle in Jammu and Kashmir after the abrogation of Article 370 and the bifurcation of the erstwhile state into Union territories -- Jammu and Kashmir and Ladakh -- on August 5, 2019. GUWAHATI: Tripura recorded the highest voter turnout among the three states from the Northeast which went to the polls on Friday. Polling for the Lok Sabha elections was held in Tripura East along with Assams Silchar, Karimganj, Nagaon, Diphu, Darrang-Udalguri and Manipurs Outer Manipur seats. Till 5 pm, Tripura recorded a voter turnout of 79.55%, followed by Manipur (76.06%) and Assam (70.66%). Barring Nagaon which is held by the Congress, the six other seats are with the NDA five (Tripura East, Silchar, Karimganj, Diphu and Darrang-Udalguri) with the BJP and one (Outer Manipur) with the Naga Peoples Front which is an ally of the BJP. Laskar had collapsed soon after casting his vote and was rushed to a hospital but he was declared dead on arrival. Agartala: In a significant departure from the past, Bru refugees settled in Tripura exercised their voting rights for the Lok Sabha elections without having to return to Mizoram, marking a milestone in their resettlement process. The Bru Reang Refugee camp in Tripura's Ambassa Subdivision witnessed the historic event, allowing Bru refugees to vote without having to travel to the Tripura-Mizoram boundary as they did previously. This development marks the second time the Bru refugees participated in the electoral process from within Tripura since their permanent settlement in the state, a change brought about by a central government-sponsored rehabilitation initiative launched in January 2020. The resettlement initiative followed a quadripartite agreement signed on January 16, 2020, involving the governments of India, Tripura, Mizoram, and representatives of the Bru refugees. This agreement aimed to end the prolonged displacement of the Bru community, who had fled ethnic violence in Mizoram in October 1997 and had spent over two decades in temporary camps in North Tripura. Under the rehabilitation plan, over 14,000 Bru voters were integrated into Tripura's electoral rolls after their removal from the Mizoram rolls due to their new residency status. Currently, 6,959 Bru families are being relocated to 12 identified locations across Tripura as part of the resettlement process. A comprehensive financial package of Rs 661 crore has been allocated to support the refugees' resettlement. Authorities overseeing the process confirm that most conditions of the 2020 agreement, including provisions for free ration, financial allowances, and essential commodities, are being met. This ensures a smoother transition for the refugees into their new homes and civic life, providing them with essential amenities like water, electricity, and roads. While a significant portion of the Bru population now resides in Tripura, hundreds remain in Mizoram's Mamit district, where the initial conflict occurred. The current status of these individuals regarding voter registration and participation in the upcoming November 7 assembly election in Mizoram remains uncertain due to a lack of specific data. This milestone moment in the Bru refugees' journey signifies a significant step toward normalizing their status and highlights the collaborative efforts of multiple government bodies in upholding the democratic rights and welfare of displaced communities. On the requests of the district and State RWS wing authorities, the NSP authorities released 5 TMC of water from the Nagarjuna Sagar reservoir through its right canal on April 8 to cater the drinking water needs of Guntur, Palnadu, Prakasam and Bapatla districts. The NSP waters reached the district border point at 85/3 mile stone which is a 137.44-km stretch on April 12 and now water flows into the Darsi Branch Canal through the Nagarjuna Sagar Jawahar Right Main Canal to reach the Darsi balancing point. Meanwhile, the district RWS officials received information from the NSP authorities that an additional share of 3 TMC will be released through the NSP Right Canal. Out of nine major and minor summer storage tanks, in three tanks, including Mutukula DW Scheme, Gollapalli DW Scheme and Kurichedu tanks, the filling process was stopped and in the remaining six tanks the filling process is underway. At present the water flow in the canal is at around 1,100 cusecs and the same flow is expected to continue for another three-four days, Ongole RWS wing EE A Ramaswamy told TNIE on Thursday. He further informed that there are around 98 SS tanks under the Nagarjuna Sagar Right main canal and the authorities are going to fill them as per the availability of the water in the coming days. With the support of the local revenue, panchayat raj, police and other government department officials and staff, established canal monitoring committees on the NSP right main canal to curtail the unauthorised water usage and water thefts. He further informed that non-notified tanks are also being filled in Tripurantakam, Kurichedu, Darsi and Mundlamuru mandals as per the representations received. The authorities are expecting that all the representation based filling of non-notified tanks will be completed by April 27, Ongole RWS SE SK Mardhan Ali said. In this connection, the Ongole Municipal authorities are also making efforts to fill the two summer storage tanks (SS-1 and SS-2) with the NSP waters. For this, now the RWS authorities are filling all the above notified and non-notified drinking water schemes as well as the tanks of the Ramatheertham Balancing Reservoir (RBR). From April 27 they will fill the RBR and then the waters will be drawn from the RBR through the Ongole Branch Canal to fill the SS-1 and SS-2 tanks in view of the summer water needs of the residents of Ongole Municipal Corporation (OMC) limits, the authorities informed.

New Delhi: Chief Election Commissioner Rajiv Kumar has said that adequate arrangements have been made for smooth polling in the second phase of Lok Sabha polls and urged voters to participate in the festival of democracy in maximum numbers. In an interview with ANI, Kumar said various amenities have been provided to voters in polling booths and adequate security measures have been taken. We have made complete preparations for today's elections. Polling booths have been decorated. There is no possibility of any kind of violence at any booth nor has any such report been received, he said. He said voters must participate in large numbers in the voting festival. Voters should come to vote without any worry. The festival of democracy is the pride of the country and voters have to participate in it, Kumar said. He said there are facilities such as drinking water and toilets in the booths. All that is needed is that voters have to vote in maximum numbers. There are complete security arrangements. Everyone must come to vote today, he said. The CEC also referred to the meeting of the poll panel with officials of the India Meteorological Department, National Disaster Management Authority and Health Ministry ahead of the second phase of Lok Sabha polls. 88 Seats Across 13 States, UTs to Vote Today in Second Phase

New Delhi : As election campaigns by political parties start notching up their decibel levels, the country will witness the second phase of polling for the ongoing Lok Sabha elections on Friday amid predictions by the meteorological department that temperatures will soar above 40C in several parts of the country. On Friday, 13 states and Union territories will be going to the polls, including 20 seats in Kerala, 14 in Karnataka, 13 in Rajasthan, eight each in Uttar Pradesh and Maharashtra, six in Madhya Pradesh, five each in Assam and Bihar, three in West Bengal and Chhattisgarh and one each in Jammu and Kashmir, Manipur and Tripura. In all, 88 parliamentary constituencies will be going to the polls. Prominent seats going to the polls include Keralas Wayanad, represented by incumbent MP and Congress leader Rahul Gandhi, Thiruvananthapuram by former Union minister Shashi Tharoor, Rajasthans Jalore, being contested by former chief minister Ashok Gehlots son Vaibhav Gehlot and Chittorgarh contested by BJP state president C.P. Joshi. The BJP-led NDAs star campaigner and poll mascot Narendra Modi has been leading the campaign against the Opposition camp, which is trying hard to unseat Mr Modi this time. In 2019, the BJP had won 53 of the 89 seats and its existing allies 12 of these seats, including seven of eight in Uttar Pradesh, all 13, eight and seven in Rajasthan, Maharashtra and Madhya Pradesh respectively, and four of the five seats each in Assam and Bihar. The constituents of the now INDIA bloc had won 23 seats in the last general election. Seeking to better its tally, the BJP must not only retain its bastions but also make fresh inroads as it takes on the Opposition INDIA bloc in a battle of narratives, with Mr Modi leading its charge. Following the first phase in 102 seats on April 19, the Prime Minister has stepped up his attack on the Congress, accusing it of seeking to provide nationwide reservation to Muslims in the quotas meant for Other Backward Classes. He has also warned voters in his poll rallies that a Congress government at the Centre will snatch their assets, including womens mangalsutra, to benefit those who are intruders and have more children as he cited a speech of his predecessor Manmohan Singh to back his claim. The Congress, in turn, has accused him of lying and spreading communal divide, claiming that he has been rattled by the BJPs poor show and complaining to the Election Commission against him. The BJP also has filed complaints against Congress leaders, including Mr Gandhi, prompting the poll watchdog to issue notices to the presidents of the two parties seeking their replies. Whether the soaring political temperature prevails over the heatwave-like conditions, blamed in some quarters for the fall in poll percentage last week, and pushes more voters to booths is something political watchers will be keeping an eye on. Kerala, like Tamil Nadu in the first phase, will be a test of the BJPs all-out expansion drive, states like Maharashtra and, to a lesser extent, Karnataka are being watched keenly as many new factors have come into play there since 2019. A BJP ally in the last national elections, Uddhav Thackeray is now the face of the INDIA bloc in Maharashtra while the official version of the Shiv Sena he once headed is a BJP ally under the leadership of Chief Minister Eknath Shinde. Another major regional party Nationalist Congress Party has since split as well and its faction under deputy chief minister Ajit Pawar, recognised as the real party, is now with the BJP while Sharad Pawar, its founder leader, is part of the opposition bloc. The BJP-led alliance had won 41 of 48 seats in the western state, which has the most Lok Sabha constituencies after Uttar Pradesh. The Congress is now in power in Karnataka and its former ally JD(S) is in the BJP camp. The BJP-led NDA has incumbent MPs in 27 of the states 28 seats, and the INDIA bloc is banking on its welfare schemes to dent its stronghold. The BJP is relying on actor Suresh Gopi, Union minister Rajeev Chandrasekhar and Anil Antony, the son of veteran Congress leader A K Antony, to open its account in Kerala which has never elected an MP from the party. Mr Chandrasekhar is pitted against three-time Congress MP Tharoor in Thiruvananthapuram. Mr Gandhi is in the fray from Wayanad, the constituency he currently represents in Lok Sabha. The turn-out in the first phase was recorded at 62.37 per cent which may still be revised upwards as votes are tallied. The voting percentage in the first phase in 2019 was 69.43 per cent when 91 seats went to the polls.

LS polls Phase 2: Rahul Gandhi, Shashi Tharoor in fray; Hema Malini, Om Birla seek hat-trick of wins

NEW DELHI: Congress leaders Rahul Gandhi and Shashi Tharoor, and actor-turned-politician Arun Govil are among the key candidates in the fray for the second phase of the Lok Sabha polls with BJP's Hema Malini, Om Birla and Gajendra Singh Shekhawat seeking a hat-trick of wins from their respective constituencies. Staggered over seven stages, the first phase of the elections held last Friday for 102 seats across 21 states and Union territories saw a voter turnout of around 65.5 per cent. In the second phase of Lok Sabha polls on Friday, polling is scheduled in all 20 seats of Kerala, 14 of the 28 seats in Karnataka, 13 seats in Rajasthan, eight seats each in Maharashtra and Uttar Pradesh, seven in Madhya Pradesh, five each in Assam and Bihar, three seats each in Chhattisgarh and West Bengal, and one seat each in Manipur, Tripura and Jammu and Kashmir. Gandhi is the sitting MP from Wayanad in Kerala and is seeking re-election. He is pitted against CPI's Annie Raja and BJP's K Surendran. Wayanad: Left, BJP hopes to prick Rahuls balloon In the 2019 election, Gandhi secured victory by a substantial margin of more than 7 lakh votes against his closest rival, CPI's P P Suneer. Senior Congress leader and former Union Minister Shashi Tharoor is hoping to retain the Thiruvananthapuram seat for the fourth time. He is pitted against Union Minister Rajeev Chandrasekhar from the BJP and CPI's Pannyan Raveendran. Malini, who has represented the Mathura constituency since 2014, is contesting against Congress' Mukesh Dhangar while Om Birla, a two-time MP from Kota, is facing Prahlad Gunjal from the Congress party. Union minister Shekhawat is eyeing a third win from the Jodhpur seat while Congress candidate Karan Singh Uchiyarda would look to put a spanner in the works of the BJP candidate. Tejasvi Surya, the sitting MP for Bangalore South and the national president of the Bharatiya Janata Yuva Morcha (BJYM), will face Congress' Sowmya Reddy. Former chief minister of Chhattisgarh and Congress leader Bhupesh Baghel is contesting from Rajnandgaon, a stronghold of the BJP for over 30 years. Baghel is pitted against BJP's Santosh Pandey, who won the 2019 Lok Sabha elections succeeding Abhishek Singh, the son of former Chief Minister Raman Singh, also from the BJP. Replacing three-time MP Rajendra Agarwal, who has been holding the Meerut seat since 2004, Arun Govil, famous for portraying Lord Ram's character in Ramayan TV series, is making his electoral debut against BSP's Devvrat Kumar Tyagi and SP's Sunita Verma. In Madhya Pradesh, BJP leader Virendra Kumar Khatik is eyeing a fourth win from Tikamgarh. The Congress has fielded a new face, Pankaj Ahirwar, from the constituency. In 2019, Khatik defeated Congress' Kiran Ahirwar by a margin of over 3.48 lakh votes. The contest for the Alappuzha seat in Kerala has turned into a prestige battle for the Congress with All India Congress Committee (AICC) general secretary K C Venugopal's return to the Lok Sabha poll fray after 2014 as the party looks to wrest the only seat it lost to the CPI(M)-led Left Democratic Front (LDF) in its landslide 19-1 victory in Kerala in the 2019 polls. Venugopal has not lost any major election in his career. He won the Alappuzha Assembly seat thrice in a row in 1996, 2001, and 2006 and was elected to the Lok Sabha from Alappuzha in 2009 and 2014. In 2019, he did not contest after the party elevated him to the post of the AICC general secretary. Actor-turned-politician Suresh Gopi is also in the fray from Thrissur against K Muraleedharan of Congress and VS Sunil Kumar of CPI(M). Sukanta Majumdar, incumbent BJP MP from Balurghat in West Bengal is seeking re-election.
