NEW DELHI: The Supreme Court agreed on Monday to list petitions against the Central government's Agnipath initiative to induct youth into the three armed services divisions next week, subject to the Chief Justice's assent. Before a vacation bench made up of Justices J.K. Maheshwari and Indira Banerjee, a lawyer raised the petition. The attorney for the potential members of the armed services requested an urgent hearing and stated that the scheme shouldn't be applied to individuals who are already going through the selection process. She added that the situation required immediate attention because several aspirants' careers were on the line, and she highlighted the fact that if the plan is implemented, the aspirants' tenure will be reduced from 20 years to 4 years. The attorney claimed that despite numerous mentions, the register had not provided a specific date and he pleaded with the top court to do so. Advocate M.L. Sharma brought up his petition asking the Supreme Court to order the Ministry of Defense to revoke the notification it had issued on June 14, 2022, announcing the programme. Chandigarh: Bhagwant Mann-led administration in Punjab is set to soon enlarge its cabinet by adding at least five MLAs as ministers, party sources said on Saturday. The Mann-led government will have 15 members total, including the chief minister, after the addition of five more ministers. HC's big decision regarding damages caused during a protest

Patna: Violence in Bihar and loss of billions of rupees against the Modi government's ambitious Agnipath scheme at the Centre will not be recovered from the rioters. The Patna High Court has dismissed a Public Interest Litigation (PIL) seeking compensation from the rioters for the loss of government property. The petition also sought that the persons who helped the students to incite violence and vandalism and spread anarchy should also be investigated. At the same time, action has also been demanded against the officers who are unable to stop the violent agitation. A division bench of Patna High Court comprising Chief Justice Sanjay Karol and Justice S Kumar heard the petition on Friday (July 1, 2022). The court dismissed the plea after hearing the argument of state advocate general Lalit Kishore. Kishor argued that the government had cracked down on the anarchic elements and deployed adequate police forces. The petition had said that due to the negligence of the officers, government property worth several hundred crore rupees was destroyed in the state. Therefore, the property damaged should be assessed and compensated by the agitators. At the same time, the petition has also stated that action should be taken against the responsible officers and a fine should be imposed on them. At the same time, there has also been a demand to impose fines on political parties participating in the movement. The petition said that due to this violent agitation, not only did the railways and other government properties suffer large-scale damage, but the safety of common citizens was also jeopardized. In Madhavaram, you cannot miss noticing men with toned bodies, broad chests and thick moustaches. These men are mostly those who are back in Madhavaram on leave or those who have returned after a stint in the army. According to Madhavarams ex-servicemens association, the village which has a population of around 6,500 has nearly 320 people serving in the army at present. Around 1,800 men have retired after having served in the army and have settled in different places and not just in Madhavaram. While protests broke out in several states including vandalism at the Secunderabad railway station against the Agnipath scheme, not a single person from Madhavaram was involved in the violence. Despite having such a large number of people in the army and many youths aspiring to join the army, one could wonder how no one protested. While the disappointment over the new scheme is palpable and ambiguity and apprehensions exist, it still hasnt diluted the spirit of the people of the village to serve in the army. They go running every morning for nearly 5 kms and hope to stay physically fit to make it to the army someday. Though they werent aware of the nitty-gritty details of the new recruitment scheme, they said it would be nice if they could stay back in the army and not have to return. Both the boys are known among their friends for putting up photos of guns, men in uniform, and other army-related images on their WhatsApp display images and statuses every day. Dozens of them can be found running and exercising on this route. Right from a young age, they begin preparations for physical fitness required to be selected for the army. Speaking to TNM, Sai Ram, an army aspirant said there is disappointment among the aspirants. We were disappointed about the new scheme. Moreover, we have been waiting for the recruitment for the last three years. While our only aim is to make it to the army, the new scheme has left many disappointed, Sai said. When asked why no one from Madhavaram participated in the protests, Sai said they were strictly warned by elders not to participate in the protests. L Nageshwar Rao, a retired Havildar in the army, told TNM, There was disappointment among the aspirants. The associations heads circulated messages on WhatsApp directing them not to partake in any protests. Members of the ex-servicemen association counselled the aspirants. We believe in discipline. How will vandalising government property prove any point or offer a solution? We asked the aspirants from Madhavaram to stay away and continue their preparation for the recruitments. Prathi Krishna, who retired as Naik Subedar in 1994, feels four years of service under the new scheme is too less to even properly train army personnel. It takes nearly 8-10 years for a person to get used to the landscape and the training imparted. Men with just four years of training cant do anything in conflict zones, said the 73-year-old, who joined the Army in 1969. P Surya Narayana, another ex-serviceman feels the new scheme will leave many people without a job once they return from service if they dont make it to the top. I retired from the army after 24 years of service. Despite being so experienced, I did not find a job after my retirement from the service. If army personnel as experienced as us did not find jobs, how will those who return after four years find any suitable jobs? said P Surya Narayana, who retired as Havildar. Even after five years of service, we were treated as juniors. It is not possible to train personnel the best way in this short span. Only if the men at the borders are capable and efficient can people live peacefully in the country, the former Havildar added. The ex-servicemen remember the times, when all those who were physically fit would be recruited into the army, straight out of school. The army would then impart training as well as educate all those who were selected Naik Subedar (retd) Prathi Krishna, Havildar (retd) L Nageshwar Rao and Havildar (retd) P Surya Narayana TNM also spoke to a commissioned officer, presently serving in the army who was in Madhavaram on leave. He felt the new scheme would work for the government in reducing the financial burden on the government. The new scheme will prove beneficial for the government as they wouldnt have to provide pension and medical facilities to all personnel. The army is moving towards technology and the dependence is now more on technology than manpower. The scheme may leave the aspirants disappointed, because if they have to return after four years they may be left in the lurch, with no adequate education and they would also be too old to go back and complete studies. However, according to retired Havildar L Nageshwar Rao, Military Madhavarams men have no reason to worry. The men from Madhavaram will surely go on to become Agniveers. There is an undying passion and commitment to the job. They are dedicated and have the aggressiveness required. Im confident that all those from Madhavaram will go on to become Agniveers, he said. According to the retired Havildar, in Madhavaram, a soldier has as much demand as an engineer. There is a belief that soldiers are daring, responsible, and can be trusted. An engineer might save up a crore, but thats all that he has. A soldier not only has his savings, but also has several other benefits to offer. We always prefer to get our daughters married to a soldier. Whenever we saw our elders return to Madhavaram during their leaves, they would be dressed in uniform. They looked handsome and were comfortably settled in their professions. They had impressive confidence on their face and were always physically fit. This inspired a lot of us to dream about getting into the army. While Madhavaram continues to have a sizable number of men serving in the army, how the new recruitment scheme will impact the numbers in the near future remains to be seen. While there are teenagers like Hussain and Prasad who dream to be in the Army, will they be able to go on to become Agniveers will remain the big question. TNM Staff PTI/File photo A week after the Secunderabad violence against the controversial Agnipath scheme, the Railway Police on Friday, June 24, arrested the alleged prime conspirator Avula Subba Rao along with three other accomplices Malla Reddy, Shiva Reddy and Beesi Reddy. According to the Police, Subba Rao, who runs a private defence coaching institute for army aspirants, provoked the aspirants to engage in arson and violence at the Secunderabad railway station on June 17 against the Agnipath scheme meant for recruiting Army personnel. In the violence, the agitators burnt several coaches of trains and also vandalized stalls in the railway station, forcing the police to open fire at them. One Army aspirant, 23-year-old D Ramesh, died in the firing. The estimated loss due to the violence is reportedly Rs 12 crore. Rao, who is the director of Sai Defence Academy located in Narsaraopeta of Andhra Pradesh, is accused of providing logistics to the protestors and arranging money for printing banners and towards other expenses required for the protest. Rao previously worked in the Indian Army as a Nursing Assistant and retired from service in 2011, police said. The police have filed a case against the accused under sections 143 (unlawful assembly) 147 (rioting), 324 (causing hurt by dangerous weapons), 307 (attempt to murder), 435 (mischief by fire), 427 (mischief causing damage), 448 (tresspassing), 336 (endangering life), 332 (deterring public servant), 341 (wrongful restraint), 120 B (criminal conspiracy), 201 (causing disapperance of evidence) along with several sections including the Prevention of Damage to Public Property Act. According to the police, initially the agitated aspirants wanted to take a rally to the Army Recruitment Office in Secunderabad and give them a representation. However, after noticing the violent protests against the Agnipath scheme in the north Indian states like Uttar Pradesh, Bihar, Haryana among others, Rao provoked them to engage in similar violence. For this purpose, Rao had created several WhatsApp groups like as Railway Station Block, Indian Army Group, Hakimpet Army Soldiers group, Chalo Secunderabad ARO 3 group, Army GD 2021 March rally group, CEE Soldiers group, etc, and mobilized the aspirants to come to Secunderabad station and cause mayhem, police said in a statement. In the chats, voice notes were shared urging the protestors to carry petrol along with them. Police said that Rao came to Hyderabad on June 16 to oversee the protest. After provoking the protestors, Rao was monitoring the developments on TV from a lodge in Boduppal. Police said that Rao had organized the protest since private defence institutes like his, would be at the risk of closure due to the newly-introduced Agnipath scheme. After committing the crime, Rao asked the WhatsApp group members to delete the groups and exit from them. Police said that Rao, Malla Reddy, Shiva Reddy and Beesi Reddy deleted the WhatsApp groups resulting in disappearance of evidence. The three accomplices were allegedly tasked with coordinating with the protestors. Police said that investigation is underway to identify other administrators of defence training institutes for their role in the case. Damera Ram Raju, elder brother of Damera Rakesh, should be appointed under compassionate grounds in a suitable post, as per eligibility, a Government Order (GO) said on Friday night. The order further stated that the Warangal District Collector shall take necessary immediate action. Secunderabad station saw violent protests against the Union governments Agneepath scheme for recruitment into the military. The protesters stormed into the Secunderabad railway station on June 17, and there were incidents of train bogies being burnt, other railway property destroyed and stone pelting from there. They also clashed with the police, who fired teargas shells and rubber bullets at the protesters. Rakesh died when police opened fire on the agitating aspirants. Expressing shock and sympathy over the death of Rakesh, Chief Minister K Chandrasekhar Rao had on June 17 announced Rs 25 lakh ex-gratia to the kin of the deceased. He had also announced a government job to a family member as per qualifications. However, the ruling TRS was accused of using Rakeshs death for political mileage, with several people alleging that Rakeshs last rites were turned into a party event, as TRS MLAs and leaders were seen wearing pink shawls and setting up pink boards on the tractor carrying his body. The Agnipath scheme, announced on June 14, provides for the recruitment of those in the age bracket of 17-and-half to 21 years in the armed forces for only four years, with a provision to retain 25% of them for 15 more years. Those recruited through the scheme would be known as Agniveers. The government projected the scheme as a major step in overhauling the decades-old selection process to enhance the youthful profile of the services. However, people across the country have been protesting against the contentious scheme. As protests against the scheme intensified, the government relaxed the upper age limit to 23 years in a move to pacify job aspirants who could not attend recruitment rallies for the last two years. Balakrishna Ganeshan Following the arrest of 56 persons who allegedly participated in the arson and violence last week at the Secunderabad railway station over the Agnipath scheme, the director of Narsaraopeta-based Sai Defence Academy has been detained by the Hyderabad police. The director, who is a retired Army Medical Assistant, was previously detained for questioning by the Palnadu police. However, he was let off as they did not find any incriminating evidence against him. The investigating authorities now have new evidence that reportedly points at the director being the prime instigator behind the arson and violence in Secunderabad. The other arrested accused allegedly confessed to the authorities that the director had provided them with money and resources to carry out the protest. The director reportedly admitted to the authorities that he arrived in Hyderabad on June 17, the day of violence. Police say that the suspect runs coaching academies in Narsaraopeta and Secunderabad too. In leaked chats from the WhatsApp groups, an aspirant was seen in a selfie with the director, claiming that the latter came from Andhra to express support to the agitation. But during the Palnadu polices inquiry, the director said that he routinely visits Hyderabad where he runs another branch. Many of the youngsters in the widely circulated video clips of the Secunderabad violence are believed to be his followers or associates, The Hindu reported an investigating officer as saying. The police remand report said that the arrested accused created WhatsApp groups with names such as Railway Station Block, Indian Army Group, Hakimpet Army Soldiers group, Chalo Secunderabad ARO 3 group, Army GD 2021 March rally group, CEE Soldiers group, etc. through which they coordinated to riot at the Secunderabad railway station. The protesters conspired with the defence training institutes to create violence, the report stated. Videos of Pruthvi Rathod, listed as accused no. 2 in the remand report, setting train coaches on fire while his fellow protesters filmed him have been leaked. The police are also cracking down on private defence coaching institutes after their investigation found that these academies provoked and mobilised the army aspirants to engage in violence in Secunderabad. The estimated damage caused by the violence is reportedly Rs 12 crore. Meanwhile, fearing police action, 23-year-old G Ajay, a resident of Kothapalli in Telanganas Jangaon district who had allegedly participated in the protest, attempted suicide. The agitating aspirants are demanding that the government should conduct regular recruitment since they have cleared two tests running and medical fitness. We were hoping that clearing the written test would be the last hurdle, but all of a sudden they are saying that the efforts we put in so far are null and void. How can we accept that? said 23-year-old Jayanth* (name changed), an army aspirant from Anantapur, Andhra Pradesh. Jayanth belongs to the Vaddara community, categorised as Backward Class. His parents work as construction labourers. Through a government job, he hopes that his family will get economic mobility. Aspirants in Telangana say that the lack of jobs in the state government also pushes them to look at central government jobs. Under the controversial Agnipath scheme, the candidates will be recruited for a short-term of four years. After this tenure, 25% of them will be retained while the rest will have to exit the service. Army officials have categorically stated that there would not be any regular recruitment henceforth. Following protests across several states, the Union government has given a one-time waiver by increasing the age limit for Agnipath recruits from 21 to 23. Originally, the entry age for all recruits was 17.5 to 21 years.

Railway This is the first time that visitors are being barred from railway stations in Chennai since pandemic-related restrictions were lifted. TNM Staff PTI As railway stations across India witnessed violent protests against the Union governments new Agnipath scheme, the Southern Railways on Monday, June 20, barred the sale of platform tickets in Chennai till further notice. The move comes as a precaution against agitations in Chennai, though it did not see protests like the ones in other parts of the country over the past week. This is the first time that visitors are being barred from railway stations since pandemic-related restrictions were lifted. In view of the proposed Bharat Bandh and to safeguard the safety and security of passengers, the issue of platform tickets is at all railway stations over Chennai Division of Southern Railway, until further orders, the Chennai Division PRO said. With this, only those who have valid tickets will be allowed in the stations, with the exception of caretakers for elderly or disabled passengers. Railway Protection Team forces have been strengthened at MGR Chennai Central and Egmore stations. The restriction on platform tickets is not permanent but has been imposed until further orders, to prevent untoward incidents as protesters called for a Bharat Bandh. PM Modi is set to inaugurate a slew of railway and development projects, along with the Dr BR Amedkar School of Economics at the Bangalore University campus. On Tuesday, June 21, he is slated to go to Mysuru for the occasion of International Yoga Day. Protests have rocked parts of India as several organisations have called for a Bharat Bandh, demanding the scrapping of the Agnipath scheme. In Karnataka, protests were seen in Dharwad on Saturday, June 18, when protesters pelted stones on a bus, prompting the police to disperse them using mild lathi charge. The Union government had, last Tuesday, unveiled the Agnipath scheme under which youths between 17-and-a-half and 21 years would be inducted in the three military services for a four-year tenure. Twenty-five percent of the recruits will be retained for regular service. The government projected this scheme as a major overhaul of the decades-old selection process to enhance the youthful profile of the services. However, as protests against the scheme intensified, the government relaxed the upper age limit to 23 years in a move to ease the agitations. The announcement of the new scheme came in the backdrop of recruitment into the military being stalled for over two years due to COVID-19.
